Call to Order at 4 34 pm by board chair Shawn Wolcott 2. Action Item -Approval of the March 26th, 2025, minutes It was motioned by Ernest Cienfuegos -Baca to approve the March 26', 2025, meeting minutes, Motion was seconded by Kann Crandall, no opposition, all approved, motion passed 3. Open Public Comment Period no public comments 4. Executive Director Reports a. Housing Department Report - March 2025: Vincent Ornelas presented the Housing Department data with public housing and nonpublic housing vacancies Vincent Ornelas stated that the units that were vacant and when they became vacant are shown in the report There are 3 units that are currently vacant in the public housing program, unit 5, unit 40, and unit 2809D Unit UN.c,, ,,fv_c_c c �o,\S ula►1A5 ( I 2025-1461 2809D will be ready to rent next week Unit 40 is close, hoping to have that ready to rent within the next few weeks Unit 5 just became vacant last week on April 17`h, 2025, unit 5 does not need too much work and is planned to be rented quickly Ernest Cienfuegos -Baca asked if Vincent Ornelas could put how many bedrooms each unit is in the Housing Department Report Vincent Ornelas stated the report shows 1 of the units (unit 2809d) is a 4 bedroom and 2 of the units (units 5 and 40) are 2 bedrooms Vincent Ornelas stated Lincoln Square, Pnvate Housing, and State Farm Road have 2 vacant units Vincent Ornelas stated that Unit 403C is a 3 bedroom unit that was previously a Meth unit that needs remediation Vincent Ornelas stated that until there are finances available for remediation of that unit it will need to sit Vincent Ornelas stated that Unit 407F became vacant December 15`, 2024, and it ready to be rented, a family is planned to move in on theist of May Ernest Cienfuegos -Baca asked if there are tests to determine if a unit needs remediation Vincent Ornelas stated that whenever a unit becomes vacant it is tested and negative before renting out so if down the line it becomes a legal issue, we can make the argument that each unit was tested before the tenant was placed in that unit Ernest Cienfuegos -Baca asked what the costs associated with testing each unit are Vincent stated that the cost for the test was roughly around $500 per unit last time an analysis was ran, which was about 4 years ago Kyle Holman asked how staffing was going Vincent Ornelas stated that the Greeley Housing Authority is fully staffed and recently hired the last 2 maintenance techs 5. Action Items a. Annual Meeting Elections i. Chairman — Kyle Holman nominated Shawn Walcott to be the chairman It was motioned by Ernest Cienfuegos -Baca to close nominations and vote for Shawn Walcott as new chairman, Kann Crandall seconded the motion, no opposition, all approved, motion passed for Shawn Walcott to be Chairman ii. Vice Chairman — Kim Longworth is current Vice Chairman Kyle Holman motioned to table decision until next month Karin Crandall seconded the motion, no opposition, all approved, motion passed Shawn will reach out to Kim until then b. Greeley Housing Authority 2025 Budgets Vincent Ornelas presented the proposed budget to the executive committee One recommendation that the committee made was to add a line for the deficit covered by reserves There are three programs that will be in deficit this year based on the budget There are reserves in place to cover those deficits Vincent stated that management for Private House and State Farm Road programs will be combining They will also be sharing the same revenue Private House, Management and State Farm collectively had a reserve of $64,000 ending the year 2024 Vincent Ornelas stated that there is a spreadsheet of the combined 2025 budget to see the overall umbrella of the Greeley Housing Authority Shawn Walcott asked what the main factors driving the deficit are Vincent Ornelas stated the main factor is the modernization of the software Vincent Ornelas also stated that another factor in driving those deficits is insurance, insurances have almost doubled with property management Ernest Cienfuegos -Baca asked if the software upgrade has been paid for yet Vincent Ornelas stated that the software upgrade has been paid for and is included in this year's budget Ernest Cienfuegos asked if the contracted service from data submission is still cleaning up data Vincent Ornelas stated the contracted services consultant will no longer be needed Ernest Cienfuegos makes first motion to adopt the budget for 2025, Karin Crandall seconded the motion, no opposition, all approved, motion passed c. Resolution 2024-04: Recommendation to the Greeley City Council Kyle Holman asked if the board term limits go into effect currently for current board members Shawn Walcott answered no, existing board members would be grandfathered in until their term is renewed, Bobbier Cranston agrees Kyle Holman made a motion to adopt resolution #2025-04 of the Board of Commissioners of the Housing Authority of the City of Greeley Ernest seconded the motion, no opposition, all approved, motion passed Next steps will be to get this in front of the City Council to approve Bobbier will work with the city clerk's office to get that 6. Discussion a. Update: Greeley City Counsel presentation - Vincent presented at the City Council work session last night The city council wanted an update on where the Housing Authority was with current utilization, how the transition of leadership is going, and an update on the Greeley and Weld housing authorities' separation Vincent did mention to the council that we had about 220 vouchers that aren't being utilized because we don't have the funding Therefore, we're unable to open our wait list or issue any new vouchers Vincent Ornelas mentioned that a way to go around that is to be able to self -fund for a minimum of 2 years so that HUD would fund the amount that was used the previous years Kyle Holman asked if there are any assurances made to make sure that HUD would in fact in two years from now give that funding Vincent Ornelas stated the only way funding would decrease is if Congress decided to cut the whole program, as is the law Ernest Cienfuegos -Baca asked if the funding was to be provided would the funds need to be transferred to the Housing Authority to show that those dollars are coming through the Housing Authority or if the city could cover the costs Vincent Ornelas stated that the funds would need to come to the Housing Authority because that's the money that is used to pay landlords Vincent Ornelas stated if at any point funding does get cut and families start getting terminated, once the environment changes those families would be the first ones to be back on if ever there was future funding that comes to the Housing Authonty i.
