Approve Memorandum of Understanding for Window Wraps for Courthouse Annex
Building (934 9th Avenue, Greeley) and Authorize Chair to Sign —
Greeley Downtown Development Authority
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with a Memorandum of Understanding for
Window Wraps for the Courthouse Annex Building (934 9th Avenue, Greeley) between
the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Facilities Department, and the Greeley
Downtown Development Authority, commencing upon full execution of signatures, and
ending February 1, 2030, with further terms and conditions being as stated in said
memorandum of understanding, and
Whereas, after review, the Board deems it advisable to approve said memorandum of
understanding, a copy of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Memorandum of Understanding for Window Wraps for the Courthouse
Annex Building (934 9th Avenue, Greeley) between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Facilities Department, and the Greeley Downtown Development Authority, be, and
hereby is, approved.
Be it further resolved by the Board that the Chair be, and hereby is, authorized to sign
said memorandum of understanding.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Resolution, on motion duly made and seconded, by the following vote on
the 12th day of March, A.D., 2025:

Brief description of the problem/issue:
The Greeley DDA has requested an MOU for installing County approved window wraps in the Marlborough
building through February 1, 2030. There will be no cost to the County and the MOU can be terminated at anytime
and the DDA will remove them.
What options exist for the Board?
1) Approve the MOU.
2) Deny the MOU.

The Greeley Downtown Development Authority wishes to install County approved window wraps to the
Courthouse Annex Building located at 934 9th Avenue Greeley, CO.
They will provide and install approved window wraps at no cost to Weld County and will ensure
installers have minimum insurance requirements.
The County will not be responsible to replace any window wrap due to damage etc. Facilities is
recommending approval of this agreement.

MEMORANDUM OF UNDERSTANDING
THIS MEMORANDUM OF UNDERSTANDING is made this Vinday of MC VOri , 2025, by and
between THE GREELEY DOWNTOWN DEVELOPMENT AUTHORITY and THE WELD COUNTY BOARD OF
COUNTY COMMISSIONERS, COUNTY OF WELD, COLORADO.
WHEREAS, the Greeley Downtown Development Authority wishes to install County approved window
wraps to the Courthouse Annex Building located at 934 9th Avenue Greeley, CO.; and
WHEREAS, the Greeley Downtown Development Authority will provide and install approved window
wraps at no cost to Weld County, and will ensure installers have minimum insurance requirements; and
WHEREAS, the County will not be responsible to replace any window wrap due to damage etc.
WHEREAS, the parties wish to reduce their understanding to writing.
THE PARTIES HEREBY AGREE AS FOLLOWS:
1) Upon execution of this document, the Greeley Downtown Development will install County
approved window wraps, at no cost to Weld County, on the Courthouse Annex Building located
at 934 9th Avenue Greeley, CO. 8O631.
2) The Greeley Downtown Development will provide and install the approved privacy window
wraps (cannot be seen through) using a qualified and properly insured installer.
3) Weld County will not be responsible to maintain or replace installed window wraps.
4) This Memorandum of Understanding shall end on February 1, 2030 and may be extended
upon mutual agreement of the parties.
5) The Weld County Board of County Commissioners may terminate this agreement at any time
and the Greeley Downtown Development Authority will remove all window wrap(s) at their own
expense.
6) The Greeley Downtown Development is permitted to update the graphics and messaging on the
privacy window wraps, to keep content updated and relevant to the public realm.
IN WITNESS WHEREOF, the parties have executed this contract on the day and year first written above.
