Abatement Request: The petition for abatement or refund of taxes was submitted by Todd Stevens of Stevens & Associates, as agent for the owner, and estimates the subject value to be $590,000 ($137/sf). The petitioner did not provide any supporting documents for the 2022 abatement. Analysis: The commercial team reviewed the 2022 value and concluded the original value is supported. The cost approach calculates to $831,280 ($192/sf). The market approach included a review of market sales for comparable properties which ranged from $196 to $247/sf. The income approach included a review of market lease information for comparable properties with a range of $12.50 to $31/sf NNN. Using $18/sf NNN, market vacancy (5%), market expenses (8%) and a market CAP rate (7.5%), the income approach results in an opinion of value at $210/sf. Reconciliation and Summary: The Assessor's value of $863,200 is supported by the market and income approaches, and I recommend denial of the petition. The petitioner requested the Assessor recommend denial of the abatement to the BOCC, preserving their right to file with the BAA.
