Dear Sirs :
\\\ I have recently been contacted by Mr . John Silva , a property
\l � owner and representative of many people in the Spanich Colony.0 He has come to my office with a problem that concerns a public
right-of-way previously barricaded by the County:_, Apparently
Lots 1 and 2 in the Spanish Colony were—donated to the Assembly
of God Church by Mr. E. Duran many years ago , and since then
a dirt road through Lot 2 has been used by the members of the
; community for over forty years continuiously . Recently for
\\ no apparent reason the County has blocked off this alley .
` Mr. Silva could notprovide me with all the necessary
papers, ie
\ L7 _the_ deed of the lots to the Assembly of God Church , petition
by the neighboring residents , etc. , so therefore this letter is
to serve as a protest to the obsticles , a request for their re-
` e moval and to put the County Commissioners on notice . Apparently,
} ;r 2nd Street in the Colony is one-way North .and 3rd is one-way

South . According to Mr . Silva , if an emergency situation developed
whereby emergency vehicles were needed in the north section-ol the
colony, this dirt road would be indipensible for either an entrance-
way for the emergency vehicles , or an exit way for cars and other
traffic that could possibly tie up these narrow one way streets .
As Mr. Silva related to me , it is not merely just because of the
convenience of this allely way that the residents are protesting ,
but because of the possible emergency situation that could develop
and they feel they have a legal right to easement due to a_continu-
ace and open use for over forty years. Furthermore , uMr . Silva

believes, as I stated above, that_ this land is owned by__the_
Assembly of God Church and not the County . Therefore, once
again , the citizens, represented by Mr . Silva, object to this
blockade of a road that has been used by the residents for
many, many years, and desire its removal .
I would appreciate your checking into this matter , and communi-
cating directly with me so that this matter can be resolved
promptly and legally .
