Final Report of the 2025 Weld County Redistricting Advisory Committee
The nonpartisan 2025 Weld County Redistricting Advisory Committee convened on May
8, 2025. The Committee's charge was to propose at least three potential maps for
county commissioner districts to the Redistricting Commission on June 30, 2025. To
discharge this duty, the Committee met weekly on Thursday evenings at the Weld
County Administration Building in Greeley. Due to Memorial Day Weekend, the
Committee did not have a quorum present on Thursday May 22. The Committee also
had a public listening session in Firestone on June 4 with three committee members
present, and a listening session on June 6 in Eaton with a majority of the committee
present. The Committee also allowed for questions and statements during the Thursday
work sessions, especially at the June 19 meeting.
Colorado law required the Committee to consider the following factors when drawing
district lines. First, all three districts need to be as equal in population as possible with no
more than a five percent deviation between any two districts. Second, the map needs
to preserve whole communities of interest and political subdivisions as much as
reasonably possible, and the districts need to be as compact as reasonably possible.
Third, the maps need to maximize political competitiveness to the extent reasonably
possible. Beyond these three criteria, it is impermissible under the law to draw a map
with the purpose of protecting a political candidate or political party. It is also
impermissible to draw a map that results in the denial or abridgement of any citizen's
right to vote on account of the person's race or membership in a language minority
group.

The Committee believes all three maps proposed are reasonable under the statutory
criteria. Furthermore, at no time did the committee consider where an incumbent or
declared candidate lives in drawing the district lines. Finally, the Committee does not
see any evidence that the proposed maps deny or abridge any citizen's right to vote.
Communities of Interest
As required by statute, the Committee considered city and town boundaries when
drawing the maps. Given that there are 32 cities and towns in Weld County, the
Committee unanimously decided to make subgroups as communities of interest for the
county south of Highway 34. This was in response to concerns of both members of the
committee as well as public input. The Committee decided that the most appropriate
method of grouping the municipalities was via the major roads that connect them: I-25
and Highway 85. These groupings made it manageable to decide where to divide the
southern portion of the county and resulted in the following:
• The 1-25 corridor consists of Berthoud, Dacono, Erie, Firestone, Frederick,
Johnstown, Longmont, and Mead.
• The Highway 85 corridor consists of Brighton, Evans, Fort Lupton, Garden City,
Gilcrest, La Salle, and Platteville.
Though it is a subset of the 1-25 corridor, the Committee paid particular attention to the
tri-town area of Dacono, Firestone, and Frederick. Under the previous map, these
communities were split with District 3 capturing the entire southern boundary of Weld
County including most of Dacono while District 2 had most of Firestone and Frederick.
The Committee believes all three maps fix this issue and will form a good base for future

maps and redistricting as the southern portion of the county keeps growing. Below is a
figure showing what the area looks like in all three of the proposed maps.
Tri-Cities Area in ALL Three Proposals
In general, the Committee also tried to place the anticipated growth areas of the
municipalities into the same district as the municipality itself. The goal here is to have the
map best conform with the statutory criteria through 2033 as possible.
A major decision that the Committee needed to make was what to do with Greeley.
Statute requires municipalities to be kept whole in districts as much as reasonably
possible. The target number for a district is 109,927, and Greeley's census population in
2020 was 109,446. Thus, it is conceivable to keep Greeley as its own district. However,
there are two main downsides to this approach.

The first downside is it results in separating the heavily Hispanic portions of Greeley from
the heavily Hispanic portions of Evans and unincorporated Weld County just outside the
Greeley city limits. Greeley itself is roughly 40% Hispanic with a higher proportion on the
eastern side of the city than the western side. In the Committee's opinion, the Hispanic
community is a community of interest and therefore splitting Greeley allows for this to
be better represented in a single district. The Committee did not create any sort of
target percentage or otherwise directly consider the racial or ethnic composition of
any precinct or district as dispositive when deciding a boundary but, as a general
principle, the Committee thinks it is important to keep this community in mind as a
community of interest.
The Committee is also concerned that keeping Greeley in its own district has the
unintended consequence of siloing that one future commissioner. Though three of the
commissioners are elected by district, all five represent the entire county and splitting
up Greeley helps ensure future commissioners are inclined to look more at the county
as a whole instead of their single municipality where the Board of County
Commissioners does not have any legislative authority.
Additionally, keeping Greeley as its own district would require District 1 to find more
population from the southern portion of the county. The Committee discussed perhaps
grouping the more rural Highway 85 communities with District 1. This was not a workable
solution because it results in a gigantic district that would be infeasible for a single
Commissioner to cover adequately. Additionally, there are fundamental differences
between the predominantly dryland farming in the north and the more heavily irrigated

