HomeMy WebLinkAbout730555.tiff L / r J RESOLUTION WHEREAS, a public hearing was held on December 26, 1973, in the chambers of the Board of County Commissioners, Weld County, Colorado, for the purpose of hearing the petition of Phillips Petroleum Co. , Denver, Colorado, requesting approval of site for the construction of a natural gas liquid extraction facility on the following described property, to-wit: A tract of land located in the NW4 of Section 23, Township 2 North, Range 63 West of the 6th Principal Meridian, Weld County, Colorado, and being more particularly described as follows: Commencing at the N/4 corner of said Section 23 and considering the North line of said Section 23 to bear North 90° 00' 00" West with all bearings being relative thereto; Thence North 90° 00' 00" West along said North line 494. 27 feet; thence South 00° 09' 53" East, 8. 00 feet to the true point of beginning; thence continuing South 00° 09' 53" East, 400. 00 feet; thence North 900 00' 00" West, 600. 00 feet; thence North 00° 09' 53" West, 400. 00 feet; thence South 90° 00' 00" East, 600. 00 feet to the true point of beginning, containing 5. 51 acres, more or less, and, WHEREAS, the petitioner was present, being represented by Mr. Frank L. Prendergast, Denver, Colorado, and WHEREAS, there was no opposition to the request of petitioner for the location of said natural gas liquid extraction facility, and WHEREAS, the said requested natural gas liquid extraction facility is located in an Agricultural Zone as set forth by the Weld County Zoning Resolution, and WHEREAS, according to Section 3. 3(2) of the Zoning Resolution of Weld County, said location for said natural gas liquid extraction facility may be authorized upon the approval of the Board of County Commissioners of Weld County, and WHEREAS, the Board of County Commissioners heard all the testimony and statements of those present; has studied the request of the petitioner and studied the recommendations of the Weld County Planning Commission, and having been fully informed; NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, that the application of Phillips Petroleum Co. , Denver, Colorado, to locate a natural gas liquid extraction plant on the premises indicated above be, and it hereby is granted under the conditions following: PL0773 730555 .A r . • 1. That any water and sanitation facilities to be installed shall be approved by the State Health Department. 2. That petitioner shall proceed with due diligence to effect said construction of a natural gas liquid extraction facility and that it shall have up to one year from date hereof to begin the construction of such facilities; otherwise, the Board may, for good cause shown, on its own motion, revoke the permit herein granted. 3. That such natural gas liquid extraction plant facility shall be limited to the items as shown on plans as submitted and attached hereto and made a part hereof by reference. 4. That all applicable subdivision regulations and zoning regulations shall be followed and complied with in accordance with the Zoning Resolutions of Weld County, Colorado. Building Department SL'JECT : Fees in "A" Zone for Building Permits Tape 510 DISCUSSION : The subject was discussed concerning who in an "A" zone should be charged a building permit fee on farm buildings . It was brought up that persons owning only a few acres could not reasonably make a living off that property . The main idea of the fee and building permits is to control set backs from road right-of-ways , to create a standard or level of structure and to provide an inspection service . Also to make sure no road hazards or building hazards are created . All commercial operations in an "A" zone have to pay the fee . It was suggested that the County Commissioners be asked to attend the next meeting to dis- cuss the situation . Could possibly allow exceptions to the fees where a case of hardship exists . Could hold the per- mit until a field check were made . SUBJECT : Building Permit Check Sheet Tape 510 DISCUSSION : Mr . McKee presented a check sheet form for issuing building permits . It will cover proof of ownership , legal description , plot plan , proof of water and sewer , proposed land use . It was suggested to add whether it ' s on a Re- corded Exemption or not . At the first of the year the phone company will readdress the entire county . A repre- sentative will be present at the next meeting to explain the new system . It was suggested that the form be divided in half , part to be filled out by the applicant and the other part filled out by the Planning Office . Form will be revised and resubmitted for Planning Commission ' s ap- proval at next meeting . SUBJECT : Ft. Lupton ' s Request for Planning Staff Aid Tape 512 DISCUSSION : The Town of Ft . Lupton has requested Mr . Ohi of the Weld County Planning staff to represent them in their request 957 . V for Planning staff aid . It was felt by Le Board that more time needed to be spent