On May 19, 2025, the Colorado Air Pollution Control Division will begin a 30 -day public
comment period for Extraction Oil Et Gas, Inc. - Milkshake 31-W/Pavistma North
Production Facility. A copy of this public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment
Extraction Oil Et Gas, Inc. - Milkshake 31-W/Pavistma North Production
Notice Period Begins: May 19, 2025
Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Extraction Oil Et Gas, Inc.
Facility: Milkshake 31-W/Pavistma North Production Facility
Oil Et Gas Well Processing Facility
NWSW SEC 32 T6N R67W
Weld County
The proposed project or activity is as follows:
"Applicant proposes the modification of Permits 18WE1087 and 18WE1089. Modifications
include newly requested throughput and emission limits for both permits, and newly requesting 98%
ECD control for 18WE1087. Along with some planned emission point cancellations (discussed
below), this project will contribute to bringing facility -wide emissions below the major source
threshold for VOC emissions.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
