Approve Estes Park Police Department's Request of Fiscal Agent for Homeland
Security Grant Program's Northeast Colorado All -Hazards Region (NEAHR)
Eight (8) Concerning Quote for Purchase of Vehicle Barriers for Crowd Protection
and Management Pursuant to Cooperative Terms and Conditions between
U.S. General Services Administration (GSA) and Meridian Rapid Defense Group,
LLC
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, pursuant to Resolution #2023-1214, approved on May 1, 2023, Cheryl Pattelli,
Weld County Chief Financial Officer and Director of Finance Administration, was
designated as the Fiscal Agent for Homeland Security Grant Program for the Northeast
All -Hazards Region (NEAHR) Eight (8), and
Whereas, the Homeland Security Grant Program for the Northeast All -Hazards Region
Eight has awarded $74,925.39 to the Estes Park Police Department from the 2022 Fiscal
Year Grant, and
Whereas, the Estes Park Police Department submitted a request to the Fiscal Agent to
utilize said funds for the purchase of Vehicle Barriers for Crowd Protection and
Management, from Meridian Rapid Defense Group, LLC, and
Whereas, Meridian Rapid Defense Group, LLC, entered into a Cooperative Terms and
Conditions Contract (#47QSWA19D001 F) with the U.S. General Service Administration
(GSA), commencing November 19, 2023, and ending November 18, 2028, and
Whereas, pursuant to Section 5-4-80 of the Weld County Code, items purchased from
GSA contracts are exempt from the procurement process, and
Whereas, the Fiscal Agent and Weld County Purchasing Manager have reviewed the
request and recommend the Board's approval of said purchase, and
Whereas, the Board has been presented with a Quote (QUO -S-10751) for Purchase of
Vehicle Barriers for Crowd Protection and Management Pursuant to Cooperative Terms
and Conditions between U.S. General Services Administration (GSA) and Meridian Rapid
Defense Group, LLC, and
Whereas, after review, the Board deems it advisable to approve said quote, a copy of
which is attached hereto and incorporated herein by reference.

Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Estes Park Police Department's request of the Fiscal Agent for the
Purchase of Vehicle Barriers for Crowd Protection and Management through
Quote (QUO -S-10751), for the amount of $74,925.39, from Meridian Rapid Defense
Group, LLC, pursuant to the Cooperative Terms and Conditions Contract
(#47QSWA19D001 F) with the U.S. General Service Administration (GSA), be, and
hereby is, approved.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Resolution, on motion duly made and seconded, by the following vote on

The Homeland Security Grant Program through the Northeast All -Hazards Region awarded $74,925.39 to the
Estes Park Police Department in the 2022 grant year (22SHS23NER-2, P2, L2) towards the purchase of
vehicle barriers for crowd protection and management.
The Meridian Rapid Defense Group, LLC Archer Barriers are available through a General Services
Administration (GSA) Contract #47QSWA 19D001 F, as verified by the Weld Purchasing Department.
What options exist for the Board?
Approve the purchase of the barriers from Meridian Rapid Defense Group, LLC under the General Services

ABOUT MERIDIAN RAPID DEFENSE GROUP
Meridian Rapid Defense Group LLC (MRDG or MERIDIAN) is a privately -held limited liability
company (LLC) in operations for over ten years. MRDG holds national and international patents on its

--the configuration of the barriers enable ease of authorized pedestrian traffic and appropriate vehicles
access. One person can deploy the barriers to block a street, roadway or pathway from vehicle access but
permit unobstructed pedestrian access. One person can then separate the barriers as needed to provide
access by an authorized vehicle and then immediately return the barriers to the appropriate positions to
again block all unauthorized vehicles but allow pedestrians to walk though unobstructed.
--the MRDG barriers avoid the problems of fixed concrete bollards and the inefficient, dangerous,

