HomeMy WebLinkAbout20252119.tiffRecord of Proceedings Minutes Board of County Commissioners Weld County, Colorado Monday, July 28, 2025 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, July 28, 2025, at the hour of 9:00 a.m. Roll Call: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Perry L. Buck, Chair Commissioner Scott K. James, Pro-Tem Commissioner Jason S. Maxey Commissioner Lynette Peppier Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Chief Financial Officer, Cheryl Pattelli Minutes: Commissioner James moved to approve the below listed Minutes of the Board of County Commissioners meeting, as printed. Commissioner Maxey seconded the motion and it carried unanimously. 1. Minutes from July 14, 2025 Amendments to Agenda: There were no amendments to the Agenda. Consent Agenda: Commissioner Maxey moved to approve the Consent Agenda, as printed. Commissioner James seconded the motion and it carried unanimously. Warrants: 1. General Warrants: Commissioner Maxey moved to approve the General Warrants, as printed. Consider Sales Quote for Purchase of Vehicle from KGA-FLG, LLC, dba Ken Garff Ford Greeley, Pursuant to Colorado State Cooperative Pricing Agreement and Amendment #1 Terms and Conditions, and Authorize Controller to Sign Any Necessary Documents: Rose Everett, Purchasing Department, stated the Department of Fleet Services desires to purchase one (1) new 2025 Ford F-550 due to a total loss, and pursuant to a cooperative agreement and amendment, as allowed by Section 5-4-100 and Section 5-4-80 of the Weld County Code. Therefore, she indicated staff recommends approval of said purchase from Ken Garff Ford Greeley, pursuant to the Colorado State Cooperative Pricing Agreement #193819, for the amount of $67,500.00. Commissioner Ross moved to approve said quote and authorize the Controller to sign any necessary documents. The motion was seconded by Commissioner James and it carried unanimously. 2. Consider Sales Quote for Purchase of Equipment from Transwest Truck Trailer RV Pursuant to Cooperative Purchasing Terms and Conditions Between Sourcewell and Trail King Industries, Inc., and Authorize Controller to Sign any Necessary Documents: Ms. Everett stated the Department of Fleet Services desires to purchase equipment for the benefit of the Department of Public Works pursuant to a cooperative agreement, as allowed by Section 5-4-100 and Section 5-4-80 of the Weld County Code. Therefore, she indicated staff recommends approval of said purchase of a Trail King Industries, Inc., detachable hydraulic trailer from Transwest Truck Trailer RV, pursuant to the Sourcewell Cooperative Agreement #092922-TKI, for the amount of $204,136.80. Commissioner James moved to approve said quote and authorize the Controller to sign any necessary documents. The motion was seconded by Commissioner Ross and it carried unanimously. 3. Consider Contract ID #9786 Memorandum of Agreement for Purchase of Property Interest for Acquisition of Right -of -Way for Design -Build Project of High Plains Boulevard (aka County Road 9.5) Between County Roads 32 and 34, and Authorize Chair to Sign — GOHOMEPORT Camelot, LLC: Cameron Parrot, Department of Public Works, stated the agreement allows the County to purchase right-of-way in the southwest corner of County Roads 9.5 and 32, in the amount of $57,200.00. Commissioner Ross moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Maxey, carried unanimously. 4. Consider Appointment to Community Corrections Board: Commissioner Maxey moved to approve said appointment. Consider Site Selection for New Weld County Judicial Center and New Weld County Administration Building and Direct Staff to Finalize Necessary Agreements and Documents: Commissioner Ross moved to have this item of business be considered at 10:00 a.m. Seconded by Commissioner James it carried unanimously. Chair Buck recessed the meeting until 10:00 a.m. Chair Buck reconvened the meeting at 10:00 a.m., and further introduced Partrick O'Neill, Director of the Facilities Department. He provided an overview of the Facilities Master Plan process that began with Gensler, and has evolved to include Riley Johnson Construction (RJA), PCL Construction, and Level5 Collaborative to aid in the site selection study and provide an ultimate determination regarding the Judicial Center for Weld County. Jeff Darnell, Level5 Collaborative President and Chief Executive Officer (CEO), introduced himself for the record and explained the role his company has provided in the analytics of the raw data prepared by Gensler and the translation of those numbers into the options provided to the Board of Commissioners for their decision on the future location of the Judicial Center and the Administration building. He displayed images of charts, graphs and statistical data and explained details regarding the process his company systematically went through to provide estimated costs associated to the various sites discussed and which option is the most cost effective to the taxpayers in Weld County. Mr. Darnell concluded there are two (2) downtown Greeley locations, known as the West Block and the Southeast Block, costing approximately $490 Million and $496 Million, respectively; and the "O" Street location, known as the Postgrad, in the amount of $498 Million. Upon request of Mr. O'Neill, those representing the various companies who have played vital roles and efforts, introduced themselves for the record. In turn, each Commissioner took the opportunity to extend their appreciation to staff, personnel from the City of Greeley, Weld County School District 6, and Weld County Courts for providing their feedback; for the invaluable roll community members have played throughout the process with attending the townhall meetings and having their voices be heard. They further expressed their gratitude to the companies who have delivered a monumental roadmap to allow them, as the Weld County Commissioners, to make a well-informed decision that will impact and benefit the community for many years to come. Commissioner Ross stated the cost savings associated to remaining in the downtown Greeley area was a big factor in his decision, but more so, it allows for the County to be a bigger presence in the community and he hopes to bring a holistic approach with the integration of Weld County, the City of Greeley, and Weld County School District 6; therefore, he favored the West Block option, with the investment of $490 Million. 2025-2119 BC0016 Page 4 Monday, July 28, 2025 www.weld.gov Commissioner James echoed the sentiments of Commissioner Ross, and stated his choice also favors the West Block option for $490 Million. Commissioner Maxey indicated the value of all the input was paramount in the decision to move forward in the "Weld County Way" to keep taxes low and remain debt -free, thus he supports remaining in the downtown Greeley location with the West Block option, in the amount of $490 Million. Commissioner Peppler noted the process for the Facilities Master Plan began in 2023, prior to she and Commissioner Maxey holding seats on Board; however, she has been impressed by the presentation provided today as the culmination of years of hard work among many companies and jurisdictions. Commissioner Peppler stated, after many meetings held with stakeholders and the community, she supports the investment of $490 Million for the West Block option. Chair Buck stated her number one concern was cost to the taxpayer to make the most sense, and she expressed her decision to unanimously support the West Block option, for the $490 Million investment. Hunter Hoshiko, Weld County resident and Developer, stated his opposition to the Board's decision of site location of the judicial center to remain in downtown Greeley. Commissioner Buck read the Resolution directing staff to finalize agreements for the West Block option, for the record. Commissioner Ross moved to approve said Resolution. The motion was seconded by the remaining County Commissioners and it carried unanimously. Let the Minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
