HomeMy WebLinkAbout20252064.tiffResolution Approve Community Development Block Grant Advisory Committee (CDBGAC) Recommendation for Additional 2025 Funding Allocation Award for Phase II Housing Rehabilitation Project Program — Town of Firestone Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and Whereas, on May 7, 2025, the Board of County Commissioners of Weld County, Colorado, approved Funding Allocations for Community Development Block Grant (CDBG) Program 2025 Projects based on the Weld County Community Development Block Grant Advisory Committee (CDBGAC) Recommendation, of which, one project awarded and allocated is further identified below: • #25-3 Town of Firestone Housing Rehabilitation Project Program (Phase II) — $75,000.00 Whereas, the U.S. Department of Housing and Urban Development, Office of Community Planning and Development, awarded Weld County with Community Development Block Grant (CDBG) funds for Fiscal Year 2025, in the actual amount of $1,251,662.00, totaling $40,352.00 more in grant funding than the estimated amount of $969,048.00, and Whereas, the Board has been presented with the Community Development Block Grant Advisory Committee (CDBGAC) Recommendation for Additional 2025 Grant Funding Allocation Award, in the amount of $30,000.00, to the Town of Firestone for the Phase II Housing Rehabilitation Project Program through the Community Development Block Grant (CDBG) Program, and Whereas, after review, the Board deems it advisable to approve sad recommended additional project funding allocation. Now, therefore, be it resolved by the Board of County Commissioners of Weld County, Colorado, that the Community Development Block Grant Advisory Committee (CDBGAC) Recommendation for Additional 2025 Funding Allocation Award, in the amount of $30,000.00, to the Town of Firestone for the Phase II Housing Rehabilitation Project Program through the Community Development Block Grant (CDBG) Program, for a total award for said Project #25-3 amounting to $105,000.00, be, and hereby is, approved and allocated. Gesick, Clerk to the Board 2025-2064 F 10082 BOARD OF COUNTY COMMISSIONERS PASS -AROUND REVIEW PASS -AROUND TITLE: Award of additional CDBG funding for the 2025 grant year DEPARTMENT: Finance/CDBG DATE: July 9, 2025 PERSON REQUESTING: Cheryl Pattelli and Cynthia Martin Brief description of the problem/issue: Weld County has been awarded $1,251,662 in 2025 CDBG funding — an additional $40,352 more than last year's allocation on which the earlier round of grant awards the BOCC approved was based. Of this additional funding, 80% may be awarded in grant funding or $32,282 while reserving 20% for program administration. The Weld County CDBG Advisory Committee voted 5 to 0 at their July 2, 2025 meeting to recommend the Board of County Commissioners award $30,000 in additional funding to the Town of Firestone for their Housing Rehabilitation Program II and set aside the remaining $2,280 for contingencies. The Firestone project was funded in the earlier round however received less funding than they requested due to insufficient funding. The $30,000 additional funding will allow Firestone to provide up to $15,000 in minor repairs to two additional single-family homes owned and occupied by low- and moderate -income residents. What options exist for the Board? 1. Approve the additional funding request as recommended by the CDBG Advisory Committee. 2. Schedule a work session to discuss. Consequences: Approving this request as presented will allow for the full usage of 2025 CDBG funding received. Impacts: If this CDBG funding is not allocated to 2025 projects, it would need to be held over for future use. Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years): No cost to award this funding. Recommendation: It is recommended that the Board approve the additional award of $30,000 to Project #25-3 Firestone Housing Rehab Program II and $2,280 set aside for contingencies as recommended.
