Brief description of the problem/issue: The Department entered into a Memorandum of
Understanding (MOU) between the Weld County Department of Human Services (WCDHS) and the
Cheyenne County Department of Human Services (CCDHS) for assistance and support from
WCDHS for child welfare referrals from the Hotline County Connection Center (HCCC) on September
4, 2024, known as Tyler ID 2024-2326.
The Department is now requesting to enter into Amendment #1 to extend the term of the MOU for an
additional year, from August 16, 2025, through August 16, 2026. This MOU may be extended
annually upon written agreement of both parties.
What options exist for the Board?
Approval of the Memorandum of Understanding Amendment #1 between WCDHS and the
CCDHS.
Deny approval of the Memorandum of Understanding Amendment #1 between WCDHS and
the CCDHS.
Consequences: The Memorandum of Understanding between WCDHS and CCDHS will
expire.
impacts: WCHDS will not be able to provide assistance and support to CCDHS for afterhours
Child Welfare referrals.

AGREEMENT AMENDMENT BETWEEN
WELD COUNTY
AND THE CHEYENNE COUNTY
DEPARTMENT OF HUMAN SERVICES
This Agreement Amendment made and entered into 1Y" day of ,
2025 by and between the Board of Weld County Commissioners, on behalf of the Id
County Department of Human Services, hereinafter referred to as the "Department", and
Cheyenne County Department of Human Services, hereinafter referred to as the "Contractor".
WHEREAS the parties entered into an Agreement for After -Hours Child Welfare
Referral Assistance from the Hotline County Connection Center (HCCC), (the "Original
Agreement") identified by the Weld County Clerk to the Board of County Commissioners as
document No. 2024-2326, approved on September 4, 2024.
WHEREAS the parties hereby agree to amend the term of the Original Agreement in
accordance with the terms of the Original Agreement and any previously adopted
amendment, which is incorporated by reference herein, as well as the terms provided
herein.
NOW THEREFORE, in consideration of the premises, the parties hereto covenant and
agree as follows:
• The Original Agreement will end on August 15, 2025.
This Amendment, together with the Original Agreement, constitutes the entire
understanding between the parties. The following additional changes are hereby
made to the current Agreement as of August 16, 2025:
1. Term of this Memorandum of Understanding
This Memorandum of Understanding ("MOU" or "Agreement") shall be effective
beginning August 16, 2025 through August 15, 2026, and may be extended
annually upon written agreement of both parties.
• All other terms and conditions of the Original Agreement remain unchanged.
IN WITNESS WHEREOF, the parties hereto have duly executed the Agreement as of
the day, month, and year first above written.

WELFARE REFERRALS ASSISTANCE FROM HOTLINE COUNTY CONNECTION
CENTER (HCCC) AND AUTHORIZE CHAIR TO SIGN - CHEYENNE COUNTY
DEPARTMENT OF HUMAN SERVICES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Memorandum of Understanding for
After -Hours Child Welfare Referrals Assistance from the Hotline County Connection Center
(HCCC) between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, and the
Cheyenne County Department of Human Services, commencing August 16, 2024, and ending
August 15, 2025, with further terms and conditions being as stated in said memorandum of
understanding, and
WHEREAS, after review, the Board deems it advisable to approve said memorandum of
understanding, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Memorandum of Understanding for After -Hours Child Welfare
Referrals Assistance from the Hotline County Connection Center (HCCC) between the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Human Services, and the Cheyenne County Department of Human
Services, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said memorandum of understanding.

Brief description of the problem/issue: Weld County Department of Human Services (WCDHS) is requesting to

