Thousands of spectators line the roadways and other areas for these events. These areas often need to be closed quickly and reopened quickly for vehicle travel. The Estes Park Police Department currently utilizes vehicles and standard traffic barriers to control vehicle and pedestrian traffic, however, does not currently have any effective means of completely stopping vehicle - born threats whether intentional or unintentional. Vehicle - born attacks or tragedies, such as the Waukesha Parade incident in 2021, the Unite the Right Rally in 2017, and the death of eight people in New York in 2017, highlight the need for a system that can be quickly and easily deployed and that is capable of completely stopping the threat.
