WHOLESOME MEATS AND LOCKERS,LLC
WHEREAS,the Board of County Commissioners of Weld County,Colorado,pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County,Colorado,and
WHEREAS,the Board has been presented with an Application for the Small Business
Incentive Program and a request for the Release of Economic Development Trust Funds(Tier I)
from Wholesome Meats and Lockers,LLC,to the County of Weld,State of Colorado,by and
through the Board of County Commissioners of Weld County,on behalf of the Department of
Planning Services,with further terms and conditions being as stated in said application,and
WHEREAS,after review,the Board deems it advisable to approve said application,a copy
of which is attached hereto and incorporated herein by reference,and release the Economic
Development Trust Funds(Tier I),in the amount of$12,451.80,payable to Wholesome Meats
and Lockers,LLC,to offset various impact fees incurred and previously paid by Wholesome
Meats and Lockers,LLC.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County,Colorado,that the Application for the Small Business Incentive Program and a
request for the Release of Economic Development Trust Funds(Tier I)from Wholesome Meats
and Lockers,LLC,to the County of Weld,State of Colorado,by and through the Board of County
Commissioners of Weld County,on behalf of the Department of Planning Services,be,and
hereby is,approved.
BE IT FURTHER RESOLVED by the Board that Tier III Economic Development Trust
Funds,in the amount of$12,451.80,be,and hereby are,released and payable to Wholesome
Meats and Lockers, LLC, to offset various impact fees incurred and previously paid by
Wholesome Meats and Lockers,LLC.

I am pleased to submit to the Board of County Commissioners an SBIP application for
Wholesome Meats and Lockers LLC . This small business operates a small meat packing
and locker business service and is associated with ZPAG22 -0016 .
Wholesome Meats and Lockers LLC is a small business operating in unincorporated Weld
County with one ( 1 ) employee .
As part of the application requirements , the owner submitted their business plan and met
with representatives from the Small Business Development Center (SBDC ) . Jesse Esparza
reviewed the business plan and found it satisfactory . Attached is the confirmation email
from the SBDC .
The Small Business Incentive Plan was created by the County Commissioners to help
offset land , building permit , septic and impact fees associated with development . Below is a
breakdown of the fees :

Wholesome Meats and Lockers LLC is a USDA inspected Meat facility that
also has the capability of Custom processing for private use private owned
meats.We will be able to provide ranchers a more productive harvest of
livestock through the USDA side of our facility to sell direct wholesale to
Stores,Restaurants and the like for greater profit.The ability to keep up with
demand requires to often have more processed livestock on hand than is
ordered and to have that meat in either a hanging cooler or in a Dry aging
cooler.We intend to offer both of these options to the both sides of this facility.
We will offer to both Custom and USDA the ability to procure specialty meats
through our Commercial smokehouses.This value-added feature will enable
both parties to recoup more from the livestock harvest to better serve their
needs as well as their customers needs ensuring a long and profitable
relationship with Wholesome Meats and Lockers.
The next feature of our facility is the addition of Freezer lockers to rent.
Often the sale of an animal is lost due to the customers inability to store a
whole animal and that is where the Freezer lockers come in.The freezer
lockers each will be able to hold a whole Beef with room for vegetables from
the garden for a more wholesome food reserve.With over 600(@27 cubic
foot)lockers available at$45 per month we will have the capacity to provide
service to over 600 households in our community at current rate.With room for
expansion as needed.
The agricultural community has for years been required to bring livestock for
Exempt harvest to the facility and we intend to remedy at least part of that
chain.We will have a Mobile Slaughter Truck to go to the farm for Slaughter
of custom cut animals.The Slaughter unit will have hot and cold water with a
cooler unit to precool and hold livestock until delivery to the facility that
evening.Animals harvested in this manner are often calmer and not stressed
from shipping and are content in their own pens.It is my experience that these
animals harvested in this manner are better quality meats without the
adrenaline build up in the meat as with shipping and handling by strangers and
this to us is a more Humane way of Harvesting.This feature also allows for
harvest of larger animals such as Bison,large bulls and large breed animals
without damage to facilities or livestock and personnel.
USDA harvested livestock will be required to be harvested at the facility for
Inspection by Federal inspector under USDA and to receive the USDA stamp
(aka BUG)for wholesale.
The facility will harvest Wild Game during the Hunting Season to further add
our services to the community.Wild Game will only be processed on Saturdays
during the hunting season with an added labor factor for the facility.
The entire facility will have Video cameras installed for the Transparency of
the harvesting process.The video system is intended to provide a transparent
process where the customer can see the entire process of their animal.The wild
game aspect has always been up against this in processing.Often hunters
question if they received their own meat back.They are not wrong in their
question.In most all other facilities the grinding of wild game is done in
batches,meaning the meat is combined with all other meat for the day of the
same species to be ground together.We will not do this as we will have a small
grinder just for wild game and this process combined with the Video system,
when shown to the Hunting community will corner a large segment of the Wild
Game Harvest Market.Showing a Hunter that they received their own meat is
important enough for us to invest in the added grinder.Our reputation as the
Only Up front Fully Transparent Processor in the Valley will set us apart from
all of our competition.The Video doesn't Lie.
At Wholesome Meats and Lockers LLC,we are going back to the Basics with a
new Technological advantage to provide our customers with the most
Wholesome Meat that can be harvested from whatever animal the customer can
provide us to process. When as a processor you can assure your customers that
the livestock or wild game,they have brought to us is so Honestly and
Transparently processed and is all their Own Meat.When you receive Quality
animals to harvest and you provide a Quality Value added product with Video
Assurance that this is ALL Your Meat.You Have WHOLESOME MEATS

