Facility is now owned by Bison IV Operating, LLC. The transfer of ownership is effective using a streamlined transfer of ownership, and as a result, the permit is being issued to Upland Exploration, LLC. This well production facility receives well liquids from two well. Well fluids are first sent to 3 heater treaters where water, gas, and oil are separated. Water from the heater treaters are sent to two produced water tanks, gas is sent to pipeline, and oil is sent to one VRT. Gas from the VRT is compressed through a VRU and sent to pipeline while oil is sent to four oil tanks. Oil is primarily transported from the facility through a LACT unit. As a back up, operator is requesting the transportation of oil through tanker trucks as well. Produced water, oil tanks, and oil loadout are controlled by one enclosed combustion device. Facility is also equipped with four natural-gas driven RICE compressing gas and providing peak power. This facility is considered a synthetic minor source or NOX, VOC, and CO. The division has determined that this permitting action is subject to public comment requirements under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to the following reason(s): • This source is requesting a federally -enforceable limit on the potential to emit to avoid other requirements. (Regulation Number 3, Part B, Section III.C.1.d.) The division has made a preliminary determination of approval of the application.
