HomeMy WebLinkAbout20233667.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY,COLORADO WEDNESDAY,DECEMBER 13,2023 The Board of County Commissioners of Weld County,Colorado,met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building,Greeley,Colorado,December 13,2023,at the hour of 9:00 a.m. ET, ROLL CALL:The meeting was called to order by the Chair and on roll call the following members were present,constituting a quorum of the members thereof: Commissioner Mike Freeman,Chair—EXCUSED Commissioner Perry L.Buck,Pro-Tem Commissioner Scott K.James Commissioner Kevin D.Ross Commissioner Lori Saine Also present: County Attorney,Bruce Barker Acting Clerk to the Board,Houstan Aragon Chief Financial Officer,Cheryl Pattelli �!!J1 AMENDMENTS TO AGENDA:There were no amendments to the agenda. 2 CONSENT AGENDA:Commissioner Ross moved to approve the Consent Agenda,as printed. Commissioner James seconded the motion and it carried unanimously. 11 WARRANTS: 1)GENERAL WARRANTS—DECEMBER 12,2023:Commissioner Ross moved to approve the General Warrants,as printed.Commissioner James seconded the motion and it carried unanimously. FIET BIDS: 1)PRESENT BID#02300194,REQUEST FOR QUOTE/REQUEST FOR PROPOSAL(RFQ/RFP)FOR CRS 76 AND 35 INTERSECTION IRRIGATION PROJECT-DEPARTMENT OF PUBLIC WORKS: Toby Taylor, Purchasing Department, stated one (1) bid was received and staff will make a recommendation on January 3,2024. 121 NEW BUSINESS: 1) CONSIDER CONTRACT ID #7645 REVISED COOPERATIVE AGREEMENT REGARDING PROTOCOLS FOR CHILD WELFARE NOTIFICATION AND INVESTIGATION REQUIREMENTS,AND AUTHORIZE CHAIR PRO-TEM TO SIGN —CITY OF FORT LUPTON POLICE DEPARTMENT: Jamie Ulrich,Director of the Department of Human Services,stated this agreement establishes and outlines specific roles and responsibilities concerning assessments and investigations of child abuse and neglect allegations with the City of Fort Lupton Police Department.Commissioner James moved to 1/8 Minutes,Wednesday,December 13,2023 2023-3667 Page 1 BC0016 approve said revised agreement and authorize the Chair Pro-Tern to sign.The motion was seconded by Commissioner Ross,and it carried unanimously. El 2)CONSIDER CONTRACT ID#7646 REVISED COOPERATIVE AGREEMENT REGARDING PROTOCOLS FOR CHILD WELFARE AND INVESTIGATION REQUIREMENTS,AND AUTHORIZE CHAIR TO SIGN PRO-TEM-TOWN OF KEENESBURG POLICE DEPARTMENT:Ms.Ulrich stated this agreement establishes and outlines specific roles and responsibilities concerning assessments and investigations of child abuse and neglect allegations with the Town of Keenesburg Police Department. Commissioner Ross moved to approve said revised agreement and authorize the Chair Pro-Tem to sign. The motion was seconded by Commissioner James,and the motion carried unanimously. 3)CONSIDER CONTRACT ID#7648 AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR PRO-TEM TO SIGN-A WOMAN'S PLACE,INC.:Ms.Ulrich stated this agreement utilizes Community Service Block Grant (CSBG) funding to provide shelter for women experiencing homelessness. Commissioner Saine moved to approve said agreement and authorize the Chair Pro-Tern to sign.The motion,which was seconded by Commissioner James,carried unanimously. Al 4)CONSIDER CONTRACT ID#7649 AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR PRO-TEM TO SIGN- GREELEY TRANSITIONAL HOUSE, DBA GREELEY FAMILY HOUSE: Ms.Ulrich stated this agreement utilizes CSBG funding to provide shelter for individuals experiencing homelessness.Commissioner Ross moved to approve