with Town officials to set up the contract . SUBJECT : Letter from Weld Co . Livestock Assoc . Tape 512 DISCUSSION : Mr . Lorenson read letter from Weld Co . Livestock Assoc . regarding mobile homes on farms . The Assoc . felt that the mobile home restriction of only one per farm should be changed to allow more if necessary to put said farm into maximum production . • SUBJECT : Letter from Weld Co . Livestock Assoc . Tape 512 DISCUSSION : Mr . Lorenson read letter concerning Senate Bill 35 . The Assoc . felt the Bill was sufficient and stated that they were opposed to laws that dictate how many acres can be sold and is opposed to changing the 35-acre tracts to any larger tract size . Ag Council also feels the same way. SUBJECT : Land Use Tape 512 DISCUSSION : It was suggested that a meeting should be set up , or time requested at one of the land use seminars to dis- cuss Weld County ' s progress in complying with Senate Bill 35 and also the difficulties being discovered in trying to comply with said Bill . Mr . Watson stated that he felt , after attending the seminar last week , that Weld County is further along in their rules and regulations governing land use than any other county in Colorado that was repre- sented at the seminar . Mr . Lorenson concurred with that opinion . MOTION : By Mr . Weigand , To request time for a hearing to present what Weld County has done and what is being done . Second by Mr . Anderson . A unanimous vote of "Aye" . Motion carried . I SUBJECT : Letter from Northern Colo . Water Assoc . Tape 512 DISCUSSION : Mr . Lorenson read letter which contained a resolu- ' tion concerning water service , basically along the Front Range . The Board of Directors passed a Resolution which states , " . . . the Northern Colorado Water Conservancy District deny any and all applications for the change in district allotment contracts in order to provide replacement water for well depletion purposes " . . . SUBJECT : NE4 Sec 14 T2 R67 - Illegal Land Splitting Tape 512 DISCUSSION : Mr . Lorenson informed the Planning Commission of a Mr . Mathis who owned the quarter section in 1971 at which time he violated the old subdivision regulations and now is in violation of Senate Bill 35 . There are about 11 recorded splits at the present time on this parcel . Mr . Hellewell felt that if the person that originally sold this land or if any of the present owners tried to sell the land , then we could possibly fine them. All transactions are by recorded deeds . SUBJECT: Voting Membership DISCUSSION : Mr . Watson announced the voting membership would be Watson , Nix , Anderson , Weigand and Heitman . Mr . Elliott would be serving as an alternate . I APPLICANT : Town of Erie Tape 512 & 513 APPEARANCE : Phil Ray , Consultant DISCUSSION : It was announced that there was a visiting group present recording the presentation of the Erie Comprehensive Plan . This group represented Park Land Estates . Mr . Ray stated that to his knowledge , the Town had not entered into any planning contracts prior to to this time . He pointed out that there were 2 flood plains near the Town and several undermined areas . There are 3 telephone exchanges . They are in the Northern Colo . Water Conservancy District . In general , they tried to keep the density and residential growth in and around the Town . Tried to leave those areas agricultural that were good agricultural properties . Left flood plain areas and undermined areas as open space as much as possi - ble . Lafayette is presently involved in creating a compre- hensive plan of their own . Representatives from both towns have gotten together to discuss land use between the two towns . Mr . Ray felt water was available in this area through acquisition . He also felt the present lagoons were suffi - cient for the present time . The sanitation district has already submitted preliminary process tips and preliminary 959 phasing of original sewer plan to s-.. about converting . The residents of the Town have gotten together and signed a petition requesting the streets in town be paved and curb and gutter be installed and sidewalks this next year . The total planning area in Weld County is approximately 13 counting the Town limits . The newly adopted subdivision regulations are very restrictive . The Town cannot really afford to be any other way regarding water and sewer . There is a Regional sewage plant discussed in the Plan . The Thoroughfare Plan roughly corresponds with the County ' s Plan as far as providing right-of-way for arterial roadways . The Town would like to expand from the Town out- ward . RESOLUTION : Be it therefore resolved to recommend to the Board of County Commissioners approval of the Erie Comprehensive Plan , and to further recommend approval to the Regional Planning Commission . APPLICANT : Robert Jensen CASE NUMBER : SUP #231 Tape 513 & 514 SUBJECT : Gravel Pit LOCATION : Pt NE4 NE4 Sec 9 & Pt SE4 Sec 3 & Pt NW4 NW4 , SW4 SW4 NW4 , W2 NE4 Sec 10 T5 R65 