RE: Public Hearing Before the Weld County Planning Commission and County
Commissioners on an Application for a Use By Special Review for USR25-0012 filed by
Debra and Jeff Garcia.
Dear Mineral Estate Owner:
You are receiving this notice because you have been identified as a mineral estate owner as
reflected in the records of the Weld County Assessor or a request for notification of surface
development with the Weld County Clerk and Recorder, with respect to property that is the
subject of the referenced application.
You are hereby notified that on November 4, 2025 at 1:30 p.m. the Weld County Planning
Commission will hold a public hearing. A subsequent hearing with the Board of County
Commissioners will be held on November 19, 2025 at 10:00 a.m. Both hearings will be
held at 1150 O Street, Greeley Colorado, 80631. The purpose of the hearings is to consider
approval of a Use by Special Review (USR) application proposal for the property located at
4786 Weld County Road (WCR) 50, Johnstown, CO 80534 and legally described as:
Lot A of Recorded Exemption RE -4879; being part of the E112 NE1/4 of Section 2,
Township 4 North, Range 68 West of the 6th P.M., Weld County, Colorado.
The nature of the USR is a proposal for a Kennel (boarding facility for up to 56 dogs and 5
small animals) outside a subdivision or historic townsite in the A (Agricultural) Zone
District.
The list of mineral estate owners being notified of this public hearing is derived from the
current records of the Weld County Assessor, the Weld County Clerk and Recorder, and the
Warranty Deed recorded at reception number 4030601. As those records are not always
current, please feel free to notify any other party who may have an interest in minerals
beneath the surface of the subject property of the scheduled public hearing.