This Facility will require funding of$500,000 to start production.
We currently have$250,000 of this in Private investors and we are looking for
funding of$250,000.We are the owners of the land to which this facility will
be built on.We currently own the Coolers,Freezers,Rail System and scales,
Meat trolleys,Grinders and Saws.Well permit is issued.
Once the utilities are installed the land which the facility is on can be
subdivided off the main property to provide for collateral security for lenders.
We anticipate the land to be approximately 2.5 acres to allow for expansion.

Wholesome Meats and Lockers LLC Is a full-service USDA Inspected Meat
Processing facility with Freezer Lockers for rent.We will process livestock for
food consumption for general public and Wholesale outlets alike.I will be
working on the Process floor as well as sales,marketing and specialty meats.I
will also work with training staff and Marketing for new and existing
customers.The Departments will be headed by Head Butcher,Office manager,
Kill floor head,Specialty meats and Site Sales and service all reporting to
General Manager/Owner.

transparent from the Rancher to your table you see it all through our video
system installed throughout our facility with zoom type link for your private
viewing of processing.Hot and Cold weights to verify carcass shrink also
provided for transparency.
Company Goals and Objectives:
Wholesome Meats and Lockers LLC intends to be the frontline supplier of
Quality,Safe and Wholesome Meat products for Colorado Front Range and
surrounding states.We will provide Whole,sub-primal and primal cuts to the
retail chains with Grass fed Antibiotic free Beef(no steroids).We will provide
further break down cuts to our restaurant chains as well as Fresh ground meats.
With our Bison customers and Beef customers we will be able to provide a
wide variety of custom meats in the First 3 years of Business.Through or
Commercial smoke houses we will be able to provide over 16,000 pounds of
specialty Smoked meats per month for added value to our customers.