APPEARANCE : Mr . Jensen and Mr . Mel Dinner , Attorney DISCUSSION : This parcel is approximately 232 acres . This par- ticular area has the best grade and quality of gravel used in this section of Colorado , Wyoming and Nebraska . There is an estimated 29 million tons of gravel with approximately 14 million tons of this being commercially mineable . It is pretty widespread throughout this area . With regard to truck traffic acess , it would not be one way traffic . They would enter at one end of the property , travel southerly , I and exit at a different part of the property . The pro- posal would also involve the use of rail traffic for the movement of this gravel . Rail spur would come through the Farr property . It is a Union Pacific extension . There is a rock crusher site if it becomes necessary . All property owners to the north of the property have signed their ap- proval . Would like to continue on a 24-hour work day basis . Would not create any pollution problems . Would have about 6 employees in the daytime and 4 at night . The gravel will be available to local industry . Will fence the excavated areas . There will be a dike constructed near the river to control flooding . Mr . Jensen has hired NHPQ to make a study of creating a recreation and country club living complex with boating , water skiing , fishing and possibly a golf course fit- ted between the excavated lakes . The remaining site not being proposed for excavation currently , will remain in agricultural use until excavation and PUD approvals are applied for and granted . Mr. Dinner requested a variance on hours of oper- ation of the gravel pit . Mr . Hellewell stated that Section B (3 ) provides for unlimited hours of operation where no residence exists within a quarter of a mile . Planning Com- mission recommends approval as it agrees with the Compre- hensive Plan in the utilization of our natural resources ; 960 , , agrees with ..urrounding land use and zo. , g and State Geological Survey states that Mr . Jensen meets the require- ments and intent of H . B . #1529 requiring commercial mineral deposits be reserved for extraction before being put to other uses . Approval subject to : Greeley ' s requirements ; right-of-way being granted on the west line of Section 10 , for arterial purposes and the future submittal within one year of a Planned Unit Development ; Soil Conservation re- vie4w ( letter read which approved Mr . Jensen ' s proposal ) ; operation beginning within one years ' time from date of ap- proval by Board of County Commissioners ; and approval of State Reclamation Board . This proposal is within Greeley ' s Comprehensive Plan and they would like a chance to review it at their next meeting . There will be an arterial that will run up the section line of 10 . Trying to make clear that there be dedication of roadway along this section and also that they provide a bridge on this road . Mr . Jensen agreed to dedicate this to the County as necessary . RESOLUTION : Be it therefore resolved to recommend approval to the Board of County Commissioners subject to Planning staff recommendations . Motion by Mr . Weigand , second by Mr . Anderson . DISCUSSION : It was pointed out that it was subject to Greeley ' s "requirements " , and that word is rather confusing . However, the County Commissioners will have the final say on the requirements . VOTE : A vote of "Aye" by Watson , Nix , Anderson , Weigand and Heitman . Motion carried . DISCUSSION : Application made on behalf of Herbert Webb . This is in the middle of the section that is zoned industrial . The reason for the application is to permit the drilling of a well as it is not a permitted use in an " I " zone . This well would provide encouragement for other wells in the area . Planning staff recommends approval as it agrees with the Comprehensive Plan ; agrees with surrounding land use and zoning and Health Dept . recommends approval . Approval should be subject to construction beginning within one years ' time from date of approval by Board of County Commissioners . Prendergast stated that the Colorado Department of Health has approved it . This site is located in Prospect i Valley . Mrs . Lee noted there was a tank battery near this proposed site and asked Mr . Prendergast how long they had been in existence . He was not sure , however , he thought ` that Penn Ohio Oil had owned it until recently when they I were sold to Sans American . It was determined that the tanks had been present for approximately 2 years . Mr . Prendergast stated that they were going to have to revise the plans to include a gas compressor . Planning staff recommends approval as it agrees with the Comprehensive Plan ; agrees with sur- rounding land use and zoning ; and Health Dept . recommends approval . Approval subject to Soil Conservation comments ; a subdivision exemption being approved ; construction be- ginning within one years ' time from date of approval by Board of County Commissioners and