All sources are currently authorized under General Permit 10, and this project will be designated as a new synthetic minor source of volatile organic compounds (VOCs), in compliance with the Nonattainment New Source Review (NANSR) and Prevention of Significant Deterioration (PSD) regulations. General Permit 02, which covers natural gas engines, and General Permit 11, which applies to routine or predictable gas venting, do not require public notice; however, they are included in this project. In addition, condensate truck loadout qualifies as APEN-exempt. While APEN-exempt activities also do not require public notice, they are included in this project for completeness. The division has determined that this permitting action is subject to public comment requirements under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to the following reason(s): • This source is requesting a federally -enforceable limit on the potential to emit to avoid other requirements. The division will receive and consider written public comments for thirty (30) calendar days after the date of this notice.