4' Arrestor Cable

The reflective MERIDIAN Arrestor Cables use technology from
aircraft carriers to absorb the kinetic energy of a moving vehicle
and pull the barriers into play for vehicle mitigation without loss of
life. They are attached to barriers in 4 -foot segments and can be up
to three-ply across strung between two barriers. The reflective
cables were designed specifically keeping safety in mind without
compromising the mechanical properties of a sling rope. The
arrestor cable is manufactured using only the highest grade extra
improved plowed steel and vinyl coated in neon yellow that aids in
visibility as well as abrasion protection and flexibility. The vinyl
coating not only protects the users' hands and makes the wire
easier to handle, but it also seals in any lubrication on the wire
rope, increasing it useful life. Each wire rope cable is attached to
the barriers by two G-100 Swivel self-locking hooks. The self-
locking hooks each have a working load limit of 5,700 pounds and
are able to swivel during load, a feature which allows the barriers

Archer Manual
Hauler 2.0
The newest and most advanced MERIDIAN® Hauler has all the
hallmarks of MERIDIAN's products' maintenance free and one
[1] person ease of use. The Hauler is a rugged barrier dolly that
can traverse a variety of surfaces from asphalt to gravel to
unimproved dirt roads. The Hauler features a 3,000 lb. rated jack
and is manufactured using high strength and corrosion resistant
aluminum T6 6061. Using aluminum has allowed us to decrease
the weight of the Hauler by 35% while still providing a lifetime
warranty on any component of the hauler. The new Hauler was
upgraded with an aluminum core solid thread wheel that will
guarantee the hauler will last as long as the life of the barrier.
The new hauler brakes are also now adjustable so as the tires
slowly wear over time one can simply readjust the brakes, so
they are making contact with the tires. The new upgraded
leverage action is simple in that it only requires the placement of
the extension rod into the barrier receiver and locking the pin in
place. Once the leverage Hauler is secured, then a simple swing -
action moves the barrier into position. Safety is the key so when
lifting the barrier, the leverage action is fast up and slow down
with the all-purpose brake being deployed.

The total cost listed above consists of the purchase price for
48 units of the Mifram Modular Vehicle Barrier 3X System
(capable of securing up to six traffic lanes) and a trailer
which allows for the safe storage and transport of the
system. Additional costs in the purchase price, which are
outlined in the detailed quote, consist of pivot systems which
allow the barriers to function as gates, emergency lighting,
signage and shipping.

The Estes Park Police Department is requesting grant
funding to purchase 48 units of the Mifram Mobile Vehicle
Barricade 3X System along with an included transport and
storage trailer. The system is a versatile and highly mobile
vehicle barricade system, capable of stopping a wide range
of vehicle threats, that can cover up to six traffic lanes or 72
feet. The project's intent is to utilize the system to limit risk
and stop potential vehicle -born threats to pedestrians during
the many events and parades that Estes Park hosts
throughout the year and other events throughout the
NEAHR. When not in use by this agency, the project intends
to make this highly mobile and versatile system available for
use to all NEAHR agencies which will be expedited and
assisted by the transport and storage trailer. With a potential
purchase date of early 2023 (per the HSGP) the project
expects a ten -week lead time before the system is shipped
and available for use, ideally Spring 2023. Advanced
Security Technology, the system's US distributor, will provide
on -site product training to EPPD personnel, making the
system ready for deployment and use beginning of Summer
2023.
The Estes Park Police Department is tasked with the safety
and security of not only the residents of the Town but also of
the nearly four million visitors that utilize Estes Park and
Rocky Mountain National Park every year. The Town of
Estes Park is host to a large number of special events and
parades throughout the year, which draw tens of thousands
of visitors and spectators. Many of these events are
nationally, or even internationally, recognized events such as

