Please type on a separate sheet. 1. Explain how the Resubdivision complies with the recorded subdivision plat and all codes, covenants and restrictions associated with the subdivision. The Resubdivision complies with chapters 22 and 23 of the Weld County Code, Conformance Standards and Subdivision Design Standards, as applicable, and Weld County Codes §§ 24-9-10 through 24-9-90, and Appendix 24-E. a. A Resubdivision is permitted pursuant to Chapter 23, Article III, Division I of the Weld County Code. The zoning designation is A (Agricultural) for both District properties. b. The combined property will not be utilized to create more than two (2) buildable lots. c. The Resubdivision may be served by an adequate water source by tapping into the pre- existing well. d. The Resubdivision may be served by an on -site wastewater treatment system (OWTS) by tapping into the pre-existing septic. e. The Resubdivision has not been created by a prior Resubdivision creating additional lots. f. The Resubdivision will not result in additional lots with additional uses. 2. Explain the reason for the Resubdivision request. The District is submitting this Resubdivision request because it owns two adjacent parcels in Roggen, Colorado. The District owns parcel 13 0106002010, the site of Southeast Weld Fire Protection District, Station #3 (the "Southern Parcel"), and recently acquired an additional property situated to the north of the Southern Parcel (Parcel 130106002006, the "Northern Parcel"). By resubdividing, the District will combine both of its properties into one parcel. This will improve the District's ability to use the land and enhance future development opportunities for District facilities. Currently, the Northern Parcel is vacant and without improvements. The Southern Parcel houses District Fire Station #3 and a District warehouse. The District additionally and simultaneously desires to vacate the Harrison St. Right of Way ("ROW") so that it aligns seamlessly with both of the District's properties. The District then seeks to combine the vacated ROW with the Southern Parcel and Northern Parcel to create one contiguous District -owned parcel. 3. Explain the reason of the proposed layout. See answer to No. 2. Vacating the ROW will create a cohesive and functional layout by aligning the ROW land with the District's two other parcels. Further, the consolidation of all District owned property will create a contiguous parcel to allow the District to better utilize the property as future needs for the District arise. The District will be able to easily access the new combined parcel through its access from 2nd Street, or from the public alleys on the east and west sides of the property. Without the consolidation of these parcels, there could be access issues for the Northern Parcel. 4. Describe the existing and proposed uses of the property. The Northern Parcel is currently undeveloped and not utilized for a particular purpose. On the southern portion of the ROW and spilling over into the Northern Parcel, there is a wood pile that does not appear to be maintained. The District has regularly mowed the overgrowth on the Northern Parcel for fire mitigation purposes; however, there have been no improvements made to the property. The District purchased the Northern Parcel in 2024. The District does not currently have improvement plans for this land but intends use the property to assist the District in providing fire rescue services. The Southern Parcel is currently the site of District Fire Station #3. The northern portion of this parcel is vacant land that abuts the Northern Parcel and the ROW. The District does not have current improvement plans for the Southern Parcel but intends to use the District's entire contiguous parcel (after this resubdivision) to assist the District in providing fire rescue services. 5. Describe the existing and proposed potable water source. There is currently no existing potable water on the Northern Parcel; however, there is an existing well on the Southern Parcel that serves District Fire Station #3. Potable water may be provided to the entire resubdivided parcel from the existing well that serves District Fire Station #3. 6. Describe the existing and proposed sewage disposal system. There is currently no existing sewage disposal system on the Northern Parcel. However, there is an existing on -site wastewater treatment system on the Southern Parcel that currently serves District Fire Station #3. Sewage disposal for the entire resubdivided parcel may be connected to the existing on -site wastewater treatment system on the Southern Parcel. 7. Describe existing and proposed improvements. There are no existing improvements to the Northern Parcel. There are no proposed improvements to the Northern Parcel at this time. There are currently two buildings located on Southern Parcel, a 4,000 square foot Volunteer Fire Station and a 2,784 square foot commercial warehouse, and the necessary supporting improvements to ensure their functionality and habitability, including a well, generator, OWTS, and HVAC. Utilities and gas provided by Excel Energy. There are no proposed improvements to the Southern Parcel at this time. There are no existing or proposed improvements to the ROW at this time. 8. Describe the existing and proposed access to the site. Before the District acquired the Northern Parcel, it was owned by the owner of the neighboring property to the east, George Glenn. The Northern Parcel can currently be accessed from the east, via Burlington St., or from the west, via Knox St., through the public alleyways. The Southern parcel can currently be accessed via a private access from 2nd Street and from the east through a public alleyway. The ROW can be accessed by an alley from the east off Burlington St. The initial step to this