To Whom It May Concern,
On behalf of the Weld County Board of Commissioners, we are pleased to express our
strong support for the application to the Denver Regional Council of Govemments Corridor
Planning Program for State Highway 52 between Weld County Road 1 to Weld County
Road 13.
State Highway 52 serves as a vital east -west transportation corridor through southern Weld
County, linking multiple communities and providing essential connections to Interstate 25,
US Highway 85, and US Highway 287. The corridor has experienced significant growth in
recent years, and the trend is expected to continue as residential and commercial
development expands across the region.
We believe that a coordinated, data -driven corridor planning effort is urgently needed to
address current and future challenges related to mobility, safety, economic development,
and connectivity. Weld County is committed to supporting this planning effort and working
with our partners to ensure the success of the project.

Dear DRCOG,
On behalf of the Board of Weld County Commissioners, I am writing to express that
our organization and staff will participate in the DRCOG-led CO 119 Bus Rapid
Transit Extension Project submitted by the City of Longmont, if selected.
Significant public investment has already been made in transportation
infrastructure on either end of the Project limits, and this project would address an
existing gap in the regional multimoclal transportation network in our community.
If selected by DRCOG, Weld County Government will participate in this study. We
are supportive of this planning effort, but at this time, this commitment does not
extend beyond this study.

Program Overview
DRCOG is conducting a call for letters of interest for the Corridor Planning Set Aside,
April 28 — June 13, 2025. The Transportation Corridor Planning Set Aside is a DRCOG-
led planning program in the 2024-2027 Transportation Improvement Program, known as
the TIP. The goal of this program is to advance planning for projects and priorities
outlined in the 2050 Regional Transportation Plan, known as the RTP, and move them
towards implementation. As part of this program, DRCOG will fund and lead planning
studies to advance infrastructure investment priorities along regional arterial corridors
identified in the RTP. $3,000,000 is available for the full four-year set -aside program,
with $1.5 million expected to be spent each two-year cycle.
DRCOG will fund the studies, manage consultant procurement, and serve as project
manager for corridor studies selected for the program. DRCOG staff anticipates
representatives from the nominating local government(s) will collaborate closely on
these projects. At a minimum, this will include serving on a committee for consultant
selection, participating in project advisory committees, providing data, providing
background on existing conditions and past planning efforts, supporting community
engagement and being involved in future implementation. Local governments can be
more involved if they would like to be.

Key information about this selection process:
DRCOG is conducting a call for letters of interest to solicit corridor planning projects for
the program for 2026-2027. Key information about this selection is below.
Nominator eligibility: Letters of interest may only be submitted by county and
municipal governments in the DRCOG MPO boundary or regional agencies
including RTD, CDOT, and DRCOG, or groups or partnerships of local or
regional agencies.
Project eligibility: Only corridors identified in the 2050 Metro Vision Regional
Transportation Plan are eligible for letters of interest. Trails and limited access
highways are not eligible. See the section below for detailed information on
eligible and high priority candidates within the Regional Transportation Plan. This
program only covers planning activities on these corridors, it cannot be used for
advanced design or construction.
Required conversations with DRCOG staff: In addition to submitting a letter of
interest, all jurisdictions also need to schedule a short call with DRCOG staff to
discuss their proposed corridor study. Please contact Nora Kern,
nkern a(�dreog.org to arrange a meeting to discuss your project. These
conversations should take place before the end of the letter of interest window
(June 13, 2025).
Letter of support and commitment from local leadership: All project sponsors
are required to submit a letter detailing their leadership's commitment to
supporting this project. This must be signed by the mayor, city or county
manager, executive director or senior executive officer of similar level. DRCOG
can provide a sample letter upon request.
Letters of interest: All letters of interest should be submitted through the online
form.
Deadline: Letters of interest are due by June 13, 2025 at 11:59 PM.
Final Selection: A selection committee comprised of DRCOG staff and
representatives from CDOT and RTD will recommend projects for the program
based on the letters of interest that were received. Selection criteria are listed
below. The final selection will be approved by DRCOG's Board of Directors.
Matching funds: DRCOG will coordinate with CDOT to use toll credits to
eliminate the match requirement on the federal Surface Transportation Block
Grant funds for this program. As such, no additional match will be required from
program participants.

