1. Call to Order at 4:30 pm by board chair Shawn Wolcott
2. Action Item —Approval of prior meeting minutes: Julianna Kitten stated that the
conversation surrounding the level of reporting by the previous Executive Director and
financial oversite by the board was not included in the minutes. Juliana Kitten stated that
she wanted to memorialize that conversation. It was motioned by Kyle Holman to approve
the January 8, 2025 meeting minutes with the updated conversation on financial reporting
and oversite; Motion was seconded by Kim Longworth; no opposition; all approved; motion
passed.
3. Open Public Comment Period: no public comments
4. Executive Director Reports: Vincent Ornelas stated that there are no Executive Director
Reports for this Board Meeting. Vincent Ornelas communicated his commitment to

providing full and accurate financial reports in order for the Board to carry out its financial
oversite responsibilities. Vincent Ornelas explained that a Fee Accountant has been
retained and an accounting cleanup is underway for the agency. The Fee Account will be
responsible for creating internal controls, provide independent oversight and drafting
financial statements for the board.
5. Action Item —Yardi Proposal: Vincent Ornelas explained that the current management
software, Tenmast is now obsolete and will no longer be able to interface with HUD
systems. Vincent Ornelas stated that the Housing Authority demoed Lindsay, which is a
different product of MRI. MRI is the parent company that owns Tenmast. Vincent Ornelas
stated that Yardi has become a leader in Affordable Housing Management Software. Kyle
Holman asked if our current IT vendor is Connecting Point and if so, wanted to know how it
was able to get this bad. Vincent Ornelas explained that prior leadership at the Housing
Authority refused to modernize its software. Vincent Ornelas conceded that the software is
expensive but highlighted the efficiencies the new software would bring. Kyle Holman asked
if Yardi would be a onetime cost or an annual subscription. Vincent Ornelas stated that
Yardi charges annually for its software. The first -year onboarding cost will be the most
expensive due to all the training and initial work to create the agency environment on the
new platform. Julianna Kitten asked if Yardi helped with clean-up and with training. Vincent
Ornelas stated that the proposal includes 125 hours of training and 175 hours of Rent Caf�
training. A portion of year one fees cover the cost of that training and clean-up. It was
motioned by Julianna Kitten to authorize the Executive Director to enter into an agreement
to secure Yardi Software for the Housing Authority. Motion was seconded by Kim Longworth;
no opposition; all approved; motion passed.
6. Action Item - Weld County IGA: Bobbier Cranston stated that the County drafted the
agreement and calls for the termination of the consortia agreement but will continue the
agreement until HUD approves the transfer of the Weld County Voucher program to the
Greeley Housing Authority. The agreement calls for the transfer of a vehicle, the State Farm
property and bank accounts associated with the property, termination of using the Greeley -
Weld Housing Authority and make-up of the board members. Bobbier Cranston clarified
that there are 4 Weld County representatives currently on the board and that City Counsil
intends on having a work session to discuss the make-up of the board. It was motioned by
Kyle Holman to approve the Weld County Intergovernmental agreement as proposed. The
Motion was seconded by Karin Crandall; no opposition; all approved; motion passed.
7. Action Item - City of Greeley IGA: Bobbier Cranston stated that she drafted the IGA and
can answer questions regarding the language but cannot offer an opinion due to her conflict
as an employee of the City of Greeley. Vincent Ornelas stated that he was able to review the
IGA and wanted to address the reimbursement cost to the City. Vincent Ornelas stated that
the amendment reduces that reimbursement from $13,800 to $5,000 monthly. Kyle
Holman asked what services the City Housing Department is providing the Housing
Authority. Vincent Ornelas explained that the two City Staff are on -site to provide Technical
Assistance to new Housing Authority staff. The City Staff are also auditing files, creating
new work flows, updating notices and providing training. Kyle Holman asked for an estimate
on how long City Staff would be needed for Technical Assistance. Vincent Ornelas stated
that the additional assistance would only be needed for 90 days. Julianna Kitten stated that
the two Women City staff are on -site twice a week and after internal conversations the City
is happy to provide that service at the reduced cost but will not do it for free. It was
motioned by Karin Crandall to approve the amended City of Greeley IGA as presented;
Motion was seconded by Kyle Holeman; Julianne Kitten abstained; no opposition; all
approved; motion passed.
8. Updates
a. City Line LOI: Vincent Ornelas stated that conversations with City Line are ongoing
and that an on -site walkthrough is scheduled in the following weeks so that Vincent
can get be updated on the development proposal. Kyle Holeman stated that board
members have already walked the property.
b. Peakview Trails: Vincent Ornelas stated that the property management transition
will occur on January 30, 2025. The Greeley Housing Authority has been working
together with the new property management company to ensure a smooth
transition.
9. Adjourn: It was motioned by Kyle Holman to adjourn; Motion was seconded by Kim
Longworth; no opposition; all approved; motion passed.
Next Board Meeting Scheduled February 26, 2025.