Research
The meat processing industry has for years been under served throughout
Colorado and all Current processors have very little room with wait times up to
18 to 24 months.With our USDA only coolers rails and our Custom exempt
cooler rails with precool cooler we will have the ability to hold 120 animals in
USDA,120 animals in custom exempt with an additional 80 animals on the rail
in the pre cooler at any given time for a total of 320 animals at any given time.
That is 4 weeks'worth of processing without further replenishing.With our On
the Farm Mobile Slaughter service,on site slaughtering and Freezer Lockers
we will be able to provide a more robust service to the community.The two
main things that hold back farmers and ranchers is the ability to harvest
animals and storage after harvest.With the growth in population in Fort
Lupton,Brighton,Frederick,Firestone the carbon Valley as well as the Platte
River area we see no reduction in demand in the foreseeable future.Market
research show a 3%to 7%increase in demand for meat annually for the
foreseeable future according to USDA researchers.Insider weekly foresees a
steady increase in sales and cash flow with above average profitability at
processors. Ranchers and Farmers press their facilities to provide for this
demand we will be there for their processing needs with the Value-added
features to maximize return to Ranchers,farmers and consumers alike on
harvested animals.
With our staff of Highly trained and experienced butchers and Veteran work
force we are committed to your food safety.I worked in the meat industry
when I was younger in Northern Idaho alongside my father and brother(whom
is owner of Monarch Meats Sagle Idaho)and became an Electrician here in
Colorado all while holding on to my roots in the Meat industry with self-
processing of wild game here in Colorado.The Cutting room floor will be run
by the Master Butcher with years of cutting experience.This role modification
will empower employees to strive for success.Giving me the time needed to
focus on customer service and Food Safety as well as facility maintenance,
sanitization protocol and personnel safety.
Product
Wholesome Meats will provide Custom processing for general public from
farmer to consumer sales.With the custom processing comes specialty sausage,
hams,Bacon and Jerky.Custom Cutting.Custom cutting is a direct link from
ranchers to consumer.
USDA Processing consists of a USDA inspector looking at animals prior and
during slaughter.USDA allows rancher to garner more from the harvested animal
than other processing.USDA allows the rancher to sell direct to consumers in
other states via online sales(increasing the market coverage).This process also
allows the rancher's harvest to be sold in Grocery stores and to Wholesale
customers.
Smoked Meats.
The process of smoking and Jerking meats will be a mainstay of the facility.
Smoked meats tend to last longer unrefrigerated on the shelf,in frozen storage as
well as the refrigerator.The facility should be able to accommodate 400 to
600pounds of smoked meats daily increasing variety to the consumer as well as
added value to the ranchers'online sales.One side affect of this is repeat
customers.
Wholesome Meats and Lockers LLC will operate a Mobile Slaughter Truck to
provide an extended service to the small and very small producers and
underserved disadvantaged ranchers with the same opportunities as the large-scale
ranchers have.This service provides a path to processing when the ability to haul
livestock to processor is not available and in a timely manner with humane
practices and reduced stress on livestock still in the familiar surroundings of the
farm.
Wholesome Meats and Lockers llc will have available 640,27 cu ft Freezer
Lockers to rent for frozen foods storage to general public.The freezer lockers
will allow consumers whom do not have the ability to store an entire animal at
home the ability to do so.This allows the consumer to purchase an entire animal
and reap the savings from the process and also allows the rancher the ability to
sell harvested animals that would otherwise not be processed due to the inability
for storage by the consumer.Thus,providing a Value-Added Service to both
Consumer and Producer.Producers can also harvest animals in their prime and
store them and utilize the online sales to consumers and have enough storage to
keep up with demand.
The facility will have Video Cameras System setup at locations to ensure total
transparency for the processing of animals.This level of transparency is not
provided at any other facility.The transparency is paramount to the addition of
Wild Game processing.Hunters are always looking to be certain they are getting