farmland in the south, so, in the Committee's opinion, it is reasonable to separate these
two regions into separate districts.
For these reasons, the Committee determined that it is necessary to divide Greeley
between multiple districts to best meet the statutory criteria and keep communities of
interest together. In general, the Committee attempted to minimize divisions in Greeley
by using sensible geographical boundaries such as 35th Ave, 23rd Ave, or Highway 34
when possible. Evans is also predominantly divided along similar lines such as 23rd Ave or
37th St. These boundaries helpfully coincide with existing precinct boundaries, and in
general the Committee did not identify any areas where a neighborhood would be
divided along a fence line or other unintuitive feature.
Notes on Proposed Maps
The Committee decided that it did not want to give a formal recommendation to the
Commission as to which proposed option it preferred prior to the robust public hearings
that will happen in July. As such, the Committee asked staff to use a naming scheme
that attempts to avoid connotations of a preference between the maps. Staff decided
it was reasonable to use names of major rivers, and the Committee agrees with this
choice. Though the Committee will not be providing any detailed analysis of relative
merits of each map under the statute, the Committee believes it is important to make a
few factual findings on precincts to facilitate analysis by both the Redistricting
Commission and the public on keeping political subdivisions together and minimizing
divisions when they do occur.

First, the Committee wants to draw particular attention to precinct 347 which is
bounded by Highway 34 to the north, 23rd Ave to the east, 37th St to the south, and 35th
Ave to the west. This precinct is split between Greeley and Evans, but as far as the
Committee can tell, the Greeley portion is currently all commercial with no residents.
There are plans for a future Habitat for Humanity community in this area, but this
community has yet to be constructed.
Second, precinct 134 has a flagpole annexation by the Town of Kersey that goes
approximately two miles north on County Road 53 from the main part of the Town. This
flagpole appears to have a single residence on it, and otherwise there are no portions
of Kersey within this precinct which covers a large geographical area that extends all
the way to Highway 85 in the west.
Third, precinct 216 is almost entirely unincorporated Weld County except for a small
flagpole annexation of Fort Lupton on the southern boundary of the precinct.
With these notes, the Committee presents the three proposed maps: Poudre, South
Platte, and Thompson. The maps are largely similar with the only variations being how to
most appropriately divide Greeley, Evans, and the surrounding unincorporated areas.
As such, the Committee directed Staff to provide zoomed in maps of the three options
for the Commission and Public to get a better look at the differences.

Understanding all of the regulations set forth by the state and federal government must be followed,
would hope to see this process keep Greeley largely intact in a single district with inclusion of Evans and
Garden City if feasible. If the city must be split, I would hope to see that process happen along logical
lines- ie keep downtown in a single district, splitting the city by a logical main intersection geographically
(say 71st Ave as an example), and not dividing up neighborhoods that have diverse populations to
weaken the say of those county residents.

another, in this case your purposeful actions to have Republican voting wins. A fair, honest and lawful
redistricting will balance the input of voting constituencies. As to your obvious bias, you now ask for a
watch and review to make sure your actions are in line with the Colorado directives for fair elections.

Because most of the population of Weld County resides in the Greeley area, I urge the Redistricting
Advisory Committee to schedule a meeting for listening to public input in Greeley and publicize it
adequately. As far as I am aware the committee actually has only two meetings scheduled (according to
the Tribune). The Fort Lupton meeting on Monday, June 2, may not have actually occurred. It was neither
pubicized nor made clear to those who wanted to attend as to where it would be held. Fourteen people
showed up at AIMS Community College on June 2, not knowing that the meeting was held in Ft. Lupton at
AIMS. In any case these scheduled meetings do not provide adequate access for input for Greeley
residents. The importance of Greeley resident input is especially urgent because these listening sessions
are the only opportunity for residents to see the maps and to impact decisions about them. After that,
when the Advisory Committee presents the three maps to the Commissioners, theme will probably not be
opportunity to change them. Please schedule another listening session in the Greeley area. Thank you to
the Advisory Committee for all of their work on the maps so far!

