Use by Special Review Permit, USR25-0003, for Oil and Gas Support and Service
(material storage yard, specifically for recycled road base, riprap, etc.) outside of
subdivisions and historic townsites in the A (Agricultural) Zone District —
Noble Energy, Inc., a wholly owned subsidiary of Chevron U.S.A. Inc.
A public hearing was conducted on June 11, 2025, at 10:00 a.m., with the following
present:

The following business was transacted:
hereby certify that pursuant to a Notice dated April 16, 2025, and duly published
April 18, 2025, in the Greeley Tribune, a public hearing was conducted to consider the
request of Noble Energy, Inc., a wholly owned subsidiary of Chevron U.S.A. Inc., for Use
by Special Review Permit, USR25-0003, for Oil and Gas Support and Service (material
storage yard, specifically for recycled road base, riprap, etc.) outside of subdivisions and
historic townsites in the A (Agricultural) Zone District. Karin McDougal, Deputy County
Attorney, made this a matter of record.
Molly Wright, Department of Planning Services, presented a brief summary of the
proposal and explained there will be two (2) office trailers, and two (2) conex containers
on the site. She relayed the hours of operation and number of employees, and discussed
the Dust Abatement Plan and Noise Evaluation findings. She stated notice was sent to
eight (8) surrounding property owners (SPOs), one (1) letter of concern was received
regarding pond drainage, and she noted there are 11 USRs within one (1) mile of the site.
Ms. Wright displayed images of the site and surrounding views, entered the favorable
recommendation of the Planning Commission into the record, as written, and stated the
applicant has addressed original Conditions of Approval (COA) #1.A, #1.B, and #1.D.

TA Mike McRoberts, Department of Planning Services, Development Review, relayed
access is on County Road (CR) 47, provided the traffic counts in the area, and described
the anticipated traffic associated with the project. He reiterated a Final Drainage Report
(COA #1.D) had been received, and indicated a revised Traffic Impact Study (TIS) was
received after the Planning Commission (PC) hearing, which warranted changes to
COA #1.C and the original Development Standard (DS) #15, now requiring a Road
Maintenance Agreement, only, without the need for off -site improvements. In response to
Commissioner Maxey, Mr. McRoberts confirmed the Final Drainage Report addresses
the concerns of the SPO, regarding drainage.
Amy Conway, Tetra Tech, Inc., represented the applicant, and in response to
Chair Buck, indicated neither she, nor anyone from her team, had had contact with any
of the Commissioners regarding this case. She introduced her team and shared a
PowerPoint presentation (Exhibit E), which showed the general location of the site. She
discussed the existing oil and gas operations in the area, outlined the planned site
improvements, and explained the visual and operational buffers the applicant will
incorporate, as well as the location compatibility. She asserted the project aligns with the
Weld County Comprehensive Plan, provided the number of employees, and discussed
traffic and access, as well as noise and nuisance mitigation. She indicated bottled water,
and portable toilets will be used on the site, summarized the community outreach the
applicant had done, and mentioned the applicant met with the SPO to address his
concerns about drainage and grading. She concluded by stating the applicant agrees to
the COAs and DSs, including the revisions proposed by staff in their presentations.
El Responding to Commissioner Maxey, Ms. Conway explained the initial concern of the
Galeton Fire Protection District (GFPD) related to traffic, and confirmed the applicant has
worked with GFPD to address their concern.
No public testimony was offered concerning this matter.
=_ Commissioner Buck reiterated the applicant had already agreed to the COA and DS.
The Board discussed said COA and DS and Commissioner Maxey suggested deleting
the new DS #15 (Road Maintenance Agreement), as it was a duplicate of the original
DS #15, mentioned in Mr. McRoberts presentation. Commissioner Maxey also suggested
deleting new DS #23 (comply with provisions for On -site Wastewater Treatment System
[OWTSD, as the applicant is utilizing portable toilets, not an OWTS, and the Board agreed
to all of the aforementioned changes.
CI In response to Chair Buck, Ms. Conway indicated, on behalf of the applicant, she had
reviewed, and agreed to abide by, the Conditions of Approval and Development
Standards, as amended.

No public testimony was offered regarding changes made to the Conditions of
Approval and Development Standards.
Commissioner Ross moved to approve the request of Noble Energy, Inc., a wholly
owned subsidiary of Chevron U.S.A. Inc., for Use by Special Review Permit,
USR25-0003, for Oil and Gas Support and Service (material storage yard, specifically for
recycled road base, riprap, etc.) outside of subdivisions and historic townsites in the
A (Agricultural) Zone District, based on the recommendations of Planning staff and the
Planning Commission, with the Conditions of Approval and Development Standards, as
amended. The motion was seconded by Commissioner Maxey, and it carried
unanimously. There being no further discussion, the hearing was completed at 10:26 a.m.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Hearing Certification, on motion duly made and seconded, by the following
vote on the 25th day of June, A.D., 2025:
