Attached is the signed Grant Agreement, the approved Initial Application and accompanying documents. You are asked to begin implementing your program immediately and to hire participants in accordance with the provisions and regulations of the Act. We are also attaching a copy of a tentative "Program Guide" and draft materials relating to "Financial Management Require- ments for Emergency Employment Grantees". Also provided is a sample statement you may use if you wish to designate individuals, other than yourself, to sign invoices and other required documents. As you know, the narrative description of your program, assur- ances and back-up data for full funding are more extensive than that required for the Initial Application. I urge, therefore, that you move quickly on preparing material for your Application for Full Funding. Your attention is called to Section 55.10 of the Regulations, which calls for a published notification of your program and requires the opportunity for comments by interested parties. The attached "Program Guide" contains additional information concerning this point and also indicates that courtesy copies of your Initial Application are to be sent to other Program Agents in the State (page 39). Also be alert to the statement on page 24 in the "Program Guide" which states that "at least one-third of all participants should be Veterans. ". This reference is to Special Veterans, as defined in the regulations. 710556 Weld County Commissioners 2 Until the reporting instructions, provided to you and/or your representatives at the Denver EEA meeting, are finalized, you are asked to make a telephone report each Monday, before noon, beginning August 23rd, to this office indicating (1) the number of EEA participants on the payroll as of the reporting date and (2) the number of terminations up to the reporting date.