I live in unincorporated Weld County with a Longmont address. Sometimes it feels like we live a long way
from Greeley, the population and political center of the county. When looking at the previous map, it
looked like areas of SW Weld County were divided into different districts, diluting the voice of our
communities which are united by geography as well as other communities. Mead, Firestone, Frederick,
and Erie all belong to the St. Vrain Valley School District and occupy this distant part of the county. We
feel united in some ways through the community created by our children's school boundaries. I know that
the legal guidance is to keep cities in tact, but since I don't live in a city, it would be nice to have my other
boundary -based community (schools --my kids are zoned for and attend Mead schools) taken into
consideration. Being as far away from Greeley as we are, it would be nice to feel likethose of us in SW
Weld County are united in our political power by being in one commissioner district together.

It is unnecessary and unethical to redistribute at this time. Redistributing in order to flip a county blue (or
red for that matter) disrupts people who have purchased a home in an area where their neighbors,
schools and communities share similar values. It results in neighbors fighting over politics, parents
unable to send their children to local schools (options being homeschooling or private schools) and
people considering moving out of state to avoid leftist policies infiltrating their daily lives. We have
homeschooled for years and feel that Weld is the only reasonable county in northern Colorado. Flipping it
blue when it is currently 70% republican will only serve to annoy 70% of the county. The libs have already
ruined the schools and are trying to infiltrate local businesses as well. Please reconsider. Let the libs stay
in the myriad blue counties that already exist. We need to protect the few conservative counties that
remain.

My name is Adam DeRito, and 1 submit this statement to you not only as a concerned citizen, but as
someone who has devoted his life to serving, working, and investing in the future of Weld County.
I am an Army officer who has worn our nation's uniform in defense of the freedomswe all cherish. I am an
oil and gas worker who knows firsthand how Weld's energy industry sustains thousands of families and
drives Colorado's economy. I am a farmer who has seen our county's fields feed our state and nation. As
a substitute teacher, I dedicate time to the next generation, striving to instill in there the values that make
our community strong.
Today, I am witnessing everything I love about Weld County slowly eroding under the weight of
progressive urban ideology creeping into our rural home. Redistricting maps currently being advanced by
Democrat activists threaten to flip our county blue, silencing the conservative voice that has guided Weld
County for generations.
Consider the facts: Weld supports more than 13,000 oil and gas jobs, producing over 85% of Colorado's
oil— an industry directly threatened by restrictive policies pushed by politicians who do not value or
understand our way of life. Our farmers generate more than $2 billion annually in crops and livestock,
according to the Colorado Department of Agriculture, yet urban lawmakers —who have never stepped
foot on our fields— propose burdensome regulations that jeopardize the survival of family farms. Nearly
20,000 veterans, myself included, call Weld home because of its respect for service and commitment to
freedom —values that will erode if our county is gerrymandered into political irrelevance.
Redistricting should never serve as a tool to impose failed big -city policies on rural communities. It
should reflect the will of the people who actually live and work here, honoring Weld County's unique
character, economic backbone, and deeply held conservative values.
I urge the members of this advisory committee to reject any map designed to dilute Weld County's
conservative majority or import the same destructive urban policies that have led to rising crime,
crumbling infrastructure, and failing communities in cities like Denver and San Francisco. Committee
members should stand with the oilfield worker, the farmer, the teacher, and the veteran who believe
Weld's best days are ahead — but only if we protect it now.

