RE: SFY 2025-2026 Core Services Program Allocation
Dear Jamie Ulrich,
Congratulations, your SFY 2025-2026 Core Services Plan has been approved.
As a reminder, Core Services Program funds are to be used for the prevention of out -of -home placement of children,
to reunite children in out -of -home placement with their permanent families, and/or to prevent further involvement
in child welfare. Funds may not be used to pay for out -of -home placement and is always the payer of last resort.
Counties will not be reimbursed if other funding sources are available, per CDHS Volume 7, 7.414(8)(3). Core Services
Program funds can be used for the delivery of Program Area Three (PA3) services, outlined in CDHS Volume 7,
7.200.1-15.
Funds allocated to Special Economic Assistance, Mental Health Services, and Substance Abuse Treatment may be
directed to other Core Services programs. Underutilization may be seen in these areas due to increased coverage of
mental health and substance services through Medicaid and private insurance. During the SFY 2024-25, utilizing the
Core Services Utilization report, your county spent roughly $2,380,841.00.
If you submitted a Core Services Plan II and were overspent in your SFY 2024-2025 allocation, you will be notified in
a separate letter regarding the status of available Core Services Plan II funding.
The following are approved Core Services Program funds for your county:
Approved Funds Available/Source
$3,501,117.00- 80/20
$383,076.00- Evidence -Based Services
$1,412,741.00 - 100%
For Assistance
$96,742.00 - 100% Special Economic Assistance
$306,839.00 - 100% Mental Health
$420,491.00-100% Substance Abuse
