Findings and Order: Authorize Abatement of Dangerous Building Located at
4223 Grand Teton Road, Greeley, Colorado 80634 - Steven Wood
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, pursuant to Section 29-2-80 of the Weld County Code, and the International
Conference of Building Officials known as the Uniform Code for the Abatement of
Dangerous Buildings, the Board has established standards and procedures for the
abatement of dangerous buildings by repair, rehabilitation, demolition, or removal, and
Whereas, Parcel #095926304012 located at 4223 Grand Teton Road, Greeley, Colorado
80634, and being further described as Lot 28, Block Five (5), Hill -N -Park, a subdivision
located in Section 26, Township 5 North, Range 66 West of the 6th P.M., County of Weld,
State of Colorado ("the Property"), and
Whereas, the mobile home and sheds on the property have been deemed by the Building
Official for the Weld County Department of Planning Services, to be a dangerous building,
pursuant to the definitions of the Weld County Code, and
Whereas, notification of a public meeting was sent by mail on September 23, 2025, to
the property owner, Steven Wood, and
Whereas, the Board of Weld County Commissioners held a public meeting on October 6,
2025, for the purpose of hearing the testimony regarding this matter, at which time Steven
Wood, was not present, and
Whereas, based on the testimony and photographs provided by the Weld County
Department of Planning Services and the Weld County Attorney's Office at said meeting,
and the recommendation of staff, the Board deems it advisable to Order Steven Wood,
to abate the dangerous building conditions within ten (10) days of said meeting, or no
later than October 16, 2025.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County
Colorado, that an Order of Abatement be, and hereby is, issued to Steven Wood, pursuant
to Section 29-2-80 of the Weld County Code, whereby the following actions are ordered
to abate the dangerous building conditions on the property:
1. That Steven Wood shall cease allowing the sheds on the property to be used
for occupancy purposes.
2. That Steven Wood shall contact the Department of Planning Services to
arrange an inspection of the mobile home and sheds to further determine what
further actions are required for the mobile home to be safe for occupancy
purposes.

Be it further resolved that due to the safety hazards posed by the structures, the Weld
County Attorney's Office is directed to take any legal action necessary in Weld County
District Court to abate any and all dangerous conditions existing to any structure on the
property if Steven Wood fails to abate any dangerous conditions by October 16, 2025.
Be it further resolved that any final costs of abatement work performed by the County
shall become a lien on the property, pursuant to Section 29-2-60.M of the Weld County
Code (adding Section 801.2.1 to the Uniform Code for the Abatement of Dangerous
Buildings, 1997 Edition).
Be it further resolved by the Board that the Clerk to the Board be, and hereby is, directed
to record this Resolution in the records of the Weld County Clerk and Recorder.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Resolution, on motion duly made and seconded, by the following vote on
the 6th day of October, A.D., 2025:

Subject: Notification of Dangerous Building and Nuisance Conditions and Notice of Hearing
for 4223 Grand Teton Rd, Greeley, Colorado
Notice is hereby given that the following property in Weld County, Colorado described as HP5-
L28BLK5 HIL-N-PARK SUB known as street and number 4223 Grand Teton Rd, Greeley,
Colorado 80634, contains a building that the Weld County building official has deemed a dangerous
building and is subject to abatement proceedings.
You are here by notified that pursuant to the 1997 Uniform Code for the Abatement of Dangerous
Buildings as adopted by Chapter 29 of the Weld County Code, a public hearing will be held
before the Board of County Commissioners on October 6, 2025 at 9:00 a.m. The hearing will
be held in the Chambers of the Board of County Commissioners of Weld County, Colorado,
Weld County Administration Building, 1150 0 Street, Assembly Room, Greeley, Colorado
80631. You may be present at the hearing. You may be but need not be represented by counsel.
You may present any relevant evidence and will be given full opportunity to cross-examine all
witnesses testifying against you.
The building/mobile home structure is subject to abatement proceedings due to the following
conditions or defects:
Upon information and belief, the electrical system is defective or unsafe and there are
multiple power cords being run from the mobile home unit to sheds, thereby creating a
fire cr health hazard.
Unpermitted sheds in the back yard are being used as dwelling units.
It has been reported that there are no adequate sanitation facilities in the mobile home
structure.
The conditions or defects of the building exist to the extent that the life, health, property,
or safety of the public or its occupants are endangered.
At the hearing, a request will be made to the Board of County Commissioners that the building
be deemed a dangerous building and be abated by securing the building with fencing, and if that
measure fails to secure the building using other methods, up to and including demolition of the

Building/ sheds. Should the Board require you to abate the nuisance, and you fail to do so, Weld
County is authorized under Section 29-2-80 of the Weld County Code, to take steps to abate the
nuisance and impose a special assessment for the costs of such abatement.
Additionally, on August 21, 2025, a letter was posted at 4223 Grand Teton Rd. from the Weld
County Department of Public Health and Environment (WCDPHE). The letter was to advise that
WCDPHE observed (1) multiple piles of trash and discarded/unusable materials that are
excessive and provide harborage conditions for pests; (2) no visible means of human excrement
management which is a source of filth; (3) multiple individuals living outside in makeshift
housing on the property, with no apparent use of the house located on the property; (4) offensive
orders resulting from waste and sources of filth. At the hearing, a request will be made for the
Board of County Commissioners to find that a public nuisance exists on the property and order
you to take steps to abate the nuisance. Should the Board require you to abate the nuisance, and
you do not do so, Weld County is authorized under §25-1-518 C.R.S, to take steps to abate the
nuisance and impose a special assessment for the cost of such abatement on the property at 4223
Grand Teton Rd.
This letter serves as notice regarding the hearing to be held on October 6, 2025, at 9:00 a.m., as
