PLCbqf I MM),HLCU5lt-0, iPW(P.NIIDnID),115$) Db(JMVr 113125 2025-0029 Air Pollution Control Division teWarranting Public Comment Notice Of A Proposed Reopening of a Title V Operating Permit Website Title: Bonanza Creek Energy Operating Company, LLC - State North Platte 42-26 Central Production Facility (COGCC#434730) - Weld County Notice Period Begins: December 16, 2024 NOTICE is hereby given that the Colorado Air Pollution Control Division, 4300 Cherry Creek Drive South, Denver, Colorado 80246-1530 has initiated a reopening to modify an Operating Permit for the following source of air pollution: Applicant: Bonanza Creek Energy Operating Company, LLC 555 17th Street Suite 3700 Denver, CO 80202 Facility: State North Platte 42-26 Central Production Facility (COGCC#434730) SENE Section 26 T5NR63W Kersey, CO 80644 The Division has initiated a reopening of the Operating permit issued to Bonanza Creek Energy Operating Company, LLC for the State North Platte 42-26 Central Production Facility (COGCC#434730) in Weld County, CO. The Bonanza Creek Energy Operating Company, LLC State North Platte 42-26 Central Production Facility (COGCC#434730) is a centralized production facility that receives oil and natural gas from multiple wells at both on -site wells and remote well pads. Gas and oil produced from the wells is processed through high pressure separators where liquids are separated from the natural gas. The overhead gas from the high pressure side of the high pressure separator is sent to a gathering pipeline. The liquids are then sent to the low pressure separators (on -site wells) or heater treaters (remote well pads), where oil, gas and water are 2.02 1 I COLORADO nepartmento[rueuc HOidth 6 Em5rpat , further separated. The water is sent to four (4) 1,100 bbl produced water storage vessels (AIRS 015) before being trucked or pipelined from the facility. The oil is sent to three (3) vapor recovery towers (VRT) for further gas/oil separation prior to being sent to the twelve (12) 1,100 bbl condensate storage vessels (AIRS 014) on -site. All oil is trucked or pipelined from the facility. Truck operations occur via atmospheric condensate truck loading operations (AIRS 035). Truck loading vapors are returned to the slop tanks (AIRS 046) via vapor return lines and then sent to an enclosed combustion device for control. The overhead gas from the heater treaters, low pressure separators, and VRTs is sent to the vapor recovery units (VRU) where it is compressed and sent to an on -site gas conditioning unit that recovers Natural Gas Liquids (NGLs) from the vapors. Conditioned gas from this unit is used onsite as fuel. The gas conditioning unit has one (1) 2 MMscfd ethylene glycol dehydration unit (AIRS 049) prior to gas conditioning. In the event the VRUs are down, the overhead gas from the heater treaters, low pressure separators and VRTs is sent to an enclosed combustion device for control (AIRS 017). Flashing, working and breathing loss vapors from the condensate storage vessels and produced water storage vessels are routed to VRUs where it is compressed and sent to the gas conditioning unit. In the event the VRUs are down, the flashing, working and breathing loss vapors from the condensate storage vessels and produced water storage vessels are sent to enclosed combustion devices. Note that for the produced water storage vessels, no control is conservatively claimed from the VRUs. This reopening was triggered to address the parametric monitoring necessary to assure compliance with the 95% destruction efficiency required for the Condensate Loadout point (AIRs 035) and the TEG Dehydrator point (AIRs 001). This permitting action resulted in pure decreases in emissions due to the cancellation of the TEG dehydrator. A copy of the EPA order, including supplemental information, the Division's analysis, and a draft of the modified Operating Permit 20OPWE419 are available on the Division's website. Based on the information submitted by the applicant, the Division has prepared the draft modified operating permit for approval. Any interested person may contact the Division at cdphe_apcd_title_v@state.co.us to obtain additional information. Any interested person may submit written comments to the Division concerning 1) the sufficiency of the preliminary analysis, 2) whether the modified permit should be issued, 3) the ability of the proposed activity to comply with applicable requirements, 4) the air quality impacts of, alternatives to, and control technology required on the source or modification, and 5) any other appropriate air quality considerations. Pursuant to Colorado Regulation No. 3, Part C, Section XIII.A.6, only those portions of the permit for which there is cause to reopen are subject to Public Comment. Any interested person may submit a written request to the Division for a public comment hearing before the Colorado Air Quality Control Commission (Commission) to receive comments regarding the concerns listed above as well as the sufficiency of the preliminary analysis and whether the Division should issue the modified permit. If requested, the hearing will be held before the Commission within 60 days of its receipt of the request for a hearing unless a longer time period is agreed upon by the Division and the applicant. The hearing request must: 1) identify the individual or group requesting the hearing, 2) state his or her address and phone number, and 3) state the reason(s) for the request, the manner in which the person is affected by the proceedings, and an explanation of why the person's interests are not already adequately represented. The Division will receive and consider the written public comments and requests for any hearing for thirty calendar days after the date of this Notice.
