Record of Proceedings Minutes Board of County Commissioners Weld County, Colorado Wednesday, July 30, 2025 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, July 30, 2025, at the hour of 9:00 a.m. Roll Call: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Perry L. Buck, Chair Commissioner Scott K. James, Pro -Tern Commissioner Jason S. Maxey Commissioner Lynette Peppier Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Chief Financial Officer, Cheryl Pattelli Minutes: Commissioner Ross moved to approve the below listed Minutes of the Board of County Commissioners meeting, as printed. Commissioner Peppier seconded the motion and it carried unanimously. 1. Minutes from July 16, 2025 Certification of Hearings: Commissioner Ross moved to approve the below listed Hearing Certificate. Commissioner Maxey seconded the motion, which carried unanimously. 1. Public Input regarding changing the boundary lines of Commissioner Districts in Weld County, Colorado, as proposed by the Weld County Redistricting Advisory Committee, pursuant to Colorado Revised Statutes §§ 30-10-306 et. seq. — Weld County Amendments to Agenda: There were no amendments to the Agenda. Consent Agenda: Commissioner Maxey moved to approve the Consent Agenda, as printed. Commissioner Ross seconded the motion and it carried unanimously. $(13 2025-2151 BC0016 Page 2 Wednesday, July 30, 2025 www.weld.gov Warrants: 1. General Warrants: Commissioner Peppier moved to approve the General Warrants, as printed. Commissioner Maxey seconded the motion and it carried unanimously. New Business — General: 1. Consider Innovative Caregiver Services and Supports Pilot Sites Grant Application, and Authorize Department of Human Services to Submit Electronically — USAging: Jamie Ulrich, Director of the Department of Human Services, requested for the Department to submit the application for the purpose of supporting the County's adult respite and day caregiver vouchers program and increase the services provided from North Range Behavioral Health to individual recipients the department serves throughout Weld County. Commissioner James moved to approve said application and authorize the Department of Human Services to submit electronically. The motion was seconded by Commissioner Ross and it carried unanimously. 2. Consider Contract ID #9796 Amendment #2 to Task Order Contract for Public Health Emergency Preparedness and Response Program, and Authorize Chair to Sign: Jason Chessher, Director of the Department of Public Health and Environment, stated the amendment provides funding, in the amount of $233,496.00, from July 1, 2025, through June 30, 2026, to offset emergency preparedness response and epidemiology personnel who support the efforts of the Weld County Department of Public Health and Environment (WCDPHE) and the Office of Emergency Management (OEM). Commissioner Ross moved to approve said amendment and authorize the Chair to sign. The motion was seconded by Commissioner James and it carried unanimously. 3. Consider Contract ID #9794 Modification #2 to Participating Agreement for Noxious Weed Treatment and Authorize Chair to Sign: Tina Booton, Department of Public Works, stated modification #2 provides funding, in the amount of $33,200.00, which allows the County to treat noxious weeds in the National Pawnee Grasslands. Commissioner Maxey moved to approve said modification and authorize the Chair to sign. The motion was seconded by Commissioner Peppier and it carried unanimously. 4. Consider Subdivision Participation and Release Form (Exhibit K), Pursuant to Memorandum of Understanding for Colorado Opioids Direct Settlement Agreement Concerning Purdue Pharma and the Sackler Family, and Authorize Chair to Sign: Bruce Barker, County Attorney, stated Exhibit K allows Weld County to participate in the settlement between Purdue Parma and the Sackler Family, and receive funding to support opioid treatment services. Commissioner James moved to approve said subdivision participation and release 2025-2151 BC0016 Page 3 Wednesday, July 30, 2025 www.weld.gov form, and authorize the Chair to sign. The motion was seconded by Commissioner Peppier and it carried unanimously. 5. Consider Agreement for Electrical Utility Services for Property Abatement Project Located at 3716 Yosemite Drive, Greeley, and Authorize Chair to Sign — Katherine Dillen: Adria Schiel, Assistant County Attorney, stated the agreement allows the County to connect to the power from the neighboring property, owned by Katherine Dillen, for an amount not to exceed $1,500.00, to proceed with the abatement of property located at 3716 Yosemite Drive in the Hill N' Park neighborhood, and staff recommends approval. Commissioner Maxey moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Peppier and it carried unanimously. 6. Consider Professional Service Agreement for Property Abatement Project Located at 3716 Yosemite Drive, Greeley, and Authorize Chair to Sign — Western Electrical Group, Inc.: Ms. Schiel stated the agreement allows for Western Electrical Group, Inc., to install a 220 -amp branch circuit to provide the necessary power from the neighboring property as discussed in the prior item of business. She stated the agreement is in the amount of $515.00, and staff recommends approval. Commissioner James moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Peppier and it carried unanimously. Public Comment: No public comment was offered. Let the Minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
