Buck, Chair Commissioner Scott K. James, Pro-Tem Commissioner Jason S. Maxey Commissioner Lynette Peppler Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Department of Public Works Representative, Evan Pinkham The following business was transacted: El I hereby certify that pursuant to a notice dated January 9, 2025, and duly published January 11, and January 12, 2025, in the Greeley Tribune, a public hearing was conducted to consider approval of the 2024 Highway User Tax Fund (HUTF) Annual Mileage and Condition Certification Report, and adoption of the HUTF Map to be submitted to the Colorado Department of Transportation (CDOT) showing the Weld County Primary and Secondary Road Systems and showing the total mileage of public roads in Weld County which are eligible for participation in the HUTF, pursuant to the requirements of C.R.S. §43-2-110(1). Chair Buck made this a matter of record. Evan Pinkham, Department of Public Works, presented the 2024 HUTF Certification Report, as well as a map depicting the Primary and Secondary roads maintained by Weld County as of the end of 2024. He reviewed the changes to the road system, including miles of paved and gravel roads maintained by the County, and explained the adjustments typically result from improvement projects, municipal annexations, and housekeeping to correct any errors, which he reviewed in detail for the record. Mr. Pinkham stated the map will be submitted to CDOT reflecting the Primary and Secondary routes to satisfy statutory requirements to document the current status of public roads, and all this information will also be accessible in the GIS portal. cc. (EFt/MN/EP) GIS(SGe pi,.i(cHfo bb/$g) 02/Io/2S 2025-0240 EG0083 Hearing Certification - Highway User Tax Fund (HUTF) Annual Report and Maps Page 2 Commissioner Ross commended staff for their efforts, stated the numbers reflect that Weld County is growing along with the milage of roadways being annexed into municipalities, which impact the amount of funds the County can apply for. Commissioner James echoed Commissioner Ross' sentiments and noted the deposit for the Funding Advancements for Surface Transportation and Economic Recovery (FASTER) grant funds. He indicated these funds are part of Governor Polis' proposal for 2025 to help lessen the budgetary impacts of the state, and if legislature passes, inquired about the direct impacts for the County roadways next year. In response, Mr. Pinkham confirmed the proposal would remove funding and make it more difficult to obtain funding to maintain or create infrastructure to keep up with the growth of Weld County. Commissioner Ross expressed his disappointment with the state pilfering the FASTER grant funds from CDOT to backfill other social programs allowing the conditions of roadways to deteriorate, let alone, there being no budget for expansion to capacity, which forces local government agencies to pick up where CDOT leaves off, while simultaneously lowering the funding available to access. Commissioner Ross moved to approve the 2024 Highway User Tax Fund (HUTF) Annual Mileage and Condition Certification Report, and adoption of the Map to be submitted to the Colorado Department of Transportation (CDOT) showing the Weld County Primary and Secondary Road Systems and showing the total mileage of public roads in Weld County which are eligible for participation in the HUTF, pursuant to the requirements of C.R.S. §43-2-110(1). The motion was seconded by Commissioner James.
