HomeMy WebLinkAbout20252985 Hearing Certification Docket No. 2025-51 Board of Equalization Weld County, Colorado 2025 Board of Equalization I hereby certify that pursuant to a notice dated June 23, 2025, and duly published June 25, 2025, in the Greeley Tribune, a public hearing was conducted on October 29, 2025, with a quorum of the following Commissioners, sitting as the Weld County Board of Equalization, being present: Commissioner Perry L. Buck, Chair Commissioner Scott K. James, Pro-Tem Commissioner Jason S. Maxey— Excused Commissioner Lynette Peppier— Excused Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Weld County Assessor, Brenda Dones County Assessor's Chief Deputy, Jason Marini Senior Independent Referee, Bill Garcia The following business was transacted: Weld County Assessor, Brenda Dones, summarized the County Board of Equalization (CBOE) process, explained 2025 was a reappraisal year, and discussed the collaboration of the Weld County Assessor's Office with the Weld County Treasurer's Office. She stated 4,577 appeals were received at the Assessor's level, which is approximately two percent (2%) of all properties in Weld County, and 894 appeals were received at the CBOE level, which is approximately 20% of the Assessor's level appeals. Ms. Dones stated of the CBOE appeals, approximately 5% are recommended for adjustment by the appointed independent referees, 42% are recommended for denial, 38% were stipulated, and 15% were withdrawn. She explained there were four (4) independent referees who held 136 hearings. Ms. Dones thanked all of the independent referees for their valuable contribution to the CBOE process. Bill Garcia, Senior Independent Referee, thanked the Weld County Board of Commissioners for their appointment of independent referees in the CBOE process, stated the other independent referees consisted of two commercial realtors and a residential appraiser, and discussed the importance of taxpayers having an independent referee to discuss their property valuation with. He summarized the hearing process, stating residential properties were afforded 15 minute hearings and commercial properties 20 minutes. cc: SR(t3D/sM/c►\/oK), cA(BR/0A) 2025-2985 o l/I4/26 AS0121 Hearing Certification (2025 Board of Equalization) Page 2 Commissioners Ross and James, and Chair Buck, thanked Mr. Garcia and the other independent referees, and Assessor Dones and her staff, for all of their hard work and dedication to the property owners and citizens of Weld County. (Clerk's Note: There was no one from the public present during this hearing.) Commissioner Ross moved to accept the decisions of the designated Hearing Officers to adjust or deny various accounts, moved to Administratively Deny various accounts, and moved to approve the Stipulation Agreements, as submitted by Assessor Dones on Exhibit "A" to the Final Determination Resolution. The motion was seconded by Commissioner James and it carried unanimously. There being no further discussion, the hearing was completed at 9:37 a.m. The Board of Weld County Commissioners, sitting as the Board of Equalization for Weld County, Colorado, approved the above and foregoing Hearing Certification, on motion duly made and seconded, by the following vote on the 29th day of October, A.D., 2025: Perry L.