MEMORANDUM OF UNDERSTANDING BETWEEN THE WELD COUNTY
DEPARTMENT OF HUMAN SERVICES
AND THE CHEYENNE COUNTY DEPARTMENT OF HUMAN SERVICES
THIS MEMORANDUM OF UNDERSTANDING is entered into this 4day of
SQpternl.Y , 2024, by and between the Board of County Commissioners, on behalf of the
Weld County Department of Human Services (WCDHS), hereinafter referred to as
"Department," Cheyenne County Department of Human Services hereinafter referred to as
Cheyenne County Department of Human Services (CCDHS).
Purpose
The purpose of this Memorandum of Understanding (MOU) is for WCDHS afterhours Child
Welfare Supervisors to provide assistance and support to the CCDHS Child Welfare Division.
CCDHS receives and average of zero (0) to three (3) afterhours referrals per month and has
asked for assistance reviewing afterhours referrals for immediate response.
Term of this Memorandum of Understanding
This Memorandum of Understanding ("MOU" or "Agreement") shall be effective beginning
August 16, 2024 through August 15, 2025, and may be extended annually upon written
agreement of both parties.
Roles and Responsibilities
1. WCDHS agrees to receive afterhours notification of CCDHS child welfare referrals from
the Hotline County Connection Center (HCCC).
2. Afterhours is defined as 5:00 pm to 8:00 am on weekdays and 8:00 am to 8:00 pm
weekends and holidays.
3. WCDHS will provide a schedule of afterhours supervisors to the HCCC and CCDHS
weekly.
4. A WCDHS Certified Child Welfare Supervisor will review afterhours referrals and
necessary documentation to determine if an immediate response is required per CCR
7.103.70. This may include gathering additional information from the reporting party
or other community members.
5. If immediate attention is required, and an immediate response is not necessary, the
WCHDS Certified Child Welfare Supervisor will speak with appropriate persons to make
immediate arrangements for the safety of the children.
6. If an immediate response is required, the WCDHS Certified Child Welfare Supervisor will
contact the designee from CCDHS for response and assessment completion.
7. The WCDHS Certified Child Welfare Supervisor will provide supervision to the
caseworker assigned to the assessment for the duration of the afterhours need.
8. CCDHS will provide WCDHS with a designated person and contact information to make
immediate responses afterhours, when necessary.
9. If a response is necessary, the WCDHS Certified Child Welfare Supervisor will provide an
update to the identified CCDHS Supervisor during the next business day for case staffing
and discussion.
10. If no immediate attention is necessary, he WCDHS Certified Child Welfare Supervisor
will review the referral and forward it to the CCDHS for processing during business
hours.
11. CCDHS will send referrals not requiring and immediate response for processing the next
business day to iane.tallman@state.co.us.
12. Weld County does not take responsibility for the referral reviewed if the family is in the
jurisdiction of CCDHS per CCR 7.103.1.
Modifications. This Agreement may be modified in writing, in whole or in part, upon written
approval of the signers.
Termination. This Agreement may be terminated at any time by either party giving thirty (30)
days written notice to the signers. No portion of this MOU shall be deemed to create an
obligation on the part of the County of Weld, State of Colorado, to expend funds not otherwise
appropriated. This MOU is subject to the availability of funding. Both parties reserve the right
to suspend services to clients if funding is no longer available.
Entire Agreement. This MOU contains the entire agreement and understanding between the
parties with respect to the subject matter hereof and may not be changed or modified except
as stated herein. This MOU shall be binding upon the parties hereto, their successors, heirs,
legal representatives, and assigns. CCDHS and the WCDHS may not assign any of its rights or
obligations hereunder without the prior consent of both parties.
No Third -Party Beneficiary. It is expressly understood and agreed that the enforcement of the
terms and conditions of this MOU, and all rights of action relating to such enforcement, shall be
strictly reserved to the undersigned parties and nothing in this MOU shall give or allow any claim
or right of action whatsoever by any other person not included in this MOU. It is the express
intention of the undersigned parties that any entity other than the undersigned parties receiving
services or benefits under this MOU shall be an incidental beneficiary only.
Governmental Immunity. No term or condition of this contract shall be construed or
interpreted as a waiver, express or implied, of any of the immunities, rights, benefits,
protections or other provisions, of the Colorado Governmental Immunity Act §§24-10-101 et
seq., as applicable now or hereafter amended.
Severability. If any term or condition of this MOU shall be held to be invalid, illegal, or
unenforceable by a court of competent jurisdiction, this MOU shall be construed and enforced
without such provision, to the extent that this MOU is then capable of execution within the
original intent of the parties.
IN WITNESS WHEREOF, the parties hereto have duly executed the Agreement as of the day,
month, and year first above written.
