HomeMy WebLinkAbout20231122.tiffRESOLUTION RE: APPROVE LETTER OF INTENT FOR APPLICATION OF 2022-2023 RETENTION BONUS GRANT FUNDS FOR WELD COUNTY PUBLIC HEALTH EMERGENCY (PHE) STAFF AND AUTHORIZE DEPARTMENT OF HUMAN SERVICES TO SUBMIT ELECTRONICALLY WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Letter of Intent for Application of 2022-2023 Retention Bonus Grant Funds for Weld County Public Health Emergency (PHE) Staff from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado Department of Health Care Policy and Financing, ending June 30, 2023, with further terms and conditions being as stated in said letter of intent for application, and WHEREAS, after review, the Board deems it advisable to approve said letter of intent for application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Letter of Intent for Application of 2022-2023 Retention Bonus Grant Funds for Weld County Public Health Emergency (PHE) Staff from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado Department of Health Care Policy and Financing, be, and hereby is, approved. Request Board Approval of the Department's Colorado Department of Health Care Policy & Financing (HCPF) Public Health Emergency (PHE) Retention Payment Grant Intent to Apply. As part of the FY 2022-23 County Grant Program, HCPF has designated target grant funding for reimbursements related to county Medical Assistance staff retention and rewards for their performance, customer service and dedication to the communities throughout the COVID-19 Public Health Emergency (PHE). The Department is requesting to apply for Grant Option #1: 100% Funding for Staff Retention Bonus Reimbursement that would provide eligible staff a one-time retention incentive paid in some portion through HCPF County Administration funding. If awarded, the county will pay these Human Services staff a one-time payroll retention incentive of $250.00 each that would be distributed via a payroll addition. An Intent to Apply letter must be submitted by Friday, April 14, 2023 and if awarded, funding must be expended no later than June 30, 2023. I do not recommend a Work Session. This funding will be used to reward county staff who have administered the Medical Assistance Program for their performance, customer service and dedication to the Weld community throughout the COVID- 19 Public Health Emergency, Weld County has selected Grant Option #1: 100% Funding for Staff Retention Bonus Reimbursement. The staff eligible for this one-time retention incentive are staff paid in some portion through HCPF County Administration funding (see attached list).
