Dear Governor Love,
The Board of County Commissioners , Weld County, Colorado ,
hereby officially requests that the area flooded due to the
Latham Reservoir dam failure be declared a disaster area.
Land flooded is approximately 4, 365 acres, including Kersey,
a town of about 600 people . Since the majority of Kersey
residents are senior citizens with limited or fixed incomes
there is no possible way that they can absorb their esti-
mated $1 million damages .
A small community such as Kersey would find it a great
financial burden to reconstruct their sewage lagoons to meet
state health standards , for the minimum reconstruction cost
estimated by the chief sanitarian of Weld County Health Depart-
ment is $120 , 000 . 00 .
A major emergency exists regarding the Kersey school system
which serves a vast area. The school will not be able to reopen
for at least a week due to major damage which has lately been
discovered. At this point, heating systems in the school are
not functional and the time and cost necessary to repair them
are not known. Total estimated damage to the school is $400,000.
Definitely every effort should be expedited to restore this
school system quickly.
Extensive farm damage- -not only present, but future- -is estimated
at a minimum $2,182, 500 . 00 . Because of damage to cement irriga-
tion ditches, irrigation laterals , farming land, loss of irriga-
tion water for the approaching 1973 season and the anticipated
drop in 1973 farm production for the flooded area, losses will
far exceed the present estimated damages .

Engineering consultants to the President of the Latham
Irrigation Company report it is improbable that Latham
Reservoir will be repaired and able to store water for
the 1973 farming season, nor possibly for the 1974 season.
Unfortunately, Latham Reservoir also serves as a major
flood protection reservoir for the area which it just
flooded. It picks up runoff from a very extensive area
south. Therefore, we think the State should definitely
consider the possibility of a corps of engineers assisting
in the rebuilding of this reservoir based on needed long-
range flood protection.
The Union Ditch flume south of the Latham Reservoir ditch
received an estimated $5000 .00 damage due to the flood.
Weld County road and bridge losses are estimated at
$200, 000 . 00 .
Total damage estimates ($1,000,000 .00: Kersey;: $120 ,000 .00:

$2, 182, 500 . 00: farm damages ; $5,000 .00: Union Ditch flume;

The United States Department of Agriculture , offering
emergency conservation assistance in Weld County to
help repair damage caused by lake waters from breakage
in the Latham dam April 12th , is announcing an initial
allocation of $40 , 000 . 00 to Colorado State Agriculture
Stabilization and Conservation Authority for use in
sharing with the farmers the cost of removing debris
from farmland, grading and shaping eroded land areas ,
restoring permanent fences for livestock, restoring
structures in the form of farm ponds , terraces and
irrigation systems and reestablishing permanent vegetative
cover to prevent serious erosion .
These measures are subject to approval by the Agriculture
Stabilization and Conservation Authority state and county
committees .
This emergency conservation assistance is designed to enable
the Secretary of Agriculture to alleviate conditions
resulting from natural disasters and state restoration of
agricultural lands to production capacity .
$40 , 000 . 00 is the initial allocation; more will be forth-
coming to be announced at a later date

Glenn: Ned Callan called this morning regarding the
confusion on the loans ; originally it was thought that
Kersey people would not get 1% loans or the $5000 .00
forgiveness clause.
The Kersey flood happened before the President signed
the law concerning that and so Kersey residents are
eligible for the 1% loans and $5 , 000 . 00 forgiveness
clause .
They should contact the local small business admini-
stration office in Denver for assistance in repairing
their homes and businesses . They have until July 8th
to get their applications in.