Resubdivision is vacating the ROW. The District previously submitted a Resubdivision Application asking for only the vacation of the ROW, with the goal of properly aligning District property lines. However, this vacation alone will restrict ingress/egress to the Northern Parcel to private access via Fire Station #3, or via an alleyway off Knox St. to the west. The County has concerns about this limited access to the Northern Parcel. Therefore, the District now applies for the consolidation of both District properties and the vacated ROW land following the vacation of the ROW to eliminate access issues for the Northern Parcel that would otherwise exist. The District's proposal, once the Resubdivision is complete, is to access the entire new contiguous parcel of land through its existing private access from 2nd Street or from the alleyways on the east and west sides of the property. Combining the District's two parcels and the vacated ROW land will simplify access issues that might exist without the consolidation of these properties. 9. Describe any existing and proposed drainage, access and/or utility easements and rights -of -way. The Northern Parcel is currently excepted from stormwater detention pursuant to 8-11-45B.10 (In - fill development parcels with total area less than (1.0) gross acres is an exemption to stormwater detention.) There are no proposed improvements regarding drainage. Water does not flow onto the property. There is no inflow or pooling on the property; however, if and when there is significant rain, water will run to the north and then east to a drainage system that is along Interstate 76. There is not any pooling of water in that area nor does it run onto any other residential properties. The Unincorporated Town of Roggen is maintained by Weld County and responsible for drainage along the roads moving to the east. Culverts are in place to prevent and mitigate flooding and pooling. See the ROW, as well as the east -west alleyway (Morgan County REA Easement; Rec. No. 2088849)("Alley Easement"). 10. Describe the current irrigation practices occurring on the site. There are no current irrigation practices on the Northern Parcel nor on the Southern Parcel. Generally, water will flow north, then to the east where it is channeled into the drainage system along Interstate 76. 11. Describe the unique physical characteristics of the property, including, but not limited to, topography, water bodies, CRP lands, vegetation, floodplains, geohazard areas, MS4 and airport overlay district. There are no unique physical characteristics of the Northern Parcel. The Northern Parcel is currently vacant/undeveloped. The ROW is currently maintained by Weld County. There are no water bodies, CRP lands, geohazard areas, MS4 of airport overlay district. Vegetation on the property is natural growth maintained as needed by the District for fire mitigation. There are no unique physical characteristics of the Southern Parcel, except for the two buildings constructed on the parcel. 12. Detail the location of any on -site oil and gas facilities, irrigation ditches/laterals, pipelines, overhead lines, railroads, etc. Provide the names and addresses of any owner or operator of any oil and gas facilities, irrigation ditches/laterals, pipelines, overhead lines, railroads, etc. There are no on -site oil and gas facilities, irrigation ditches/laterals, pipelines, overhead lines, railroads, etc. on the Northern Parcel, Southern Parcel, or ROW. Traffic and Drainage Narrative Traffic 1. Describe how many roundtrips/day are expected for each vehicle type: Passenger Cars/Pickups, Tandem Trucks, Semi-Truck/Trailer/RV (Roundtrip - one (I) trip in and one (i) trip out of site) . a. 5 passenger car roundtrips per day. 2. Describe the expected travel routes or haul routes for site traffic. a. If there was a residence on the subject property, the expected travel route would be through a private fire protection district to the south. There is no access to the east or west of the property. Interstate 76EB is located directly to North of the subject property; however, there is no public access point. 3. Describe the travel distribution along the routes (i.e. 50% of traffic will come from the north, 2o% from the south, 3o% from the east, etc.). a. If there was a residence on the subject property, i00% of the traffic would come from the south, through the fire protection district. 4. Describe the time of day that you expect the highest traffic volumes. a. If there was a residence on the property, we could speculate that the highest traffic volumes would occur during rush hour. Potentially 6-8 a.m. and 4-6 p.m. Drainage 1. The exception being requested for consideration. (Cite Exception no) a. If and when there is a large downpour, water will run to the north and then east to a drainage system that is along Interstate 76. There isn't any pooling of water in that area nor does it run onto any other residential properties. The Unincorporated Town of Roggen is maintained by Weld County as far as the road system is concerned and drainage along the roads move to the east, where culverts are in place to prevent and mitigate any flooding or pooling of water. 5. The District has maintained that portion of property by mowing the native grass that grows there, natural water from storms mainly soak into the ground. If and when there is a large downpour, water will run to the north and then east to a drainage system that is along Interstate 76. There isn't any pooling of water in that area nor does it run onto any other residential properties. The Unincorporated Town of Roggen is maintained by Weld County as far as the road system is concerned and drainage along the roads move to the east, where culverts are in place to prevent and mitigate any flooding or pooling of water.