Eligible and high priority candidates for this program
Regionally funded corridor projects listed in the 2050 Regional Transportation Plan in
tables 3.1 through 3.9 are eligible for this program, with three exceptions:
Corridors for which similar studies are currently being led by other agencies, for
which recent similar studies (within the last five years) have been completed,
and/or where projects from such studies have been funded or are in final design
or construction are NOT eligible. Additional planning on these corridors may be
eligible, but the nominator should clearly outline how the proposed study will
advance the project through a new phase of project development.
Limited access roadways and freeways are NOT eligible.
Off-street trails and multi -use paths are NOT eligible.
Refer to the RTP Corridors Eligible for Corridor Program, 2025 Update spreadsheet on
the Corridor Planning website for a list of corridors and projects that are eligible for this
set aside. You can also use the Regional Transportation Plan webmap to see the
projects in the plan. The proposed study should align with the description of the project
in the Regional Transportation Plan. For example, if the corridor project is identified in
the Regional Transportation Plan as an Arterial Safety/Regional Vision Zero project,
safety should be the primary focus of the proposed study.
Priority will be given to corridors in earlier staging periods, projects of high regional
significance, and projects for which there is a clear, urgent planning need.
Evaluation criteria
Each criterion in the table below will be scored on a scale from 0-5. These will then be
multiplied by the weighted percentage and totaled to create a weighted average score.

Description of study. What phase The State Highway 52 Safety, Operational, and Multimodal

Corridor Planning Set Aside?
The study's goal to reduce crashes and congestion directly aligns
with DRCOG's Metro Vision priorities, which emphasize improving
safety and operational efficiency. SH 52 is a significant east -west
corridor that supports growing population and economic
development. Recent growth in the area has put a severe strain
on this portion of SH 52. The study will include planning for
pedestrians, bicyclists, and future transit services. The study will
build on the work that was completed on the PEL, making it a
cost-effective data -informed continuation, rather than a
redundant study. The study will help to set up a clear path to
shovel -ready projects.
How could a study of this corridor The study will directly support many of the DRCOG Metro Vision

The study will identify opportunities to improve connectivity
between employment hubs, residential areas, and services
through multimodal enhancements and better traffic flow,
aligning with DRCOG's vision for interconnected urban centers.

Addressing crash hotspots, poor pavement conditions, and
inefficient intersections improves both safety and reliability for all
travelers. The study will analyze how to better connect the area to
regional transit. By evaluating pedestrian, bicycle, and transit
needs, the study will promote a balanced approach that supports
more than just passenger vehicles.
3. A safe and resilient natural and built environment
Multimodal investments and operational improvements can
reduce idling, congestion, and single -occupancy vehicle use,
contributing to air quality.
4. Healthy, inclusive, and livable communities
Inclusion of sidewalks, bike paths, and safe crossings encourages
walking and biking, contributing to public health.
5. A vibrant regional economy
SH 52 connects workers to regional employment centers and
supports freight movement and economic activity. SH 52 is vital
to the region in regard to a vibrant economy.

