Approve Application for Low -Income Radon Mitigation Program Grant Funds for
Education, Testing, and Outreach Services and Authorize Chair to Sign
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with an Application for the Low -Income Radon
Mitigation Program Grant Funds for Education, Testing, and Outreach Services from the
County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Department of Public Health and Environment, to the
Colorado Department of Public Health and Environment, Division of Hazardous Materials
and Waste Management, commencing July 1, 2025, and ending June 30, 2026, with
further terms and conditions being as stated in said application, and
Whereas, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Application for the Low -Income Radon Mitigation Program Grant Funds
for Education, Testing, and Outreach Services from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Department of Public Health and Environment, to the Colorado Department of
Public Health and Environment, Division of Hazardous Materials and Waste
Management, be, and hereby is, approved.
Be it further resolved by the Board that the Chair be, and hereby is, authorized to sign
said application.
The Board of County Commissioners of Weld County, Colorado, approved the above

Brief description of the problem/issue: For the Board's review and approval is the FY25-26 radon grant
statement of work and budget for the period of July 1, 2025 - June 30, 2026, for the continuation of our radon
education and outreach activities in Weld County.
What options exist for the Board?
1. Approve the radon grant contract to receive associated funding.
2. Decline the radon grant contract and associated funding.
Consequences: Radon, a naturally occurring radioactive gas caused from the breakdown of uranium,
is the second leading cause of lung cancer (leading cause among non-smokers). Approximately 50% of all
homes in Weld County have high radon levels. The only way to know if a home has radon is to test as radon is
a colorless, odorless gas.
Impacts: Home radon tests provide a cost-effective screening tool to assess risk in individual homes.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years): The total grant request is for
$29,683.83, which covers all program costs. No county funding is necessary.
Recommendation: I recommend approval to place this item on a future BOCC agenda for formal consideration.

1. Project Description:
This health project serves to protect the residents of Colorado. In Colorado, nearly half of all residential
homes have radon levels above the Environmental Protection Agency's (EPA's) recommended action
level for mitigation. Radon has no color, taste, odor, or short-term symptoms of illness. Education,
testing, and outreach are required to mitigate the impacts of long-term radon exposure. People become
exposed to radon when uranium breaks down in soil and it seeps into buildings through cracks and
openings. Prolonged exposure to radon is known to cause lung cancer. This project serves to decrease
lung cancer deaths throughout the State of Colorado, through the following:
a. To educate the public about the health risks associated with radon, provide residents radon test
kits, testing guidance, and mitigation information, and provide residents information on the
CDPHE Low Income Radon Mitigation Assistance Program;
b. To encourage testing and mitigation of radon in daycare facilities and schools;
c. To receive National Radon Proficiency Program (NRPP) or National Radon Safety Board
(NRSB) approved training, education and technical support on radon through stakeholder
meetings, certification programs, workshops and webinars.

III. Work Plan:
Goal #1: To improve the health of Colorado residents by decreasing lung cancer deaths.
Objective #1: No later than the expiration date of this contract, increased radon awareness in the State of Colorado
shall occur.
Primary Activity #1
The Contractor shall educate the public about health risks associated with radon.
Sub -Activities #1
1. The Contractor shall conduct a media campaign.
a. The Contractor shall provide information about radon, to promote radon
testing and mitigation, and the CDPHE's low-income radon mitigation
assistance (LIRMA) program on the Weld County Department of Public
health and Environment's website.
b. The Contractor shall provide information about radon on the County's
social media platforms.
c. The Contractor shall purchase two (2) print media advertisements during
the grant year.
2. The Contractor shall conduct outreach.
a. The Contractor shall attend up to 10 community events to provide
information about radon, and to promote radon testing and mitigation,
and the CDPHE's LIRMA program.
Primary Activity #2
The Contractor shall recommend radon testing and mitigation of radon.
Sub -Activities #2
1. The Contractor shall provide radon test kits to Weld County residents.
2. The Contractor shall confirm radon testing during regular inspections of schools
and childcare facilities.
3. The Contractor shall conduct testing for schools and childcare facilities.
4. The Contractor shall provide radon mitigation guidance.
5. The Contractor shall provide guidance on standard radon testing protocols.
6. The Contractor shall track test kit usage rates.
7. The Contractor shall determine a method to increase test kit return rates.
8. The Contractor shall provide information on CDPHE's Low Income Mitigation
Assistance (LIRMA) program to residents.
Primary Activity #3
The Contractor shall provide continuous radon education to employees.
Sub -Activities #3
1. The Contractor shall attend the following conferences:
a. EPA Regional Radon Conference, to be held in Laramie, Wyoming,
September 8-10, 2025.
2. The Contractor shall attend the following continuing education courses:
a. Continuing Education course to be held in conjunction with EPA
Regional Radon Conference.

