The Weld County Board of Health met on March 28, 2023, at 9:00 a.m. in the second -floor hearing
room of the Weld County Department of Public Health and Environment and by via Microsoft Teams.
Those present included:
Board Members: Tom Cope, Doug Printz, Fred Hepner, Jeff Reck, Michael Wailes, Lonnie Ford,
Linda Kautz and Bree Lukens.
Others: Katie Sall and Lauren Light from Environmental Health, and Peter Graham Lab Manager.
APPROVAL OF AGENDA
The meeting was called to order at 9:00 AM. A motion was made by Tom Cope to approve the agenda.
Linda Kautz seconded the motion and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the February 28, 2023, meeting. A motion was made to approve
by Fred Hepner and Doug Printz seconded the motion and the motion was carried unanimously.
Biosolids Renewal:
Denali Water Solutions — Katie Sall presented 7 biosolid renewal applications. No public
comment or concerns were received. Environmental Health recommends approval.
DS -200423, DS -200548, DS -200704, DS -201327, DS -201402, DS -1700002, DS -2100001.
A motion was made by Tom Cope to approval the renewals. Linda Kautz seconded the motion and
the motion was carried unanimously.

Presentations:
Peter Graham- Lab Manager Environmental Health- Water Program Overview
Maintaining the quality of the drinking water is one of the most critical functions of the lab.
We are certified by the Colorado Department of Public Health & Environment for Coliform
And E Coli in the Federal Safe Drinking Water Act.
The lab currently contracts 77 municipalities, water district and private businesses to perform
Compliance sampling and testing. In 2022 we collected 3,754 samples. We have trained lab
Staff to collect and analyze water for chlorine and total coliform/e coli bacteria. In other words
Potability. Our staff also collects Weld County homeowners who request well water testing
For potability along with other chemistry testing. In 2022 we tested 5,700 water samples.
We are state certified for compliance testing. The lab collects over 400 samples monthly for
drinking water and gravel pits.
Volatile Organic Componds (VOC's)- This program gives residents using groundwater an
Option for obtaining water quality baseline data for those residents who are impacted by oil
and gas activity. Analysis available to Weld County residents using well water at NO
CHARGE. Participants in this program must consent to making results public record.
New Lead & Copper rule program- Lead and Copper analysis will need to be tested at schools
and daycare center for 2023. Schools will have to test ALL areas that the student body has
access or might consume drinking water. This will also trigger a replacement program for all
water systems that does not meet EPA standards.

Municipalities will have to submit their current lead drinking water line plans in 2024 and
include a timeline for a replacement plan.