The study will advance priorities outlined in the DRCOG 2050
Regional Transportation Plan by addressing safety, regional
transit, multimodal access, and air quality. The study will identify
high -crash areas and unsafe conditions, recommending
countermeasures to support DRCOG's vision zero goals. It also
considers future transit opportunities helping prepare the corridor
for expanded regional RTD service that will improve access. The
study will promote complete streets and support active
transportation options. In addition, operational enhancements
aimed at reducing congestion and idling wilt help lower vehicle
emissions, while encouraging alternatives to single -occupancy
travel, which supports DRCOG's goals in the 2050 RTP. The study
will provide a framework for strategic investment that improves
safety, expands travel choices, and contributes to better air
quality, aligning with the region's long-term transportation and air
quality priorities.
The study will focus on making the road safer for everyone,
including improving traffic flow and reducing congestion. The
study will help to identify infrastructure improvements that will
help improve the nearby communities by improving access to
transportation options, especially for those who rely on
alternatives to cars. The study will also look at how to make the
corridor more reliable for emergency services. Community input
will be key to the study, so local residents will have a chance to
share their needs and concerns, ensuring the plan reflects what's
most important to them.
The DRCOG "Mean Equity Index Score" is 21.479 for this segment
of SH 52. It should be noted that nearby low-income residents
that rely on this corridor on a daily basis are not reflected in this
score.
What is the regional significance State Highway 52 is a crucial east -west corridor extending from
of this study or this corridor? SH 119 in Boulder County to I-76 in Morgan County. It serves as a
key route for many communities including Boulder, Erie,
Frederick, Dacono, Fort Lupton, and Hudson, providing vital
regional connectivity. Many commuters in Weld and Boulder
counties utilize this highway to get to and from their place of
employment. SH 52 handles significant traffic, with the Annual
Average Daily Traffic (AADT) of 10,000 vehicles east of U.S. 287,
22,000 vehicles east of I-25, and 15,000 vehicles west of US 85,
highlighting its importance for both local and through traffic.
Additionally, SH 52 plays a critical role in supporting agricultural
and freight movement, linking to other major highways, such as,
SH 119, US 287, I-25, US 85, and I-76. This connection is key for
transporting goods across the region, as well as connecting
communities throughout the northern DRCOG area.

The State Highway 52 Safety, Operational, and Multimodal
Improvements Study is a necessary and timely transportation
planning effort. SH 52 is experiencing growing traffic volumes,
safety concerns, and operational challenges due to increased
residential, commercial, and freight activity in Weld County and
the surrounding region. The corridor lacks adequate infrastructure
for pedestrians, bicyclists, and transit users, limiting mobility and
raising safety risks. This plan will further outline how we can get
shovel -ready improvements on the corridor.
SH 52 plays a critical role in the region's transportation system by
linking key routes, connecting employment centers, agricultural
areas, and rapidly growing communities. The corridor faces
urgent issues including high -crash intersections, congestion, and
aging pavement. These challenges are expected to intensify as
the region continues to grow. While the corridor crosses multiple
jurisdictions, there are no barriers to regional collaboration. The
effort brought forward when developing the PEL, and the
formation of the SH 52 Coalition, showed that the communities
can easily come together in regard to transportation planning on
this corridor. The study supports coordinated planning between
CDOT, Weld County, local municipalities, and DRCOG to align
infrastructure improvements with regional transportation goals.

Dear Commissioners,
On behalf of the Mead Board of Trustees, I am writing to respectfully request that Weld County
submit a Letter of Interest to the Denver Regional Council of Governments (DRCOG) for the
2026-2027 Corridor Planning Program. This is a critical opportunity to advocate for the
widening of State Highway 66 (SH 66) from two to four lanes —a project that directly supports
regional goals for enhanced safety, congestion relief, managed access, and improved multi -modal
mobility.
About the DRCOG Corridor Planning Program
DRCOG is leading a call for Letters of Interest for the 2026-2027 planning cycle, with
approximately $1.5 million in available funding. Selected projects will be funded and managed by
DRCOG, in partnership with nominating jurisdictions and key stakeholders.
Submission Deadline: Friday, June 13, 2025, by 11:59 p.m. (via online form)
Additional Requirements:
• A brief consultation call with DRCOG staff must be scheduled before June 13.
• A letter of support from the mayor, town or county manager, or executive director must
also be submitted.

We urge the County to propose the SH 66 widening project as part of this call. It aligns with
DRCOG's priorities and has been significantly advanced through prior planning.