charters override conflicting state statutes on purely local concerns.
• Second, those invoking H.B. 21-1047 misinterpret its purpose. The legislative record shows the bill
targets gerrymandering in state legislative redistricting —not county -level processes governed by home -
rule charters. Its silence on home -rule counties was intentional, reflecting respect for local control.
• Third, Greeley, division is a necessity, not gerrymandering. Due to the massive population growth
from residents teeing unlivable cities like Denver, Greeley exceeds the population size of a single
commissioner district. The split was mathematically required to meet Reynolds v. Sims, "one person,
one vote" mandate. It was done using neutral, legal criteria: population equality, compactness, and
contiguity. The Latino Coalition has offered no evidence of discriminatory intent or effect, as required by
Thornburg v. GiNgles.
• Fourth, there is zero proof of harm: no data show decreased Latino voter turnout, diminished
representation, or diluted electoral power. Courts have consistently ruled that technical imperfections do
not invalidate a process that results in fair and lawful representation.
In summary, Weld County's home -rule charter grants it local redistricting authority; H.B. 21-1047 does
not preempt that authority; and the county's process —though not perfect —substantially complied with

I attended the July 16 public hearing and was dismayed to hear the commissioners, in a conversation led
by my district commissioner, Jason Maxey, consider rejecting the three proposed maps put forth by an
independent committee in favor of ... something of their own devising, I guess? He also asked if we could
just scrap the entire project and continue using the current map, which the county lawyer present had to
explain was not legal. I hope our commissioners, who enjoy a remarkable amountof independent power
compared to most counties in this state, do not intend to subvert the court's intention to equalize the
districts of our growing county to continue stacking the deck in their favor. This prgect is an important
part of regaining public trust.

Advisory Committee submitted on June 30, 2025 and examining the three proposed maps, I am
recommending the South Platte map. Each of the three maps have a similar layout of each district by
county regions, keeping relevant communities of interest together. I have supported this concept from
the very beginning and appreciate the Redistricting Advisory Committee's rationalefor doing so. It is
much more challenging to decide what is the best configuration for the dividing Greeley into each of the
three proposed Districts. As much as I understand why some residents would like to have Greeley be
included in one district, the argument to have each district be part of the Greeley makes sense to me at
this time. I believe it is beneficial to have each district be part of Greeley support the proposed
configuration in the South Platte map.
Since I live on the west side of Greeley, I understand and have full knowledge the communities around
me and how they relate to each other, especially with transportation within Weld County and between
counties. I believe it is important to keep the surrounding areas around HWY 34 and Business HWY 34
together in District 1 as much as possible all the way out to I-25. This would also be important if or when
Cascadia comes to fruition.
My hope was that this process may result in a district that was politically competitive, however it was
difficult for me to determine.
Thank you to the Weld County District Redistricting Commission and the Weld County Redistricting
Advisory Committee for their efforts to keep the process on timeline and to work with each other and to
enable the Weld County residents to be involved in open meetings and on-line through the Weld County
website. The website was very helpful with redistricting information and provided opportunities to
participate a variety of ways. The time, efforts and expertise by the Weld County Deputy Attorney, Matt
Conroy and the Wield County Deputy Clerk, Rudy Santos was very appreciated.

I am a registered voter who vehemently opposes the consideration of redistricting maps provided by
County Commissioners Jame and Maxey. Similar maps were already deemed non -compliant by Colorado
Supreme Court. State Statute was established to prevent gerrymandering. Three maps have been
established to consider, by a bipartisan committee and following state guidelines. Only those should be
considered.

I would like the Commissioners to choose one of the three maps (South Platte, Poudre and Thompson)
that were presented by the Redistricting Advisory Committee, and not the Beebe Draw or Lone Tree map.
I appreciate that the Advisory Committee is nonpartisan, and many different points of view have lead to
proposals that are preferred to ones presented by individual Commissioners. I believe these
recommended maps do a better job of preserving communities of interest by incorporating the growing
municipalities of Dacono, Frederick and Firestone into one district. The report by the Advisory Committee
does a good job of explaining the need to divide Greeley and Evans, while preservieg the Hispanic
communities on the eastern side of these communities. The voters asked for non-partisan groups to
propose redistricting maps. The Commissioners should honor the will of the voters and choose one of
these maps.

It's a bit insulting that Commissioners Jame and Maxey want to sidestep Colorado law with maps very
similar to ones already ruled non -compliant with the law by the Colorado Supreme Court. A bipartisan
committee has already proposed three maps that do comply with state law for consideration. Moreover,
voters asked for these non-partisan maps. Honor the will of the voters!