their own meat back and not combined with others(batch runs)like all other
facilities do.
From the customers point of view the knowledge of where your food comes
from is paramount.To be able to collaborate with a local farmer on the
purchase of humanely raised animal have it harvested in a facility with the
ability to see the full operation from my home is remarkable at best.
Knowing they have received their own meat and can see all of it packaged puts
at ease any reservations about purchasing an animal from the farmer for
processing and creates a long-lasting relationship for the Consumer,Farmer
Processor.
Features and Benefits
USDA harvesting has been the Mainstay of the Meat industry.The rigorous
inspection process ensures safe handling of meats to provide a more
wholesome returned product for the table.
Custom Processing allows the every day consumer to purchase an entire
animal ready for harvest at a much lower cost per pound than retail stores.
The consumer then delivers the animal to the facility for processing in the cuts
that best suit their individual eating habits.The processed product can be stored
frozen for up to 2 years without sever degradation of product.
Mobile Slaughtering provides a huge advantage to the farmer and consumer
by bringing the slaughter process to the animal.Removing the need to deliver
and stress the harvest animal to the facility.The mobile slaughter service
allows very small,underserved,disadvantaged and family farmers the access to
harvesting of animals with the convenience of keeping the animal and the
process on the farm under their supervision for humane treatment.Often
harvest animals are family raised like pets with loving care and devotion and
this is important to them even though they will consume the harvest.We
believe this service is a key to getting back to the basics of wholesome farm
raised foods that has been overlooked and we intend to bring this back with
honest and wholesome farm raised livestock to your table.
Mobile slaughter allows for emergency harvesting of animals due to injury
with the least amount of suffering.This also preserves some of the revenue for
ranchers and family farmer when the normal situation would be a total loss of
the animal and no ability to harvest any portion.This service makes the raising
of your own livestock for food more rewarding and convenient for the
everyday land owner.
Smoked Meats
Smoking of meats prolongs the shelf life of harvested meat products.
Smoking also adds a unique flavor to meat products and this process dates back
to our early settlers and ancestors and as far back as the 17th century.
Smoking and curing of meat keep the meat looking fresh and more palatable
for long periods of time even allowing for ready to eat products without all the
modern chemicals currently added to the products.These ready to eat products
can be taken with the consumer on hikes or sent with students for quick
Wholesome snacks for added health and Nutrition benefits without all the
Chemical Preservatives.
Freezer Lockers
Our 27 cu ft Freezer Lockers are designed with the consumer in mind to allow
easy entry and the ability to hold an entire animal. Freezer Lockers allow
consumers and ranchers to rent enough freezer storage space to contain an
entire harvested animal.The consumer has the peace of mind that their food
will be available and secured even when on vacation.Ranchers can rent frozen
storage for their products awaiting sale and or shipment without the stress of
spoilage.Access will be through a card access system ensuring security and
convenience to access products.
Video System
The video system throughout the facility will allow for added security,
sanitation and transparency facility wide.
The consumer will have the ability to observe the processing of their entire
animal from the time it rolls into the cooler from the kill floor to the last
package in the process line.A video link can be sent to the customer for their
personal use and observation of the process.There they will be able to
accurately record and estimate the actual return of meat products.
This is especially true for the Wild Game/Hunting Customers as in traditional
processing all ground meats are combined and portioned out by weight in the
end to allow single batch runs.We will process individually each harvested
animal with exception of smoking meats all on Video record for transparency.
Customers
The Family household will be the larger of customers to this facility.
The local area Ranchers would be second largest consumer.
The small Family Farm will be the next largest consumer.
The local Fairs and events will be the next larger consumer followed by the
Hunting Community.
The Wholesale of products to Grocers,Restaurants,Sporting Goods,Pet Stores

