RE: APPROVE EXPENDITURE AUTHORIZATION AND WORK PLAN FOR ADDITIONAL
TRADE ADJUSTMENT ASSISTANCE (TAA) CASE MANAGEMENT GRANT FUNDS
AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Expenditure Authorization and Work
Plan for Additional Trade Adjustment Assistance (TAA) Case Management Grant Funds between
the County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Department of Human Services and the Colorado Department of
Labor and Employment, commencing June 1, 2023, and ending September 30, 2024, with further
terms and conditions being as stated in said expenditure authorization and work plan, and
WHEREAS, after review, the Board deems it advisable to approve said expenditure
authorization and work plan, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Expenditure Authorization and Work Plan for Additional Trade
Adjustment Assistance (TAA) Case Management Grant Funds between the County of Weld, State
of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of
the Department of Human Services, and the Colorado Department of Labor and Employment, be,
and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to electronically sign said expenditure authorization and work plan.

1. FUNDING PURPOSE
The Trade Adjustment Assistance Program (TAA) Program provides a range of reemployment benefits for
workers who have lost their jobs due to foreign competition. If additional funds are needed, please notify
the TAA Coordinator and your Regional Liaison as soon as possible.
2. PARTICIPANT ELIGIBILITY
Participants must be laid off workers resulting from lack of work on or after the impact date, and before the
expiration date of the employer certification.
3. FUNDING REQUIREMENT FOR CO -ENROLLMENT
USDOL currently requires 100% co -enrollment between TAA and WIOA Dislocated Worker Program,
therefore 100% of TAA participants must be co -enrolled in the WIOA Dislocated Worker. The only
exception to this requirement is if the participant refuses co -enrollment or if the participant is
required to be registered with Selective Service and did not complete that registration. TAA and
WIOA funds may be leveraged, as appropriate, to assist the participant in successful completion of
the TAA program and return to the workforce.
4. USE OF FUNDS
A. FUNDS MAY BE USED FOR CASE MANAGEMENT SERVICES THAT INCLUDE:
Assessment tests
Skills transferability analysis
Peer counseling
Development and provision of labor market information
Development of work based learning opportunities for enrollment by TAA eligible
participants
B. FUNDS MAY BE USED FOR THE PROVISION OF CASE MANAGEMENT SERVICES THAT INCLUDE:
Maintenance and enhancement of electronic case management systems for improved case
management services and information
Salaries for case managers
Training for case managers
Equipment and furniture used by case managers
Outreach to employed and unemployed TAA eligible workers, including hiring staff to
perform this function
Development of work based learning opportunities for TAA eligible participants