limited to the revised plans submitted . DATE : STAFF :: 4. • Description of Facilities and Equipment to be Added at the Phillips Petroleum Company Weld County Plant Keenesbuxg, Colorado Gas Compressors Eight skid mounted gas compressors will be added. These will be 400 HP to 600 HP size similar to those already installed. The exist- ing building will be extended to the west as shown on Job No. 76-0-1 Sheet 3 of 3. The cross hatched area in this building indicates the bui_]d- ing area set aside for a repair or work area. Air Compressors Three skid mounted air compressors will be added. These will be 280 HP size similar to the one already installed. The extension will be to the west as indicated on Job No. 76--0--1 Sheet 3 of 3 A building similar in appearance to the existing compressor building may be added to house these machines as indicated on these drawings. Inlet Receiver The inlet receiver will be a low profile vessel used to separate incoming liquids from the gas stream. This vessel will be installed in the location indicated on Job No. 76-0-1 Sheet 3 of 3. West New Process Area The following equipment will be added in the process area west of the existing process area as indicated on Sheet 3 of 3. A Demethani.zer tower approximately 100 feet high, a low temperature equipment skid, with related pumps, separators, scrubbers, etc. all similar to equipment in the existing process area. North New Process Area The north new process area will duplicate equipment in the exist- ing process area as a parallel unit for increased production. This area is indicated on Sheet 3 of 3. Product Surge Tank A liquid hydrocarbon product surge tank required for added pro- duction will be added as indicated on Sheet 3 of 3. 1 Page 2 Pipeline Pumps Two 20 horsepower pipeline pumps will be added to deliver in- creased production. Location is indicated on Sheet 3 of 3. Fired Heater A regeneration gas heater will be added east of the Hot Oil Furnace and will be similar in appearance. Location is indicated on Sheet 3 of 3. Control Building Extension Housing for added instrumentation will be an extension to the east side of the existing control building. Building design and con- struction will be similar to the existing control building. Location is indicated on Sheet 3 of 3. Plant Roads The plant service road along the south side of the compressor building will be extended to accommodate the added gas compressors, mat- erials and construction to match the existing road. Location is indicated on Sheet 3 of 3. Glycol Dehydrator A packaged skid mounted dehydrator will be added in the furnace area. The skid will be about 7 feet X 18 feet in size. The unit is sized to dehydrate 10 MM SCFD of gas. Liquid Product Meter Station A skid mounted metering unit consisting of meters and readout equipment will be added. It will be located on the east side of the plant as shown on sheet 3 of 3. The skid will be about 8 feet X 16 feet in size. East Inlet Receiver This will be a horizontal vessel approximately 6' diameter by 20' long and will be located on the east side of the plant as shown on sheet 3 of 3. Lube Oil Storage Facilities This will be located on the south side of the plant as shown on Page 3 sheet 3 of 3. The plant will process gas from the Tampa and Kiowa Fields which are part of the Denver J. Basin. The gas gathering system is designed to collect gas from lease separators in the Tampa Field at approximately 20 PSIG and compressed to 550 PSIG with a gas engine driven compressor located at the plant. The Kiowa Field gas will have sufficient pressure to come into the plant at the compressor discharge. The inlet gases will be scrubbed to remove any liquids. Hydrocarbon liquids will be collected in a slop tank and hauled array. Produced water from the gas will be skimmed and put into a lined oxidation pond. The 550 PSIG compressor discharge gas goes through a scrubber to remove free water. The gas along with hydrocarbon liquids goes to the processing unit to remove NGL as a liquid. The gas stream entering the NGL unit is first cooled by heat exchange with the cold residue return gas and then chilled to —35 F through the gas chiller that uses propsne at —40°F as the refrigerant. A 75'j ethylene glycol solution is injected into the gas stream as it is cooled ahead of the gas exchanger and chiller to prevent formation of hydrates. The inlet stream from the chiller goes to the cold separator where the gas phase is separated and returns and exchanges heat with the incoming stream as previously mentioned. The liquid phase goes to the glycol separator where the rich glycol is drawn off the bottom and regenerated by boiling off the water. The hydrocarbon liquids flow over the top of an internal weir into a separate compartment in the end of the glycol separator. The hydrocarbon liquids pressure from this compartment to the deethanizer by level control. The deethanizer overhead is partially condensed with propane refrigerant to provide