said agreement and authorize the Chair Pro-Tem to sign.The motion,which was seconded by Commissioner James,carried unanimously. il�_1 ;._, 5)CONSIDER CONTRACT ID#7650 AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR PRO-TEM TO SIGN- CATHOLIC CHARITIES AND COMMUNITY SERVICES OF THE ARCHDIOCESE OF DENVER,INC.:Ms.Ulrich stated this agreement utilizes CSBG funding to assist local community shelters which provide shelter for individuals experiencing homelessness. Commissioner James moved to approve said agreement and authorize the Chair Pro-Tem to sign.The motion,which was seconded by Commissioner Ross,carried unanimously. in 6) CONSIDER CONTRACT ID #7652 MEMORANDUM OF UNDERSTANDING FOR PRECERTIFICATION PROCESS FOR FOSTER AND ADOPTIVE FAMILY REQUIREMENTS AND FAMILIES CARE PROGRAM, AND AUTHORIZE CHAIR PRO-TEM TO SIGN — PROJECT 1.27: Ms.Ulrich stated this Memorandum of Understanding(MOU)with Project 1.27 provides the ability for precertification processing for those who are interested in becoming a foster care provider. Commissioner Saine moved to approve said memorandum of understanding and authorize the Chair Pro-Tem to sign.The motion was seconded by Commissioner James,and it carried unanimously. i 7)CONSIDER CONTRACT ID#7655 MEMORANDUM OF UNDERSTANDING FOR SPECIAL YOUTH OPPORTUNITIES AND EMERGENCY FUNDING,AND AUTHORIZE CHAIR PRO-TEM TO SIGN-REALITIES FOR CHILDREN CHARITIES:Ms.Ulrich stated Realities for Children Charities is a great community partner,and this MOU allows them to collect donations on behalf of the Department of Human Services.She clarified the donated items are not items that are covered with CSBG funding. Commissioner Saine moved to approve said memorandum of understanding and authorize the Chair Pro-Tem to sign.The motion was seconded by Commissioner James,and it carried unanimously. Minutes,Wednesday,December 13,2023 2023-3667 Page 2 BC0016 ITS] 8)CONSIDER CONTRACT ID#7674 GRANT AGREEMENT FOR KEY FUNDING INITIATIVES (KFI)FOR NOCO WORKS TO DEVELOP AND MAINTAIN WORKFORCE RESOURCE-CENTERED WEBSITE AND AUTHORIZE CHAIR PRO-TEM TO SIGN ELECTRONICALLY-THE WELD TRUST: Ms.Ulrich stated this agreement creates a website that is to be managed by The Weld Trust for the expansion of workplace learning opportunities,enhance the Department of Human Services pipeline, and develop an external barrier resource guide.Commissioner Ross moved to approve said agreement and authorize the Chair Pro-Tem to sign.The motion,which was seconded by Commissioner Saine, carried unanimously. le 9)CONSIDER CONTRACT ID#7675 TASK ORDER CONTRACT FOR WISEWOMAN CHRONIC DISEASE PREVENTION PROGRAM AND AUTHORIZE CHAIR PRO-TEM TO SIGN AND SUBMIT ELECTRONICALLY:Jason Chessher,Director of the Department of Public Health and Environment, stated this contract is for a long-standing program to provide preventative screening services for women who are uninsured,for a term of January 1,2024,through September 29,2024, in the amount of $9,665.00.Commissioner Ross moved to approve said contract and authorize the Chair to sign.The motion was seconded by Commissioner James,and it carried unanimously. 191 PUBLIC COMMENT: 1)Steve Teets,Greeley resident,offered his comments to the Board. RESOLUTIONS AND ORDINANCES:The Resolutions were presented and signed as listed on the Consent Agenda.No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.There being no further business,this meeting was adjourned at 9:16 a.m. These Minutes were approved on the 27th day of December,2023.
