I do want to note that the applicant is `ENGIE Distributed Renewables Development LLC' as stated in the application. I had also made a request to update this a few days ago ahead of the planning commission meeting, email attached. Also, a quick note that Andy Seward (in CC) will be taking over this project as the point of contact, kindly CC him instead of Dylan for future communications. Thank you again and we look forward to the final approval in the coming days. Please read through the ResUSR24-0027. pdf and if you see any glaring issues please let me know as soon as possible. Please send me the PowerPoint, if you have one, no later than 5/2/2025. You will be expected to give a short overview of the request at the hearings. Please have a copy of ResUSR24-0027. pdf with you at the hearing. 1 The Planning Commission hearing is set for 5/6/2025 at 1:30 pm and the Board of County Commissioners hearing is set for 5/21/2025 at 10:00 am both will be held at 1150 "O" Street in Greeley. Go through the front doors and there will be two sets of double doors into the large board room. Please enter and have a seat. I will probably be sitting in the back. The first part of the staff report is a summary of the referral agencies that responded and how the request meets the specific sections of the code. You will see Prior to recording the map starting on page 4 of ResUSR24- 0027.pdf these are the Conditions of Approval. There is a requirement for a new deed to be submitted on 1.C. If you do not wish to submit a new deed please address this item or any others during your presentation. Please send me the items that show that the Conditions of Approval have been addressed after the Board of County Commissioners hearing and send over the draft PDF of the USR map for review after you receive the final Resolution from the Board of County Commissioners. The Development Standards are the last few pages of the staff report and are the operational standards for the site. In order for the Planning Commission and the Board of County Commissioners to vote on this case you will need to accept the Conditions of Approval (COAs) and the Development Standards (DS). The Chair will ask you if you accept the COAs and the DS and you will need to state 'yes'. If you don't accept them then we will need to have a conversation about the ones you don't accept and find a way to get to yes. The Chair will call the case up and I will give a presentation with a PowerPoint presentation. Once that is complete the Chair will ask for the applicant to come to the podium and give a short presentation. Feel free to contact me with any questions. Regards, id.,. This facility can deliver up to 16 MWh of power, sufficient to supply electricity to 600-700 homes. It stands as the largest lithium -ion battery storage installation in Colorado, providing United Power with enhanced grid flexibility and an estimated annual cost saving of around $1 million. Project Benefits - Keenesburg Investment into the local Community: Increased long-term property tax revenue Preserve. the rural character of the area: With low visual profile and quiet operations, the proposed use is one of the only allowable uses due to mining permit closeout requirements. Traffic, network: The Project is not expected to result in impacts to the existing traffic network as solar panels require very little maintenance Property Value Increase: Studies indicate an uplift in property value after installing solar Clean Energy Increasing consumer demand for sustainable practices is driving companies to adopt renewable energy solutions rsidi'e © ENGIE 2023 - TITLE OF THE PRESENTATION AND DATE - 10 Environmentally Friendly Native Habitat • ENGIE installs native vegetation gardens at its ground -mount projects • Planting endemic species of vegetation can increase the habitat for local fauna such as bees, butterflies, and birds. • Though preliminary, ENGIE has conducted further research at their pollinator - friendly solar sites suggesting that the cooler microclimate around the panels results in higher panel efficiency, and thus increased production. • Low -growth plants reduce need for mowing and the plants' deep root systems help prevent stormwater runoff • Installed native vegetation gardens include Great River Energy Projects (two in MN); N PPD Kearney, NE Solar, Dairyland Power Cooperative P ortfolio (Project of Distinction award from Solar Power Midwest), Connexus Energy projects (MN). Conclusion ENGIE will comply with the requirements detailed in the Weld County Charter and County Code Chapter 23, Article II, Division 4 Uses by Special Review and Chapter 23, Article IV, Division 15 Solar Facility.
