Amazing Parents (CHAMPS) Colorado

Brief description of the problem/issue: On July 28, 2021, the Department entered into a
Memorandum of Understanding (MOU) with Children Need Amazing Parents (CHAMPS) Colorado to
support potential foster and kinship parent services. These services include foster parent certification,
ongoing training, mentorship, support groups, and general family support. CHAMPS Colorado also
provides recruitment and retention strategies, participates in advisory council collaboration, and works
closely with family support organizations such as Foster Source and Families Together.
To date, the following amendments have been approved to extend the term of the MOU:
• Amendment #1: Approved July 25, 2022, extending the term through August 31, 2023.
• Amendment #2: Approved August 23, 2023, extending the term through August 31, 2024.
• Amendment #3: Approved July 29, 2024, extending the term through August 31, 2025.
The Department is now requesting approval of Amendment #4 to extend the MOU term from
September 1, 2025, through August 31, 2026.
What options exist for the Board?
• Approval of the MOU Amendment #4 with CHAMPS Colorado.
• Deny approval of MOU Amendment #4 with CHAMPS Colorado.
Consequences: The current MOU with CHAMPS Colorado will expire on August 31, 2025,
resulting in a discontinuation of services outlined in the agreement.
Impacts: Without continued support from CHAMPS Colorado, the Department will have fewer
resources to assist foster and kinship families, which could affect the availability of
placement options for children in Weld County.

AGREEMENT AMENDMENT BETWEEN
WELD COUNTY AND
CHILDREN NEED AMAZING PARENTS
(CHAMPS) COLORADO
This Agreement Amendment made and entered into day of Ll
2025 by and between the Board of Weld County Commissioners, on behalf oft a Weld
County Department of Human Services, hereinafter referred to as the "Department", and
Children Need Amazing Parents (CHAMPS) Colorado, hereinafter referred to as the
"Contractor".
WHEREAS the parties entered into an Agreement to strengthen foster and kin family
programs, (the "Original Agreement") identified by the Weld County Clerk to the Board of
County Commissioners as document No. 2021-2259, approved on July 28, 2021.
WHEREAS the parties hereby agree to amend the term of the Original Agreement in
accordance with the terms of the Original Agreement and any previously adopted
amendment, which is incorporated by reference herein, as well as the terms provided
herein.
NOW THEREFORE, in consideration of the premises, the parties hereto covenant and
agree as follows:
• The Original Agreement was set to end on August 31, 2022.
The Original Agreement was amended on:
• July 25, 2022 to extend the term date through August 31, 2023.
• August 23, 2023 to extend the term date through August 31, 2024.
• July 29, 2024 to extend the term date through August 31, 2025.
• The Amendments are identified by the Weld County Clerk to the Board
of County Commissioners as document number 2021-2259.
• These Amendments, together with the Original Agreement, constitutes the entire
understanding between the parties. The following additional changes are hereby
made to the current Agreement as of September 1, 2025:
1. Term
This Agreement is being renewed for an additional year, for the period of
September 1, 2025 through August 31, 2026.
• All other terms and conditions of the Original Agreement remain unchanged.
IN WITNESS WHEREOF, the parties hereto have duly executed the Agreement as of
the day, month, and year first above written.

the Board as Tyler ID# 2021-2259, was entered into with Children Need Amazing Parents (CHAMPS) Colorado to
provide assistance with foster and kinship support groups, recruitment, and retention strategies, and advisory
councils. The Department is now requesting to amend the MOU for a third time to extend the term date from
September 1, 2024 through August 31, 2025.
What options exist for the Board?
• Approval of Amendment #3 with CHAMPS Colorado.
• Deny approval of Amendment #3 with CHAMPS Colorado.
Consequences: The Agreement with CHAMPS Colorado will expire.
Impacts: Provider will not provide needed Services to clients for the Department of Human Services
foster and kinship families.

Brief description of the problem/issue: Children Need Amazing Parents (CHAMPS) Colorado Amendment #2
to extend term date. This Memorandum of Understanding is known
to the Board as Tyler ID# 2021-2259.
CHAMPS Colorado will provide assistance with foster and kinship
support groups, recruitment, and retention strategies, and advisory
councils. DHS anticipates this partnership will lead to improvements
in areas such as the retention of foster families, placement stability
(fewer moves), and birth/foster parent relationships.
What options exist for the Board?
Approval of Children Need Amazing Parents (CHAMPS) Colorado Amendment #2.
Deny approval of Children Need Amazing Parents (CHAMPS) Colorado Amendment #2.
Consequences: There will not be needed foster and kinship support groups, recruitment and retention
strategies, and advisory councils.
Impacts: Provider will not provide needed Services to Department of Human Services foster and
kinship families.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years):
Non -financial Agreement.
Term: September 1, 2023 through August 31, 2024.
Recommendation:
• Approval of Children Need Amazing Parents (CHAMPS) Colorado Amendment #2 and authorize the