the Rooftop Rodeo and parade and the Scottish -Irish
Highland Festival and parade. Thousands of spectators line
the roadways and other areas for these events. These areas
often need to be closed quickly and reopened quickly for
vehicle travel. The Estes Park Police Department currently
utilizes vehicles and standard traffic barriers to control
vehicle and pedestrian traffic, however, does not currently
have any effective means of completely stopping vehicle -
born threats whether intentional or unintentional. Vehicle -
born attacks or tragedies, such as the Waukesha Parade
incident in 2021, the Unite the Right Rally in 2017, and the
death of eight people in New York in 2017, highlight the
need for a system that can be quickly and easily deployed
and that is capable of completely stopping the threat. A
system of this caliber is not within the budgeting possibilities
of this small agency and is the most cost-effective system
available to help us accomplish our mission locally and
throughout the region.
The most prominent gap this project will support will be the
agency's ability to stop vehicle -born threats. The agency
does not currently possess any equipment with the potential
capability to stop vehicles that intentionally or unintentionally
threaten pedestrians at parades and other special events.
The project will also support similar gaps for all agencies
within the NEAHR by providing a mobile and user-friendly
system to be used collaboratively throughout the region.
The MVB 3X system will provide the NEAHR with a mobile,
user-friendly and versatile system capable of blocking
between one and up to six traffic lanes (72 feet of barrier
also capable of deployment off the roadways near events).
The system's design allows for operating agencies to either
block multiple lane roadways and highways or to be broken
up and deployed across multiple smaller roadways or event
locations. This project will allow any NEAHR agency to
provide a safe and effective barricade against vehicle -born
attacks for special events and parades.
This project will be directly impacting the Estes Park
community's (and the communities of the NEAHR) risk of
vehicle -born threats to major special events and parades. If
a vehicle -born attack or event occurs in one of these
communities, the human and financial toll would shake the
region and have a lasting impact on public perception of
safety at public events. Our communities should have the
capability of erecting effective but efficient barriers that act
as a last line of defense.

and promote awareness of threats and hazards to avoid,
prevent, or stop a threatened or actual event.
Protection: Protect and secure Colorado against all -hazards,
including acts of terrorism.
Mitigation: Minimize the impact of natural or human -caused
disasters by fostering a culture of community resiliency
through proactive planning and programs.
Preparedness: Coordinate capabilities to prevent, protect
against, respond to, and recover from all -hazard in a way
that balances risk with resources and need.

The MVB 3X System does not have any major ongoing costs
or maintenance in order to keep the system operational or in
good condition. The barriers are of steel construction with no
motorized or electronic components that would otherwise
present costly upkeep. The proposed included trailer
provides a safe storage system for the barrier devices that
will keep the equipment out of the elements of Colorado. The
devices themselves are manufactured with the intent of
using in all-weather conditions. The Estes Park Police
Department will store the system responsibly at one of many
Town of Estes Park facilities. Remaining ongoing
maintenance, such as trailer registration and trailer
mechanical upkeep, will be maintained through the Town of
Estes Park's Fleet Maintenance Division, and associated
budget, that already maintains over 500 pieces of
equipment.

good stewards of this equipment purchased by HSGP. The
agency plans to maximize the effectiveness of this
equipment and purchase by making the equipment available
to all agencies within the NEAHR, when not in use by this
agency, and maintaining the equipment for everyone when
not in use. If this equipment is made available, it will beyond
doubt enhance the entire NEAHR's ability to protect soft
targets/crowded places, address emerging vehicle -born
threats, and prevent domestic violent extremism at parades
and/or rallies and protests.
One of the greatest advantages of this project is in ease -of -
use and mobility. Barriers and equipment with equal
capability are often bulky, heavy and require multiple
operators and/or heavy equipment to put in place and utilize.
This often leads to lack of collaboration as many agencies
do not have the manpower or equipment to transport and
utilize similar systems. The MVB 3X System is designed to
be deployable by only one person, is collapsible, and easily
transported via storage trailer. This has the potential to
overcome the collaboration challenges by having an easy to
terrorism efforts.