reflux. The overhead vapor from the de— ethanizer reflux accumulator join the residue gas stream which is then delivered to the pipeline. The deethanized liquid or bottom product is cooled by air fin and piped to the pipeline surge tank. The propane refrigeration system consists of one packaged type 580 HP gas engine driven compressor. Air fins are used to condense the refrigerant since no water is used in the plant. Process heat is provided by a 5,000 M BTU/hour direct fired hot oil furnace. This provides reboiler heat to the deethanizer, glycol regenerator, heat tracing and plant heating. The purpose of this investigation was to determine those soil conditions and characteristics which would affect the utility of the soils and foundation design of the proposed structures. Data gathered through field and laboratory work are summarized and tabulated in Exhibits No. 1 through No. 7 attached. Observa- tions are discussed herein for the benefit of the owner, the architect, and the Builder. FIELD INVESTIGATION Test borings were made September 18, 1973 at the locations shown on Exhibit No. 1, to obtain data concerning existing soil conditions and to obtain samples for laboratory use. A total of 9 holes were drilled at the site with a truck mounted power auger equipped with a four inch bit. Penetration data were gathered using the standard penetration test, ASTM D 1586-58T. This test is made by driving a two inch split spoon sampler with a 140 pound weight falling 30 inches. The blows required to drive the sampler twelve inches are referred to in Exhibit No. 2 as blows per foot. the test borings were located to best reflect representative general conditions at tha site, and to obtain specific data at each location sampled. • Test borings were taken to the approximate depths below the surface shown on Exhibit No. 2. Disturbed samples of each soil type encountered were obtained for laboratory analysis. As each boring progressed, a log was kept on which was recorded such information as field classification of soils, sample locations, depth to ground water table, if any, and other pertinent data. These logs are reproduced on Exhibit No. 2. 1 r 1 LABORATORY INVESTIGATION The laboratory phase of the investigation included the verification of field soil classification, determination of soil gradations by mechanical analysis, Atterberg Limits, natural moisture content, and consolidation- swell characteristics of foundation material. These test results are summarized on Exhibit No. 7. Soils were classified by the Unified Soil Classification System. This system is based on the identification of soils according to the textural and plastic qualities of their ingredients and on the grouping of soils with respect to their behavior in a remolded or reworked condition. Soils fall into one of fifteen groups, which are represented by letter symbols. A chart, explaining the soil groups and letter symbols, is included in this • report as Exhibit No. 8. SITE CONDITIONS As previously stated, the subject site is located in a part of the Northwest Quarter (NWl/4) of Section 23, Township 2 North, Range 63 West of the Sixth Principal Meridian, Weld County, Colorado. It is physically located approximately five miles east of the Town of Keensberg, Colorado. The topography is considered to be gently sloping with surface drainage southerly. However, there are two depressions located in the eastern portion which appear to be swampy during periods of high precipitation. Additional grading and landscaping will have to be accomplished in order to provide adequate drainage away from the proposed structures. GROUND WATER Evidence of ground water was encountered at a depth of 52 feet. Ground water at this depth will not pose any problems to foundations 2 /i r located appreciably above this elevation unless a new source of water becomes available such as ruptured water lines or excessive irrigation. This situation could very easily create a "perched" water table due to the impervious nature of the subsoils. SUBSOILS Our field observations and laboratory tests indicate the soils are relatively uniform over the area investigated. Two basic soil types were encountered. The upper layer of soils consists of silty sands deposited by wind erosion. The blow counts, as shown on Exhibit No. 2, indicate the silty sands are relatively hard at their present moisture content. However, the consolidation curve on Exhibit No. 5 indicates approximately one percent additional settlement may be anticipated if a water source becomes available. Soils of this nature are generally hard and friable at low moisture contents. However, they become loose bearing and unstable if optimum moisture is appreciably exceeded. A light brown moist silty clay was encountered beneath the upper mantle of silty sand and extended to the depths investigated. The silty clays were deposited by Sedimentation over a period of years. Our test boring logs indicate that the silty clays are moderately