THE WELD COUNTY DEPARTMENT OF HUMAN SERVICES
AND CHILDREN NEED AMAZING PARENTS (CHAMPS) COLORADO
This Agreement Amendment, made and entered into Z61 Y'day of J 2022 by and between the Board
of Weld County Commissioners, on behalf of the Weld County Department of Human Servi s, hereinafter referred to as the
"Department", and Children Need Amazing Parents (CHAMPS) Colorado, hereinafter referred to as the "Contractor".
WHEREAS the parties entered into an Agreement to strengthen foster and kin family programs, (the "Original
Agreement") identified by the Weld County Clerk to the Board of County Commissioners as document No. 2021-2259, approved on
July 28, 2021.
WHEREAS the parties hereby agree to amend the term of the Original Agreement in accordance with the terms of the
Original Agreement and any previously adopted amendment, which is incorporated by reference herein, as well as the terms
provided herein.
NOW THEREFORE, in consideration of the premises, the parties hereto covenant and agree as follows:
• The Original Agreement will end on August 31, 2022.
• These Amendments, together with the Original Agreement, constitutes the entire understanding between the parties.
The following additional changes are hereby made to the current Agreement:
1. Term
This agreement is being renewed for an additional year, for the period of September 1, 2022 through August 31, 2023.
• All other terms and conditions of the Original Agreement remain unchanged.

WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Memorandum of Understanding to
Develop Plan to Strengthen Foster and Kinship Programs between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services, and Children Need Amazing Parents (CHAMPS) Colorado,
commencing September 1, 2021, and ending August 31, 2022, with further terms and conditions
being as stated in said memorandum of understanding, and
WHEREAS, after review, the Board deems it advisable to approve said memorandum of
understanding, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Memorandum of Understanding to Develop Plan to Strengthen
Foster and Kinship Programs between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Human Services,
and Children Need Amazing Parents (CHAMPS) Colorado, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said memorandum of understanding.
The above and foregoing Resolution was, on motion duly made and seconded, adopted

Request Board Approval of the Department's Memorandum of Understanding (MOU) with Children
Need Amazing Parents (CHAMPS) Colorado. The Department of Human Services (DHS) Child Welfare
Division is requesting to eater Tito a MOU with CHAMPS Colorado to develop a plan to strengthen foster and
kinship family programs. The plan will include conducting an initial survey and collecting data on certified
foster and kinship families to help inform the plan for support. Additionally, CHAMPS Colorado will provide
assistance with foster and kinship support groups, recruitment and retention strategies, and advisory councils.
DHS anticipates this partnership will lead to improvements in areas such as the retention of foster families,
placement stability (fewer moves), and birth/foster parent relationships. The County has no financial
commitment in this MOU.
The term of this MOU is September 1, 2021 through August 31, 2022, with the option for both parties to renew,
in writing, on an annual basis.
This MOU has been reviewed aad approved by legal. (G. Kalousek).
I do not recommend a Work Session. I recommend approval of this Memorandum of Understanding and
authorize the Chair to sign.

THIS MEMORANDUM OF UNDERSTANDING is entered into this day of
, 2021, by and between the Board of County Commissioners, on behalf of the Weld
C �� �► epartment of Human Services, hereinafter referred to as "Human Services," and
Children Need Amazing Parents (CHAMPS) Colorado hereinafter referred to as "CHAMPS
Colorado".
Purpose
CHAMPS Colorado will develop a plan with Human Services to strengthen foster and kin family
programs.
Term of this Memorandum of Understanding
This Memorandum of Understanding ("MOU" or "Agreement") shall be effective beginning
September 1, 2021 and shall end August 31, 2022. This MOU may be renewed by both parties,
in writing, on an annual basis.
CHAMPS Colorado Roles and Responsibilities
CHAMPS Colorado will work collaboratively with Human Services to develop a plan for
support according to its needs and the needs of foster and kin families. This will include
conducting an initial survey and collecting data on certified foster and kin families and providing
a summary for Human Services to help inform the plan for support.
• All survey data will be collected anonymously by CHAMPS Colorado and will be given
to Human Services for ownership once analysis is completed.
• All data collected by CHAMPS Colorado will be owned exclusively by Human Services.
• CHAMPS Colorado will not use or allow the use of the data for any purpose other than
identified in this MOU without the prior written consent from Human Services.
• CHAMPS Colorado will adhere to Human Services confidentiality practices in all
engagement with foster and kin families.
Based on the initial survey, data collection and plan development, CHAMPS Colorado will
provide technical assistance and support such as:
• Data Collection and Survey: Ongoing data collection as needed to understand the
experience of prospective foster parents from initial inquiry to licensure, including delays
and inefficienc;es that lead families to drop out of the process.
• Certification and On -Going Training: Support such as adding more panel discussions to
the certification process with practical examples of being a foster parent and ensuring
foster/kin families have access to on -going trainings.

