HomeMy WebLinkAbout20252159.tiffHearing Certification Docket No. 2025-52.D Board of County Commissioners Weld County, Colorado Sitting as the Redistricting Commission Public Hearing of the Board of County Commissioners of Weld County, Colorado, sitting as the Redistricting Commission, to receive input from the public regarding changing the boundary lines of Commissioner Districts in Weld County, Colorado, as proposed by the Weld County Redistricting Advisory Committee pursuant to Colorado Revised Statutes §§ 30-10-306 et. seq. A public hearing was conducted on July 30, 2025, at 9:00 a.m., with the following present: Commissioner Perry L. Buck, Chair Commissioner Scott K. James, Pro-Tem Commissioner Jason S. Maxey Commissioner Lynette Peppler Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Assistant County Attorney, Matthew Conroy The following business was transacted: I hereby certify that pursuant to a Notice dated July 16, 2025, and duly published July 18, 2025, in the Greeley Tribune, a Public Hearing of the Weld County Board of County Commissioners was conducted to consider Adoption of the Map Establishing Boundary Lines of Commissioner Districts in Weld County, Colorado. Bruce Barker, County Attorney, made this a matter of record. Matthew Conroy, Assistant County Attorney, presented a brief summary of the meeting that took place on July 23, 2025, where two (2) additional maps were proposed by Commissioners Maxey and James. He indicated the Board will host an additional meeting Wednesday, August 6, 2025, to make a final decision. Stacy Suniga, City of Greeley resident, introduced herself for the record and expressed her dismay concerning the two (2) additional maps introduced by Commissioners James and Maxey. She relayed a summary of the actions which have taken place to date, and Commissioner James thanked for Ms. Suniga for her participation on the committees. He also inquired as to what statutory findings were being violated with the two (2) new maps, and in response she expressed her view that the maps divide the Latino community. In response to Commissioner Ross, Ms. Suniga restated her remembrance of a statement she previously made regarding the communities of interest represented on the maps. cc .cR@rims),cABocc(vO 2025-2159 OVzS CR0036 Hearing Certification — Redistricting Public Input Page 2 Ann Kling, City of Greeley resident, expressed her opinion on what strong leaders are and how they represent the constituents, and she urged the Board to be strong leaders. Ann LaPlante, City of Greeley resident, stated the two (2) additional maps are very similar to what is currently under review, and she further expressed her preference for the South Platte map. In response to Commissioner James, Ms. LaPlante asserted the South Platte map is the least detrimental in the recognition of the voting powers with respect to Greeley as a community interest of Greeley. Margie Martinez, City of Greeley resident, stated her support for the Lone Tree map as it respects the foundation of the redistricting law with regard to population. She stated according to C.R.S. §30-10-306.3.1.A, the Lone Tree map reflects the smallest deviation, which shows a genuine good faith effort to comply with the statute, ensuring that no group of voters has any more or less say than any other group, which makes it a safe, fair, and responsible choice. Karen Wente, Town of Milliken resident, spoke in support of the bi-partisan maps and shared she does not like gerrymandering, as it harms the people. Commissioner James thanked Ms. Wente for her testimony and confirmed the Board has not selected a map, and commented it was his right as a county citizen to propose a map. Barbara Whinery, City of Greeley resident, expressed her appreciation for the Redistricting Committee's diligence, and inquired as to why the proposed maps from Commissioners James and Maxey chose to divide the Tri-Town area. Commissioner James reiterated that State Highway 52 is the delineation of the travel shed maps based on living areas and where people choose to commute for work and play, which he felt should be taken under consideration. Commissioner Maxey defended the submission of the additional maps, shared the difficulty of drawing the lines on the maps using the digital tools, and applauded the committee for drafting three (3) maps. Deb Suniga, City of Greeley resident, requested Mr. Conroy to recite HB21-1047, Section 2.C -H, concerning the requirements for Commissioner Redistricting for the record, to reiterate and clarify the guidelines. In response, Mr. Conroy obliged based on what was codified into Colorado State Legislation. Ms. Suniga praised the Board for the work they have done and asked the Commissioners to take time to really review the three (3) maps submitted by the Redistricting Committee. Mary Koehler, Town of Windsor resident, stated the bi-partisan Redistricting Committee was selected to represent the average voter and taxpayer, and she urged the Board listen to the constituents and honor the work of the committee. Loretta Scott, City of Greeley resident, stated the government is tasked with restoring the trust to the taxpayers and voters, and to lay down their partisan positions. 2025-2159 CR0036 Hearing Certification — Redistricting Public Input Page 3 Karen German, City of Greeley resident, agreed with Ms. Scott's sentiments, and further expressed her concerns with the confidence of the Commissioners, and stated the maps that should be considered are those presented by the bi-partisan committee. Elizabeth Singleton, City of Greeley resident, inquired about her ability to vote against Gabe Evans, to which Commissioners stated this issue has nothing to do with state politics. Anna Garza, Town of Platteville resident, stated her support for the Lonetree map to retain the communities of Platteville, Gilcrest, and LaSalle together. Lori Garcia-Saunder, Town of Gilcrest resident, expressed her support for the Lonetree map. Bonnie Kittle, City of Greeley resident, expressed her concerns with gerrymandering and not trusting elected representatives. She posed the question, in a rhetorical sense, if the Board truly considered the maps presented by the Committee, and if so, what about them did not satisfy the statutory requirements. Allison Dunning, City of Greeley resident, urged the Board to stick to the three (3) maps presented by the Committee. Mary Monahan, City of Greeley resident, expressed her concerns with the perception that the Board of Commissioners actively ignored the work of the Committee. There being no further discussion, the hearing was completed at 10:00 a.m. The Board of County Commissioners of Weld County, Colorado, approved the above and foregoing Hearing Certification, on motion duly made and seconded, by the following vote on the 13th day of August, A.D., 2025: Perry L.
