O>s) L�> (C)-Iic.J411).--)D1,1[ s��, ��CE3c,) 31 -z_s 2025-0709 Air Pollution Control Division a�--�,s/ . �S'i E Notice of a Proposed Construction Permit Warranting Public Comment Website Title: Summit DJ -O Operating, LLC - Makena Gas Plant - Weld County Notice Period Begins: March 12, 2025 Notice is hereby given that an application for a proposed project or activity has been submitted to the Colorado Air Pollution Control Division for the following source of air pollution: Applicant: Summit DJ -O Operating, LLC Facility: Makena Gas Plant Natural Gas Processing Plant NESE quadrant of Section 25, Township 8N, Range 62W Weld County The proposed project or activity is as follows: Summit DJ -O Operating, LLC submitted an application on 8/20/2024 requesting the replacement of an existing engine under Point 008 and currently covered under General Permit 02. The Makena Gas Plant is a 60 MMscfd cryogenic gas plant, designed to remove CO2, water, and natural gas liquids from field gas. This specific engine drives a compressor responsible for compressing residue gas from a demethanizer into a product gas pipeline. This facility is considered an existing major stationary source of NOx and VOC. The new engine is considered a new emissions unit and major modification applicability follows BAE-PAE where BAE _ zero and PAE = PTE. PTE of NOx is 6.5 tpy (tons per year) and PTE of VOC is 11.4 tpy which are below the significant threshold of 25 tpy. As a result, the addition of the new unit is not considered a major modification. It should be also noted the new engine is replacing another existing engine with the same rating and debottlenecking of other units is not expected from this project. Furthermore, the operator is requesting federally enforceable limitations on the PTE of NOx in order to avoid major stationary source requirements and major modification requirements. A copy of the application, the division's analysis, and a draft of construction permit number 25WE0034 are available on the division website: Air Permit Public Notices The division hereby solicits submission of public comments from any interested person concerning the ability of the proposed project or activity to comply with the applicable standards and regulations of the commission.
