It is a 3,633 sf improvement located on a 34,948 sf (0.80 ac) parcel. The subject is of wood frame construction with ornamental masonry overlay. Abatement Request: The petition for abatement or refund of taxes was submitted by David Johnson of Joseph C Sansone Co as agent for the property owner. The petitioner has requested a value of $864,000 ($238/sf). Description and Analysis: The Cost, Market and Income approaches to value were all considered when reviewing the subject value. The subject is owner occupied and has not traded since completion of construction. The 2019-2020 value for the subject was set using the cost approach. This is typical for new construction in the first few years and the subject construction was completed in 2018. Cost Approach: The subject is located on 34,948 sf of land valued at $16.50/sf totaling $576,642. The Marshall and Swift cost analysis is: RCNLD $ 722,346 Land Value $ 576,642 Total $1,298,987 ($358/sf) Market Approach: Three properties were selected for comparison to the subject property. These market sales were of similar construction and use, and ranged from $121/sf to $275/sf. Comparable property 1 is located at 8207 20th St in Greeley. It is a 3,729 sf office building of wood frame construction located on a 16,258 sf (0.37 ac) parcel. The property traded 03/21/2018 for $800,000 ($215/sf). Comparable property 2 is located at 4650 20th St in Greeley. It is a 4,120 sf office building of wood frame construction located on a 23,722 sf (0.55 ac) parcel. The property traded 01/23/2018 for $500,000 ($121/sf). Comparable property 3 is located at 1160 W Ash in Windsor. It is a 3272 sf medical office of wood frame construction located on a 3,562 sf (0.08 ac) parcel. The property traded 09/20/2017 for $900,000 ($275/sf). The mean sale price of the comparable properties is $204/sf and the median is $215/sf. Income Approach: Several market leases were analyzed for comparison to the subject property. NNN leases ranged from $20.25/sf to $44.00/sf, with a mean of $28/sf and a median of $22/sf. Selecting a lease rate of $26/sf NNN, 5% vacancy, 8% expenses and a 7.5% CAP rate, the estimated value for the subject is $303/sf. In this case, the cost value of the property exceeds what the marketplace indicates the value should be from a market sales and market lease analysis. This suggests a reduction in value for the subject. The subject property value was appealed in 2022 and a value of $1,050,000 ($289/sf) was agreed upon with the same petitioner. Analysis of the information above for the 2020 value suggests this same value for 2020. This results in a recommendation to lower the 2020 value from $1,298,987 to $1,050,000.