• Mentorship: Evaluate current mentorship efforts and explore strengthening the
mentorship program to be led by foster/kin families.
• Foster/Kin Family Support Groups: Evaluate current support groups and their
effectiveness and explore the establishment of an independent support group.
• Recruitment and Retention Strategies: Evaluate current strategies for recruitment and
explore best practices for recruiting and retaining foster families.
• Advisory Councils: Develop and manage in collaboration with the county an advisory
council to give robust, comprehensive and coordinated feedback to Human Services.
• Collaboration with Foster and Kin Family Support Organizations: Work with
organizations like Foster Source and Families Together to provide direct support to
foster/kin families including trauma- informed trainings, support groups and other
resources.
Human Services Roles and Responsibilities
While CHAMPS Colorado will administer and collect data for the survey, Human Services will
review and approve the survey instrument as well as the plan for administering the survey.
Human Services will participate in monthly check ins with the Director of CHAMPS Colorado
and Human Services leadership for updating; provide access to the relevant staff where
appropriate.
Human Services will provide support in outreach to foster and kin families (ex: sending out the
survey) and will provide access, where appropriate, to foster and kin families to facilitate
support.
Human Services will facilitate sending out the survey to certified foster and kin families.
Human Services will promote CHAMPS Colorado as a support among Human Services staff.
Human services has no financial commitment in this MOU.
Benefits to Human Services
Based on strategies selected, specific benchmarks will be agreed upon and set. Examples of
benchmark data that may be tracked include:
• Increased retention of foster families
• Increased involvement in decision -making by foster parents
• Improved worker/foster parent relationships
• Improved birth/foster parent relationships
• Increased participation by foster parents in health and education activities of children
• Increased percentage of children living with a family (vs. group placements)
• Increased placement stability (fewer moves)
• Increased timely permanency for children
• Improved policies resulting from feedback from foster/kin families
CHAMPS Colorado will develop and conduct a follow-up survey for certified foster and kin
families after a 12 -month period to begin to measure impact in the identified areas.
Modifications. This Agreement may be modified in writing, in whole or in part, upon approval
of the signers.
Termination. This Agreement may be terminated at any time by either party giving thirty (30)
days written notice to the signers. No portion of this MOU shall be deemed to create an
obligation on the part of the County of Weld, State of Colorado, to expend funds not otherwise
appropriated, as this MOU is subject to the availability of funding. Therefore, Human Services
may terminate this MOU at any time if the source of funding for the services made available to
CHAMPS Colorado is no 1 ginger available to Human Services, or for any other reason. CHAMPS
Colorado reserves the right to suspend services to clients if funding is no longer available.
Entire Agreement. This MOU contains the entire agreement and understanding between the
parties with respect to the subject matter hereof, and may not be changed or modified except as
stated herein. This MOU shall be binding upon the parties hereto, their successors, heirs, legal
representatives, and assigna. CHAMPS Colorado and Human Services may not assign any of its
rights or obligations hereunder without the prior consent of both parties.
No Third -Party Beneficiary. It is expressly understood and agreed that the enforcement of the
terms and conditions of thi; MOU, and all rights of action relating to such enforcement, shall be
strictly reserved to the undusigned parties and nothing in this MOU shall give or allow any claim
or right of action whatsoever by any other person not included in this MOU. It is the express
intention of the undersigned parties that any entity other than the undersigned parties receiving
services or benefits under this MOU shall be an incidental beneficiary only.
Governmental Immunity_ No term or condition of this contract shall be construed or
interpreted as a waiver, express or implied, of any of the immunities, rights, benefits, protections
or other provisions, ofthe Colorado Governmental Immunity Act §§24-10-101 et seq., as
applicable now or hereafter amended.
Independent Contractor. CHAMPS Colorado agrees that it is an Independent Contractor and
that CHAMPS Colorado's officers, agents or employees will not become employees of Human
Services, nor entitled to any. employee benefits from Human Services as a result of the execution
of this MOU. CHAMPS Colorado shall perform its duties hereunder as an Independent
Contractor. CHAMPS Colcrado shall be solely responsible for its acts and those of its agents and
employees for all acts performed pursuant to this MOU. CHAMPS Colorado, its employees
and agents are not entitled to unemployment insurance or workers' compensation benefits
through Human Services and Human Services shall not pay for or otherwise provide such
coverage for CHAMPS Colorado or any of its agents or employees. Unemployment
insurance benefits will be available to CHAMPS Colorado and its employees and agents
only if such coverage is made available by CHAMPS Colorado or a third party. CHAMPS
Colorado shall pay when due all applicable employment taxes and income taxes and local
head taxes (if applicable) incurred pursuant to this MOU.
Severability. If any term or condition of this MOU shall be held to be invalid, illegal, or
unenforceable by a court of competent jurisdiction, this MOU shall be construed and enforced
without such provision, to the extent that this MOU is then capable of execution within the
original intent of the parties.
