Buck, Chair Commissioner Scott K. James, Pro-Tem Commissioner Jason S. Maxey Commissioner Lynette Peppier Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Jess Reid Deputy County Attorney, Karin McDougal Department of Planning Services Representative, Maxwell Nader The following business was transacted: I hereby certify that pursuant to a Notice dated June 12, 2025, and duly published June 14, 2025, in the Greeley Tribune, a public hearing was conducted to consider the request of Tire Mountain, LLC, for Certificate of Designation, CD24-0001, for a Tire Mono -fill and Tire Recycling Facility in the I-3 (Industrial) Zone District. Karin McDougal, Deputy County Attorney, made this a matter of record. Maxwell Nader, Department of Planning Services, presented a brief summary of the Certificate of Designation (CD) request, and mentioned the site was previously owned by CH2E, LLC, and Hudson Tireville, LLC, and permitted under 8MUSR821-89-842. He outlined the uses on the property, mentioned the site is currently not in operation, and noted the USR is not being amended, per this request. He provided a PowerPoint presentation with the definition of CD, displayed the general location of the site and cited Weld County Code Section 12-8-20.A.2, which requires the approval of a new CD upon the transfer of a solid waste disposal site or facility to a new owner or operator. He relayed the request had been reviewed by the Colorado Department of the Public Health and Environment (CDPHE), Hazardous Materials and Waste Management Division, who recommended the facility may be approved by Weld County. Mr. Nader entered the favorable recommendation of the Department of Planning Services staff, subject to the Conditions specified in the Resolution. Cc: PL. He stated he is taking steps to improve the site and hopes to create a lot of bi-products and jobs in the area. e No public testimony was offered concerning this matter. The Board discussed the Conditions of Approval and made no changes to the Resolution. Commissioner James moved to approve the request of Tire Mountain, LLC, for Certificate of Designation, CD24-0001, for a Tire Mono -fill and Tire Recycling Facility in the I-3 (Industrial) Zone District, based on the recommendation of Planning staff, with the Conditions of Approval, as presented. The motion was seconded by Commissioner Ross, and it carried unanimously. There being no further discussion, the hearing was completed at 10:22 a.m. The Board of County Commissioners of Weld County, Colorado, approved the above and foregoing Hearing Certification, on motion duly made and seconded, by the following vote on the 9th day of July, A.D., 2025: Perry L.
