On July 15, 2025, the Colorado Air Pollution Control Division will begin a 30 -day public
comment period for Mountain Cement Company LLC - Mountain Cement NORCO
Terminal. A copy of this public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Mountain Cement Company LLC - Mountain Cement NORCO Terminal -
Notice Period Begins: July 15, 2025
Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Mountain Cement Company LLC
Facility: Mountain Cement NORCO Terminal
Cement bulk distribution terminal
23273 47th Avenue, LaSalle
Weld County
The proposed project or activity is as follows:
The applicant is proposing a new greenfield bulk distribution terminal to be known as
Mountain Cement NORCO Terminal. There will be 11 dust collects controlling cement
loading/unloading from three main operations; Rail Unloading Operations, Cement Storage, and
Cement Loadout Operations.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