The Contractor shall create reports.

Standards and
Requirements
1. The content of electronic documents located on CDPHE and non-CDPHE
websites and information contained on CDPHE and non-CDPHE websites may
be updated periodically during the contract term. CDPHE will notify the
Contractor of update.
2. The Contractor shall receive approval from the Radon Program Manager before
materials for this project are distributed.
3. The Radon Program Manager will provide the Contractor with an email
outlining changes, approving the materials, or requesting additional time within
seven (7) days of receiving the materials.
4. The Contractor shall contact the Radon Program Manager within seven (7) days
of receiving comments to submit:
a. final materials
b. to request additional time to update the materials
5. The Contractor shall provide information about radon on the following accounts
quarterly at a minimum:
a. Weld County's Facebook account
b. Weld County's Twitter account
6. The Contractor shall purchase two (2) print media advertisements during the
grant year in the following:
a. One (1) in the Greeley Tribune
b. One (1) in the Fort Lupton Press; OR
c. In other selected media platforms (e.g., Weld County Fair event guide,
Colorado Farm Show event guide, Community Guides, etc.)
7. The Contractor shall distribute radon educational materials at the following
locations and events:
a. the Greeley Home & Garden Show
b. other selected events (e.g., workplace health fairs, community events)
c. other selected locations, including:
i. county and municipal buildings
ii. public libraries
8. The Contractor shall provide one (1) radon test kit per household to Weld
County residents while supplies last.
9. The Contractor shall only supply information about radon mitigation
professionals who are certified by the NRPP or the NRSB and licensed by the
Colorado Department of Regulatory Agencies.
10. The Radon Program Manager will provide the Contractor with a quarterly
reports template.
a. The Contractor shall include the following in the three (3) quarterly
reports:
i. A summary of activities completed, such as, but not limited to,
the following:
a. Date of Activities
b. Location of Activities
c. Description of Activity
d. Audience & Number of Attendees
e. Number and return rate of test kits distributed
f. Additional documentation as requested by the Radon
Program Manager
b. The Contractor shall create one (1) final report, where the Contractor
uses a copy of the original statement of work and explains how each of
the activities was completed, the following details are required, at a
minimum:
i. Dates of events

IV. Additional Provisions:
To receive compensation under the Ptrchase Order, the Contractor shall submit a signed CDPHE
Reimbursement Invoice Form, as needed. This form will be provided by the CDPHE Radon Program
Manager. CDPHE will provide technical assistance in completing the form. The CDPHE
Reimbursement Invoice Form and Expenditure Details page can be submitted for reimbursement on an
as needed basis. Expenditures shall be in accordance with this Statement of Work and Budget. The
Contractor shall submit the invoice using one of the following two (2) methods.

