HomeMy WebLinkAbout20250600.tiffRecord of Proceedings Minutes Board of County Commissioners Weld County, Colorado Wednesday, March 5, 2025 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 5, 2025, at the hour of 9:00 a.m. Roll Call: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Perry L. Buck, Chair Commissioner Scott K. James, Pro-Tem — Excused Commissioner Jason S. Maxey Commissioner Lynette Peppler Commissioner Kevin D. Ross — Excused Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Controller, Rusty Williams Minutes: Commissioner Peppler moved to approve the below listed Minutes of the Board of County Commissioners meeting, as printed. Commissioner Maxey seconded the motion and it carried unanimously. 1. Minutes from February 19, 2025 JE Certification of Hearings: Commissioner Maxey moved to approve the below listed Hearing Certificates. Commissioner Peppier seconded the motion, which carried unanimously. 1. PUDF24-0005 — Christy and Daniel Pratt 2. COZ24-0007 — West Greeley Conservation District 3. USR24-0024 — Colorado State Land Board, do Pivot Solar 45, LLC, and Pivot Solar 55, LLC Amendments to Agenda: There were no amendments to the Agenda. 31Zo 2025-0600 BC0016 Page 2 Wednesday, March 5, 2025 www.weld.gov ---� Consent Agenda: Commissioner Maxey moved to approve the Consent Agenda, as printed. Commissioner Peppier seconded the motion and it carried unanimously. Ei Warrants: 1. General Warrants — March 1, and 4, 2025: Commissioner Maxey moved to continue the matter for consideration to March 10, 2025, at 9:00 a.m. Commissioner Peppier seconded the motion and it carried unanimously. Bids: 1. Approve Bid #B2500009, Dacono Grader Shed — Facilities Department: Toby Taylor, Purchasing Department, stated staff recommends selecting the lowest bidder who met specifications, TCC Corporation, for a total amount of $1,277,387.00. Commissioner Maxey moved to approve said bid. The motion was seconded by Commissioner Peppier and it carried unanimously. 2. 8 Approve Bid #62500010, Wireless Irrigation Controls — Facilities Department: Mr. Taylor reviewed staffs recommendation to select The Davey Tree Expert Company, the low bidder meeting specifications, for a total amount of $95,887.78. In response to Commissioner Maxey, Patrick O'Neill, Director of Facilities, indicated he will research regarding the inquiry about annual subscriptions and return with information, and confirmed annual subscriptions for the work indicated is standard for services. After discussion, Commissioner Peppier moved to approve said bid. The motion was seconded by Commissioner Maxey and it carried unanimously. 3. ElApprove Bid #B2500019, Recycled Asphalt Product — Department of Public Works: Mr. Taylor introduced Martin Marietta Materials, Inc., as the sole bidder selected and staff confirmed all specifications are met, with said bid to exceed $265,500.00. Commissioner Peppier moved to approve said bid. The motion was seconded by Commissioner Maxey and it carried unanimously. 4. IRPresent Bid #B2500008, Adult Community Corrections Services — Department of Justice Services: Mr. Taylor stated three (3) bids were received and staff will make a recommendation on April 30, 2025. 5. a Present Bid #B2500021, Wireless Irrigation Controls (Part Two [2]) — Facilities Department: Mr. Taylor stated five (5) bids were received and staff will make a recommendation on March 19, 2025. Commissioner Maxey indicated he would appreciate the same information requested with the approval of Bid #B2500010 listed above. 2025-0600 BC0016 Page 3 Wednesday, March 5, 2025 www.weld.gov New Business — General: 1. Consider Contract ID #9103 Agreement for Foster Care Respite Services and Authorize Chair to Sign — Bryan and Rachel Muth: Jamie Ulrich, Director of the Department of Human Services, stated the agreement is for a new foster care respite home located in Greeley, Colorado. Commissioner Peppler moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Maxey and it carried unanimously. 2. Consider Contract ID #9123 Professional Service Agreement for Career Readiness Classes and Authorize Chair to Sign — Teri Walch-Sabo, dba TWS Strategies, LLC: Ms. Ulrich stated the agreement provides career readiness classes to equipment clients with skills necessary for successful transition into the workforce. Commissioner Maxey moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Peppler and it carried unanimously. 3. E.Consider Memorandum of Understanding for Pilot Program Concerning Placement Families for Children and Youth with High Acuity Needs, and Authorize Chair to Sign — Raise the Future: Ms. Ulrich stated the memorandum of understanding (MOU) allows for the department to participate in a pilot program, at no cost to the County, aimed to assist with training of caregivers and placement of children and youth who have high acuity needs with families in Weld County. Commissioner Peppler moved to approve said MOU and authorize the Chair to sign. The motion, which was seconded by Commissioner Maxey, carried unanimously. 4. e Consider Contract ID #9152 Individual Provider Contract for Purchase of Foster Care Services in a Foster Care Home and Authorize Chair to Sign — Doug and Ellen Hansen: Ms. Ulrich stated the contract is for a provisional foster care kinship home located in Johnstown, Colorado. Commissioner Maxey moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Peppier and it carried unanimously. 5. a Consider Contract ID #9153 Individual Provider Contract for Purchase of Foster Care Services in a Foster Care Home and Authorize Chair to Sign — Maryssa Colin: Ms. Ulrich stated the contract is for a provisional foster care kinship home located in Evans, Colorado. Commissioner Peppier moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Maxey and it carried unanimously. 6. a Consider Contract ID #9154 Individual Provider Contract for Purchase of Foster Care Services in a Foster Care Home and Authorize Chair to Sign — Carlita Duron: Ms. Ulrich stated the contract is for a provisional foster care kinship home located in Lafayette, Colorado. The motion was seconded by Commissioner Peppier and it carried unanimously. 7. a Consider Contract ID #9155 Individual Provider Contract for Purchase of Foster Care Services in a Foster Care Home and Authorize Chair to Sign — Mark and Christin Eberhard: Ms. Ulrich stated the contract is for a provisional foster care kinship home located in Lochbuie, Colorado. Commissioner Peppler moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Maxey and it carried unanimously. 8. a Consider Contract ID #9156 Individual Provider Contract for Purchase of Foster Care Services in a Foster Care Home and Authorize Chair to Sign — MaShawna Forrest: Ms. Ulrich stated the contract is for a provisional foster care kinship home located in Longmont, Colorado. Commissioner Maxey moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Peppier and it carried unanimously. 9. a Consider Contract ID #9157 Individual Provider Contract for Purchase of Foster Care Services in a Foster Care Home and Authorize Chair to Sign — Samantha Rodgers: Ms. Ulrich stated the contract is for a provisional foster care kinship home located in Pierce, Colorado. Commissioner Peppler moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Maxey and it carried unanimously. Commissioners Peppler and Buck expressed their excitement in seeing an increase in foster care homes. 10. a Consider Temporary Closure of County Road 17 Between County Roads 6 and 8: Amy Mutchie, Department of Public Works, presented the closure request on behalf of Thalle Construction Company, Inc., and the City of Thornton, which is requested to begin March 24, 2025, and go through May 23, 2025, for the installation of a 42 -inch water transmission line. She detailed work that will be completed, which leads to the extended length of time for said closure, indicated magnesium chloride will be used for dust control on the gravel portion of the detour route, as needed, and message boards will be placed in advance of the closure. Ms. Mutchie noted communications with local residents, businesses, the school district, and the Postmaster have occurred. Commissioner Peppler moved to approve said temporary closure. The motion was seconded by Commissioner Maxey, and it carried unanimously. Public Comment: No public comment was offered. Let the Minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
