I'm not sure if there is anything in OnBase that we need to close out because we were unsuccessful in getting this
grant. It was a pass -around on January 30, and I can't find anything in OnBase, so I'm not sure if we entered it, or
not.

After thoughtful review, scoring, and deliberation, the Colorado Opioid Abatement Council (COAC) has
reached a final determination on the Awards for the Round 3 Infrastructure Funding Opportunity. We
recognize the time, thought, and collaboration that went into your application, and we sincerely
appreciate your commitment to addressing the opioid crisis in Colorado. However, we regret to inform
you that your application, Statewide Virtual Co -Responder Program, was not selected to receive
Infrastructure Share funding.
With 46 eligible applications received, totaling $21 million in requested funds, this was the most
competitive funding opportunity since the launch of Infrastructure Share funding in 2023. For those

After thoughtful review, scoring, and deliberation, the Colorado Opioid Abatement Council (COAC)

Round 3 Evaluation Process
To assist in awarding Opioid Funds from the Infrastructure Share, COAC assembled an Infrastructure
Evaluation Committee, with administrative support from the Opioid Response Unit, to develop, solicit,
review, and recommend applications for funding. The Round 3 Evaluation Committee, representing 5
different opioid abatement regions of the state, was comprised of COAC members, community leaders,
public officials, voices of lived experience, and a variety of subject matter experts.
To reach these recommendations, the Evaluation Committee followed a comprehensive review process,
consisting of 3 key stages:
Stage 1: Administrative Review (February 2025):
The Administrator reviewed applications for eligibility and minimum submittal requirements and
assembled materials for the Evaluation Committee.
Stage 2: Sub -Committee Review, Scoring, and Selection (February — April 2025):
Applications were divided into two batches (consisting of 23 applications each) for review by the
subcommittees. The two batches were divided to each reflect a diverse representation of regions,
geography, entity type, and dollar amounts requested. Evaluators scored applications using a
standardized scoring rubric. After scoring, Evaluators cross-checked the top -ranked applications from the
opposing subcommittee as a secondary review. Based on the calculated score and relative merits of each
application, Evaluators selected applications for consideration by COAC.
Stage 3: COAC Review (May 2025):
On May 14, 2025, the COAC voted to award 12 proposals, totaling $5 million, for Infrastructure Share
funding. 50% of the projects will serve rural regions and, in total, the Round 3 awards will directly impact
13 of the 19 opioid abatement regions of the state. Additional information will be made available on the