Dear Weld County Board of Commissioners and Redistricting Commission,
We're writing to express our gratitude and appreciation for the work that has been put
into the redistricting process. The Board has clearly spent time organizing meetings and
maps, as well as appointing county personnel with expertise to assist.
We agree with you that the redistricting process should be open and transparent, and
we'd like to share some suggestions to encourage more public participation as well as
better understanding of how to participate.
A minimum of two days' notice and county -wide posting of the agenda before each
Listening Session would allow for better public involvement. We realize that Colorado
Open Meetings Law states that meetings must be noticed at least 24 hours minimum, but
we feel that 48 hours would increase public engagement, and the Greeley -Weld League of
Women Voters is happy to assist in these efforts. We noted that the Aims Community
Co lege-Ft. Lupton meeting on June 2 was not posted or announced county -wide.
We strongly suggest that a Listening Session be held in Greeley.
We ask that proper notice (including location) and meeting agendas for Advisory Council
meetings be posted on the Weld County Redistricting website and Weld County social
media. We ask that opportunities be provided for public input at these meetings.
Because redistricting is such an important action for voters, we ask that the Board of
Commissioners provide general publicity around the county to inform the citizens of
opportunities to participate in the process. The Greeley -Weld League of Women Voters is
happy to assist with redistricting education.
We ask that you make proposed maps available on the Weld County redistricting website
so the public can provide input. Please include the Base Map (current map of Weld County
Districts) for context, as well as additional data on demographics, minority groups, and
political affiliation. An explanation and the decision -making process for each proposed
map would be very helpful in understanding the maps and the ideas behind them,
especially on the redistricting criteria of:
• population equality,
• compliance with federal Voting Rights Act, 52 USC 10301 et.seq.,
• keeping communities of interest and political subdivisions in the same district,
• geographical compactness of districts, and
• political competitiveness.
A voter at the Listening Session in Eaton requested that redistricting information be
translated into Spanish. Because Weld County (and soon Greeley) is required to provide
Spanish -language ballots due to the number of Spanish -speakers in the county, translation
of redistricting materials seems appropriate and would be appreciated.
Again, the League of Women Voters of Greeley -Weld County appreciates the work that
has gone into the redistricting process so far, and we look forward to supporting these
efforts until maps have been fairly decided. Please don't hesitate to contact us if we might

2025 Redistricting Political Competitiveness Report
Introduction
The statutory criteria for selecting a county commissioner redistricting map are laid out in Colorado
Revised Statutes (C.R.S.) § 30-10-306.3. One of the statutory criteria is to maximize the number of
politically competitive districts to the extent reasonably possible. C.R.S. § 30-10-306.3(3)(a). A
district is considered competitive if it has a reasonable potential for the party affiliation of the
district's county commissioner to change at least once between federal decennial censuses. C_.R.S.
§ 30-10-306.3(3)(d). Competitiveness may be measured by factors such as a proposed district's
past election results, a proposed district's political party registration data, and evidence -based
analyses of proposed districts. Id._
Evidence before the Commission
The Redistricting Commission's nonpartisan staff prepared pie charts of the active voter party
registration data to consider political competitiveness. The pie charts are included in Exhibits F, G,
H, P, and S in the Commission's Record. Staff chose this dataset as it is one of the factors explicitly
mentioned by statute. Staff did not include past election results as the districts in all proposed
maps were new which prevented any sort of apples -to -apples comparison. In addition to the work
of the Redistricting Advisory Committee, the Commission also held five different public hearings
and allowed for the submission of public comments regarding redistricting. Public comment
focused almost entirely on communities of interest and political subdivisions, and there was no
significant comment bringing in additional information or evidence regarding political
competitiveness. Therefore the Commission only had the evidence prepared by Staff to consider.

Findings Concerning Political Competitiveness
Ultimately, the Commission selected the "Poudre" Map which was proposed by the nonpartisan
Redistricting Advisory Committee. Like all the maps presented by the Advisory Committee, the
se.ected map maximizes political competitiveness as all three districts maintain a significant
plurality or majority of unaffiliated voters (District 1: 45.6%, District 2: 50.0%, and District 3: 50.2%).
See Exhibit F at 2. Thus, every district has a reasonable probability of changing political parties
every decade.
