public comment period for Noble Energy, Inc. - ROHN STATE LD04 ECONODE T9N-
R58W-S4 L01. A copy of this public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment

Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Noble Energy, Inc.
Facility: ROHN STATE LD04 ECONODE T9N-R58W-S4 L01
Well Production Facility
NESE quadrant of Section 4, Township 9N, Range 58W
Weld County
The proposed project or activity is as follows:
Noble Energy, Inc. submits this permit modification application for the condensate tanks,
produced water tanks, and the VRT are in order to reduce requested permit limits and maintain
synthetic minor status of this facility with the reclassification of the Northern Weld County ozone
nonattainment area. The requested throughput is reduced for all three points, and new emission
factors are developed for the condensate tank and VRT.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