years.We used to do this and have gotten away from it for various reasons,

survival of the industry.Yearly open house for Field trips to local Colorado
schools will help teach our parents and children the importance of fresh
Wholesome foods as well.
Working with local Colleges to implement Culinary and Butcher Training will
foster a community of commitment.

There have been Initiatives introduced to diminish and or remove the
agricultural side in Colorado and this type of Information campaign is critical
to the industry for support from the Public. When we represent the Meat
industry in a positive and Transparent view we will gain support,word of
mouth for our facility as well as others will also provide referred business from
other facilities that are over booked.Working as an Industry Food Chain and
sharing information will strengthen our industry.WHOLESOME MEATS and
LOCKERS will be viewed as WHOLSOME food provider with strong Ethics

We will print out T Shirts,Hooded Sweatshirts,Cups and Business cards to be
given out at the open house.Providing an annual calendar could be another
cost-effective method.Email to customers from email list for repeat and new
customers with annual news letter and a Blog on the website all effective
advertising.The website will have an interactive Farmers Advertising page for
advertisement of Livestock for sale and processing dates.We will promote this
page in all of our communications and Fliers.
Working together and not against other processors is the Key to Survival of the
small processor industry against Big Business.
Operational Plan
Employees will enter the facility via Card access and time tracking system.
Report to their area for changing clothes and unload the Smokehouse for
packaging.The packaging crew will process the processed meats and place
them with their respective orders in the freezer and report this completed order
to office for notifications to be sent out.The butchers will receive the cutting
instructions for the daily harvesting and post them on their saw. All crew
members utilizing knives will have appropriate safety gear on prior to entering
the cutting room.Sanitized equipment will be made ready for processing. The
butchers will bring out the first animal for processing and begin the breakdown
process.USDA harvest on beef day will be processed first then custom exempt
cut following the HACCP and USDA inspection Guidance.
The office staff will be in charge of preparing the cutting order for the Butchers
and having them ready for the day.The office will verify all personnel are on
site and call any that are not present. The office will send out notification to
pick up orders and record the date and time sent also verify on time pick up or
extended freezer time fees are collected.And recorded in daily ledger.
The office staff will take calls and schedule processing dates and record on the
A-a-glance calendar and on the computer system.Kill orders will be made
ready for the kill floor and the Mobile Slaughter truck and posted for their pick
up at the office.
The kill floor will receive all harvest animals and notify the USDA inspector of
animal ready for inspections prior to slaughter.Custom exempt animals will be
processed after USDA harvest and be kept separate at all times.Scheduled
USDA harvest will be scheduled in advance.
The Mobile Slaughter will prepare the truck for daily process and ensure
sanitization,water,fuel and appropriate offal barrels prior to departure.Testing
of the onboard generator is required.Routing will be performed by the office
with approximate arrival times sent to customers.Any kill for other processors
will be performed last for first offload.The mobile crew will be responsible for
Hot Carcass tags and recording ownership with signatures into truck log to
match Hot tag.Phone contact with office to relay arrival time to sister facilities
and to home facility.
End of day sanitization of the Processing room,kill floor and Mobile slaughter
unit will need to be completed for end of shift per Sanitization protocol and
required USDA Standards.
Location and Hours
We are located on 4 acres on county Road 31,2 miles east of Highway 85,4
miles north of Fort Lupton in the Heart of the Agricultural community.
Our Location lends itself to easy access and to efficient power service with the
Power plant and County shops located within 1 mile for the site.The site has
convenient electrical services with 3 phase 480 volt on the county road.
The Majestic Rocky Mountains in the Background provide the perfect
backdrop for this facility.Our 8000 square foot facility provides the room
needed for current and expanded processing as needed.With all steel
construction and easily sanitized FRP walls and ceilings provide for enhanced
food safety.
We are currently Zoned Agricultural with county approval up to 30,000 Square
feet allowed.We will be on a commercial well and commercial septic system.
This facility will cost approximately$500,000 to build from the ground up to
turn key operation.The annual expenses will be determined by production.
We currently have$600,000 of production intent set up with an expected
annual gross production of$1,200,000 in expected sales.
The facility will operate daily from 7am to 5pm Monday through Friday with
Saturday operation pending schedule at 8am to 4pm as needed We will be
Closed Sundays,Thanksgiving,4th of July,Veterans Day,Christmas and New
Year's Day.
Management and Organization
Daily operations will be managed by Department.The facility will be divided
into 4 departments.Kill floor,Process Floor,Office,Site Sales and Marketing.
The Kill floor head will manage the kill and required USDA inspections.
The process floor will be under control of the Head Butcher with the apprentice
Butcher as second,to control cutting room and Specialty meats handling.
The office will be controlled by the office manager for daily record keeping
and office functions.With direct contact with certified accountant.
Site,Sanitation,sales and Marketing will be under control of Dale Dexter.Dale
has experience in marketing having control of two other businesses and proven
record with sales and letters of intent to open the facility.
Dale has marketed facility to area ranchers and several corporate contacts ie:
Cabela's,Baspro shop,Sheels Sporting goods,Ace Hardware with request for
product for review when available.Dale has also procured a 15 year
Nondisclosure for Jerky recipe never before used in the United States. Dale
will be responsible for site cleanliness,repairs and Maintenance of facilities
and equipment,Website and Blogs,USDA inspection reports and corrections
as required.Dale will be the backup for office and scheduling when required
and Kill floor or Mobile slaughter.
The entire crew will do some cross training to provide continuity of operations.

Our East Colorado SBDC worked with Dale to support him in completing a business plan for Wholesome
Meats and Lockers LLC . It is a very well done business plan . It is my understanding that Dale is working
toward obtaining the site and looking to open shop in September or November of this year. He has completed

99% of the business plan . There still may need to be some updates on the financials, as the financials were
completed late last summer, so some areas may need to be updated due to changes in supply chain equipment
and cost. Overall, though as mentioned this business plan is very well thought out and is ready for some
outcomes .