dense, of medium plasticity, and display adequate bearing capacity of moderately loaded structures. The consolidation curves also indicate some expansion if a water source becomes available. BUILDING FOUNDATIONS Our field and laboratory tests indicate that foundations located in the silty sands should be designed for a maximum allowable bearing 3 ■ i •value of 2,000 pounds per square foot including live load. Settlement in the order of one-half inch during construction may be anticipated. Deep foundations located in the lower stratum of silty clays may be designed for a maximum allowable bearing value of 7,000 pounds per square foot including live load. FLOOR SLABS AND OTHER SLABS ON GRADE The upper mantle of soils show no tendency to shrink or swell. However, since little uplift of differential settlement is required to cause unsightly cracks in floor slabs, the following precautionary measures are deemed necessary: 1. Compact material under floor slabs at or slightly above optimum moisture content. _ 2. If vibratory loading is planned for floor slabs, at least two feet of the material underneath floor slabs should be removed and replaced with structural fill compacted to at least 95 per- cent compaction with optimum moisture in accordance with ASTM D698-70. The material removed from the excavation will be suitable for structural backfill. 3. Preclude the entrance of an outside water source underneath slabs. 4. Eliminate underslab plumbing where possible and where unavoidable, thoroughly pressure test and take other precautions to minimize leaks. 5. Separate floor slabs completely from bearing walls, columns, and footings. 6. Appropriate provisions should be made in large floor slabs for shrinkage cracks. 4 7. Floor slab thickness should be planned in a manner that will allow the least amount of vibration transferred to foundation soils. TREATMENT OF FOUNDATION SOILS Precautions should be taken to assure that the moisture content of the foundation soils is maintained at a relatively constant level. Excavations shall not be allowed to remain open long enough to allow appreciable drying below natural moisture content, and the exposed foundation material should be protected from wetting from any outside source. Wetting of foundation soils should be prevented after construction. Methods of accomplishing this include thorough compaction of all backfill around structures, provisions for discharge of roof downspouts and other water collection systems well beyond the limits of all backfill, and any other procedures deemed necessary to maintain a stable moisture content. Excavations should be made only large enough to provide necessary working space in order to hold the area requiring backfilling to a minimum. SULFATE RESISTANT CEMENT Analysis indicates a sulfate concentration in e-:cess of 0.10 percent water soluble sulfate (SO4) in the soil samples. Therefore, Type II cement should be used in concrete exposed to this soil. LIMITATIONS The exploratory data presented in this report were collected to help develop designs and cost estimates for this project and thus may not represent adequate information for indicating underground conditions for 5 • r ' contractor bidding or construction. We recommend considering exploratory work to reveal underground conditions well enough to enable contractors to more accurately evaluate conditions for bidding and execution of work after designs have been prepared. Professional judgments on design alternatives and criteria are presented in this report. The judgments are based partially upon our evaluation of technical information gathered, and general experience with subsurface conditions in this area. We do not guarantee the performance of the project in any respect; however, the engineering work and judgments rendered meet ' the standards of care of our profession. Test borings drilled for this investigation were spaced to obtain a reasonably accurate representation of subsurface conditions for design purposes. Variations from the conditions disclosed which were not indicated by the test explorations frequently occur and quite often these variations are sufficient to necessitate modifications in design. Therefore, if different materials are encountered the owner or builder should be certain that the foundation conditions are adequate and within the scope of this report prior to proceeding with any construction. Under the above conditions, it is important that we inspect the subsurface materials exposed in excavations to take advantage of all opportunities to recognize differing conditions and minimize the risk of having undetected conditions which would affect the performance of the facility. OBSERVATIONS 1. Two basic soil types were encountered. 2. Ground water was encountered at a depth of 52 feet. 3. The foundation system selected should be designed for the bearing values contained herein. 6 r 4. Special design consideration should be observed for vibratory loading. 5.
