Resolution Consider Site Selection for New Weld County Judicial Center and New Weld County Administration Building and Direct Staff to Finalize Necessary Agreements and Documents Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and Whereas, in May 2023, the Board contracted with M. Arthur Gensler Jr. & Associates, Inc. (Gensler), to produce a Facilities Master Plan regarding current and future needs for facilities for Weld County government, and Whereas, in October 2024, Gensler provided its written report to the Board which detailed needs for a new judicial center for future court expansion and a new County administration building to house various County departments, and Whereas, in April and May 2025, the Board conducted three listening sessions to hear citizens' desires regarding possible locations for the siting of a new judicial center, and Whereas, at the listening sessions many citizens expressed their wishes that the judicial center stay in the downtown area of Greeley, and Whereas, in December 2024, the Board approved a change order to the Gensler contract to provide a cost analysis for the siting of a new judicial center in downtown Greeley as opposed to siting it on the County's "O" Street property, and Whereas, determining that an additional in-depth analysis was warranted, in March 2025, the Board contracted with PCL Construction Services, Inc. (PCL), to better estimate the costs associated with both locations, and Whereas, PCL identified two possible downtown Greeley locations where a judicial center could be sited, those being Block 66 (West Block) and Block 77 (Southeast Block), and Whereas, the PCL study identified the opportunity of reusing Block 65 (Centennial Block), upon which currently sits the Centennial Building and West Annex Building where the courts are partially situated, to site a new County administration building to include many of the County departments mentioned in the Gensler report to be in need of a new location, including the Weld County District Attorney's Office, when the courts move to the new judicial center, and Whereas, to determine the potential cost of constructing a new administration building on the Centennial Block, in May 2025, the Board approved an amendment to the PCL contract to obtain a cost estimate, which was delivered to the Board in June 2025, and cc'. go Cc(KO, CA (1113/104), 8G(po', Ps.o(sc), crC3CE&) o7(f25 2025-2128 BC0059 BG0027 Site Selection for New Weld County Judicial Center and New Weld County Administration Building and Direct Staff to Finalize Necessary Agreements and Documents Page 2 Whereas, after studying the cost estimates of the three identified locations for the new judicial center, the Board desires to site it on the West Block, and to direct staff to finalize all necessary agreements and documents to enable its construction at that location, while at the same time preserving the historic Weld County Courthouse, and Whereas, after studying the cost estimates of building a new Weld County administration building on the Centennial Block after the courts move to the new judicial center, the Board desires to direct staff to finalize all necessary agreements and documents to enable its construction at that location. Now, therefore, be it resolved by the Board of County Commissioners of Weld County, Colorado, that the Board selects the West Block as the site for the new judicial center and directs staff to finalize all necessary agreements and documents to enable its construction at that location. Be it further resolved by the Board that staff be, and hereby is, directed to finalize all agreements and documents necessary to construct a new County administration building on the Centennial Block.
