O BOX 26 • KEENESBURG, COLORADO 80643 KEENESBURG 1-732-4466 August 26, 1973 Honorable Glenn Billings, Chairman Weld County Commisson Weld County Court House Greeley, Colorado 80631 C oacri s i on er Billings: For some time I have attempted to find the time to travel to Greeley to sock a meeting concerning a problem which seems to be traveling in scope throughout not only the County of Weld, but the State of Colorado as well. Consequently I believe you should be informed as to what some of the farmers think and write this correspondance. As you might know, we have for almost two years been trying to build 'a milking facility here in the Keenesburg area. It is our hope to move into the building with two=�h`uridr`ed—and fifty (250) milking cows and at the prosont time are milking a hundred (100) at a leased facility. But, it has been discour ing to say the least. In the present one-hundred and thirty (130) animals we have over one hundred ( 100) registered having been purchased from throughout the State of Colorado and Kansas. It' s makeup, the herd that is, comes from some of the finest bloodlines throughout the United States and represents over a one-hundred thousand ($100,000.00) investment on our part. Through your assistance and advice we went to the Weld County Planning Board and received the necessary permit, and received approval from the Weld County Heal; 11 Department, but we find that these departments of our County of Weld have no significance or importance since we cannot build or operate without the authority of the Denver City Health Department or they will not allow us to ship Grand A milk. Now how can this be? I don't want a City of Denver Department having such authority here in Rural Colorado and what code gives them this authority to supercede the County of Weld? If this be the case then any department of the City of Denver has the authority to infringe into Weld County on any terms that they desire. Is this right as well? In the Denver City Health Department ' s reasoning refers that all the milk produced in this State of Colorado is marketed in Denver. We both know that this is false and in the case of our milk I know that it has been shipped to the Carnation Milk Plant at Johnstown, Colorado and more has gone to Sintons Dairy and more still to Safeway Stores, so it becomes false that all milk is marketed in Denver, Colorado. This department is made up of men without the proper background or training for the positions to be dictating policy throughout the State of Color ado. Why should the requirements for our milking facility be different than that next door, on the Western Slope, or anywhere else? Why should representatives be falsely making statements in order to get people into the Grade A market and then hitting them with socalled vi&lations that they openly admitted when allowing the facility to ship Grade A in the first place? This gets much deeper and cannot fully be explained fully in a simple correspondance such as this. What we need is a State of Colorado Department of Agriculture with it ' s only milk and cattlemen' s Inspection Section whereby the County facilities could be utilized fully and with a set standard that would make for a much more uniform operation statewide. Then our State of Colorado would join thirty (30) other top flight agriculture states that have such an operation and department. We could use our own Colorado State University to train the qualified personnel not only for the state agency, but give to the various County Commissioners a list of personnel to choose from so that the departments could be staffed with uniformity and operational persons. Such a bill was introduced in the past legislature and did pass the House, but was pocketed by a Denver Senator who openly stated that it was going to stay with him in the appropriation Committee since he felt the man leading the Denver Health Department was the most qualified man to have such a position. Now just who in hell does this Senator think he is that he can dictate policy over our County of Weld and the rest of the State of Colorado? Commissioner Billings we need your help, to not only investigate this delimina but to help in obtaining from the Governor his request for Recall of this legislation for the comming January Session. I plead for not just myself, but so many other dairy farmers who fear to inform your office or others on account of being cut off shipment of milk. Your courtesy would be sincerely appr ted.
