CALL TO ORDER:
Jason Maxey, President, called the meeting to order at 3:20 p.m.
APPROVE MINUTES OF OCTOBER 14, 2024:
By motion duly made by Bruce White and seconded by Travis DePorter, the minutes of
October 14, 2024, were approved unanimously.
ELECTION OF BOARD PRESIDENT AND SECRETARY:
Jason Maxey, President, stated the by-laws require three items of business each year,
the first of which is to elect the Board President and Secretary. Bruce White nominated
Commissioner Jason Maxey as President, and Travis DePorter Maxey seconded the motion,
which passed unanimously. Bruce White nominated Travis DePorter as Secretary, and Jason
Maxey seconded the motion, which passed unanimously.
DESIGNATE THE SITE OF THE POSTING OF ALL NOTICES:
Jason Maxey, President, stated the second item of business to be considered each year
is to designate a site for the posting of all official Weld FML District notices. Bruce White moved
that the designated site for the posting of all official Weld County FML District notices be on the
bulletin board in the Main Lobby of the Weld County Administration Building located at 1150 O
Street, Greeley, Colorado, and Travis DePorter seconded the motion, which passed
unanimously.
APPROVE 2025 QUARTERLY MEETING SCHEDULE AND MEETING PLACE:
Jason Maxey, President, stated the third item of business to be considered each year is
to approve the quarterly schedule and meeting place. He recommended the meetings be in the
Pawnee Room and the schedule for meetings be April 14, 2025; July 14, 2025; and October 13,
2025. All meetings will be at 3:00 p.m. at 1150 O Street, Greeley, Colorado. By motion duly
made by Travis DePorter and seconded by Bruce White Maxey, the place of meeting and dates
were unanimously approved as presented.
CONSIDER IGA WITH WELD COUNTY FOR ROAD PROJECTS:
Jason Maxey, President, presented an IGA for Weld County Road Projects in the
amount of $1,528,575, which is the 2025 budgeted amount. He indicated that the IGA was the
same format as last year. Attached to the IGA is Exhibit A with oil and gas haul route (HARP)
projects for 2025 of which $1,528,575 will be paid for from Weld County Federal Mineral
Leasing District funds in 2025 per the IGA. On motion duly made by Bruce White and seconded
by Travis DePorter Maxey, the Intergovernmental Agreement for Road Projects was approved
unanimously.
CONSIDER IGA WITH WELD COUNTY FOR WATER TESTING:

Jason Maxey, President, presented an IGA for Weld County Water Testing Program in
the amount of $52,000 which is the 2025 budgeted amount. He indicated that the IGA was a
continuation of the previous water testing IGA starting in 2011. On motion duly made by Travis
DePorter and seconded by Bruce White, the Intergovernmental Agreement for Water Testing
was approved unanimously.

NEXT MEETING DATE:
The next meeting date is April 14, 2025, at 3:00 p.m.
ADJOURN:
President Maxey adjourned the meeting at 3:25 p.m.