Final billings under the Purchase Order must be received by the State within a reasonable time after the
expiration or termination of the Purchase Order; but in any event no later than forty-five (45) calendar
days from the effective expiration or termination date of the Purchase Order.
Unless otherwise provided for in the Purchase Order, "Local Match", if any, shall be included on all
invoices as required by funding source.
The Contractor shall not use federal funds to satisfy federal cost sharing and matching requirements
unless approved in writing by the appropriate federal agency.
V Monitoring:
CDPHE's monitoring of the purchase order for compliance with performance requirements will be
conducted throughout the purchase order period by the Radon Program Manager. Methods used will
include a review of documentation determined by CDPHE to be reflective of performance to include
progress reports and other fiscal and programmatic documentation as applicable
VI. Resolution of Non -Compliance:
The Contractor will be notified in writing within ten (10) calendar days of discovery of a compliance
issue. Within fifteen (15) calendar days of discovery, the Contractor and the State will collaborate, when
appropriate, to determine the action(s) necessary to rectify the compliance issue and determine when the
action(s) must be completed. The action(s) and timeline for completion will be documented in writing
and agreed to by both parties. If extenuating circumstances arise that requires an extension to the timeline,
the Contractor must email a request to the Radon Program Manager and receive approval for a new due
date. The State will oversee the completion/implementation of the action(s) to ensure timelines are met
and the issue(s) is resolved. If the Contractor demonstrates inaction or disregard for the agreed upon
compliance resolution plan, the State may exercise its rights under the Terms and Conditions of this
Purchase Order.

Staffing Information:
Environmental Health Programs Manager (EH Programs Manager) — This position oversees
all non -regulatory based programs in the Environmental Health Services Division of the
Weld County Department of Public Health and Environment, including lead, zoonosis,
radon, and communicable disease. The EH Programs Manager will be responsible for the
administration of this grant, including the development of materials, implementing activities,
assuring deliverables are met, budget management/oversight, and reporting.
Environmental Health Specialist (EH Specialist) — For the purposes of this grant, the EH
Specialist will assist the EH Programs Manager in implementing outreach related activities,
including participation at community events and distribution of educational materials. The
EH Specialist will also assist Weld County schools and childcare centers in meeting radon
testing requirements.
Salaries (including fringe) are calculated based on the estimated time each position will
contribute to the grant.
Operating Expenses:
Booth Registration: Weld County will have a presence at up to 10 community events in
2026, where information on radon, including testing, mitigation, and mitigation assistance
(LIRMA) will be distributed. We anticipate a registration cost for some of these events,
including the 2026 Greeley Tribune Home & Garden Show. A full list of events to be
attended has not, yet, been determined.
Short-term and Long-term Radon Test Kits: Free short-term radon test kits will be made
available to Weld County residents using Alpha Energy Laboratories (online request form).
Short-term test kits will also be used for testing schools and childcare centers. We will also
provide long-term test kits, at a reduced cost, for those whose initial short-term test had a
result of 4-8 pCi/L.
Spike Testing: As part of our radon testing QA/QC plan, we are required to have spike
testing conducted to ensure the accuracy of the measurements of the short-term radon test
kits we will be using when testing schools and childcare facilities. Spike testing involves
exposing detectors to known, controlled radon levels in a certified chamber and then
analyzing the results to determine the accuracy and any potential biases in the measurement
process.
Continuing Education Course: The EH Specialist, who is a Certified Radon Measurement
Professional shall attend continuing education course, as applicable, provided in conjunction
with the EPA Regional Radon Conference.
Advertising: Print advertisements will be strategically placed in various print media to cover
north and south Weld County. Advertisements will promote testing, including the
availability of free radon test kits, and the State's Low Income Radon Mitigation Assistance
(LIRMA) program.
Printing: To include the printing of handouts, flyers, posters, and other radon related
educational and outreach materials used during the period of this grant.
Postage: This will cover mailing of testing devices to selected vendor for spike testing (as
described above). We also, occasionally, mail test kits to residents who do not have the
means (no computer access) or ability (transportation) to request (online) or pick-up (at our
offices) a free radon test kit.
Travel:
Travel expenses include local mileage (for setting up and collecting test kits from schools
and childcare facilities), as well as mileage, lodging, and per diem for WCDPHE radon
program staff (2) to attend the 2025 EPA Regional Radon Conference, in Wyoming,
September 8-10, 2025.
