Max Nader, Planner Chris, My husband and I reside and own property in Mountain View Estates which is within 500 feet of the above proposed project. Attached is a list of our concerns and questions regarding the case. Thank you in advance for reviewing our concerns. Definition and Description of a Therapeutic Center - Is there a strict definition of what a therapeutic center encompasses? The term therapeutic is very broad and doesn't describe exactly what type of facility this would be. Will it be strictly zoned for senior living or is the definition broad enough to make it possible to create shelter housing or home for adults and/or children with behavior issues? The project needs to have a more definitive description and outline of exactly what it would encompass. The description at the Weld County site is fairly vague and has very little detail. 2. Traffic — where will entrance be now and in the future? This proposed project will increase traffic to an already high traffic area. 3. Zoning — If this is zoned agricultural, can a healthcare commercial property be put on that land? 4. Infrastructure a. Sewer/Septic — will the current infrastructure support the number of proposed residents? b. Sprinkler/Hydrant — will the current sprinkler system support this type of facility? c. Sidewalks — does the proposal include the addition of sidewalks at the facility? d. Paved entrance — the current driveway is dirt. 5. EMS Services a. 911 calls to facility. Increased noise and lights at night. Our family has multiple fireman that have experienced running many calls to senior facilities, particularly in the middle of the night. b. Has the county contacted EMS services for that area to get their input, including any potential adjustments to their department that may be necessary? c. What level of care will be provided at this facility? Will there be medical personnel onsite at all times? 6. Future structure a. What is the proposed location of future structure? b. We are against any future structures for current approval. Future structure(s) should be addressed separately and applied for at a later date. 7. Effect on Surrounding Property values — we are concerned about the effect on our property value. There have been studies done that indicate there is a negative effect on values. a. Buyers may discount house values near group homes due to negative perception of the residents or the structure. Most senior group home residents come from the surrounding community; therefore, residents of neighbourhoods with a large proportion of older residents may perceive nearby senior housing as desirable. We employ a system of e quations to examine the influence of assisted living and nursing homes on single-family house sales prices and time -on -the market. The results indicate that the presence of a senior group home, especially a nursing home, within one-half mile has a significant n egative effect on single-family house prices. The effect is most evident in n eighborhoods with few elderly residents." 8. Next Steps a. What are the steps leading up toapproval/denial of this project? b. Has this proposed project gone before a planning commission? c. What is the process following the collection of comments from properties in proximity to the proposed project? d. How and when will our questions and concerns be answered/addressed? Will there be a written response? Hi Chris Attached is my objection letter for the USR23-0046. Libby Campbell 6435 County Road 6 Brighton CO 80603 303-710-2334 USR23-0046 2 Case # USR23-0046 Objection to the establishment of a therapeutic center located at 6045 County Road 6 January 15th 2024 Chris Gathman Weld County Planning Services 1402 N 17th Ave / PO Box Greeley CO, 80632 We received the letter for a residential therapeutic center that is beside our home. We have several concerns regarding this proposal. Is this a business that will be installed in the home or are additional buildings being constructed? Not sure how all the infrastructure in the home could support this business. A therapeutic center will have an impact on traffic in the area. We already deal with the numerous trucks from Asphalt Specialties that come and go early morning, throughout the day and at the end of the day making that stop sign back up almost to our driveway entrance at times. I'm not sure County Road 6 and Colorado Boulevard can handle any additional traffic. We have concerns about emergency vehicles, disturbances, noise levels and safety concerns that may arise from a therapeutic center. We have 3 underaged children that I currently feel safe out and about around our property. Depending on what type of individuals that will be at this location is a big concern for us, hence why we live on the out skirts of town for a safe, quiet environment. Other concerns would be how this would impact our property value and our community. Not only property values but also environmental concerns within this proposed center as it relates to hazard waste, needles, etc. We feel we would want more information on exactly what is proposed, what type of individuals will be in and out of this center. We hope you take careful consideration of all of our concerns of this proposed center.
