Severance, Inc., dba Calvary Church Severance
A public hearing was conducted on January 8, 2025, at 10:00 a.m., with the following
present:
Commissioner Perry L. Buck, Chair

The following business was transacted:
Ei I hereby certify that pursuant to a Notice dated September 25, 2024, and duly
published September 27, 2024, in the Greeley Tribune, a public hearing was conducted
on November 6, 2024, to consider the request of Living Rock Church of Severance, Inc.,
dba Calvary Church Severance, for Use by Special Review Permit, USR24-0017, for a
Church outside of subdivisions and historic townsites in the A (Agricultural) Zone District.
At said hearing, the Board continued the matter to January 8, 2025, to allow the case to
be heard by the Planning Commission on December 3, 2024. Karin McDougal, Deputy
County Attorney, made this a matter of record.
El Maxwell Nader, Department of Planning Services, presented a brief summary of the
proposal, reviewed the fire suppression plan, and parking lot area, and shared there is a
Condition of Approval (COA) in place for landscaping and screening to help reduce
impacts to the neighboring property to the east. He stated there will be one (1) full-time
pastor, and three (3) part-time employees, with office hours from 7:00 a.m. to 6:00 p.m.,
and Sunday service from 8:00 a.m. to 2:00 p.m., and a maximum of 250 people in
attendance. He shared, per the Development Review staff, the applicant is proposing to
use the existing shared access onto County Road (CR) 25; however, a commercial
access permit is required. He stated CR 25 is a local gravel road which requires 60 feet
of right-of-way, a preliminary Traffic Impact Analysis has been submitted, with a Final

Impact Analysis received and accepted. He stated Development Review has requested
a Road Maintenance Agreement, including, but not limited to, dust control and damage
repair to specified haul routes, a Preliminary Drainage Report has been submitted, and a
Final Drainage Report is required. He described the sign posting and relayed 11
surrounding property owners (SPOs) were sent Notice, and staff received one response
with concerns of additional traffic, impact to views of surrounding mountains, and the
number of individuals gathering for Sunday services and other events. He shared the site
is located within the three (3) mile referral area of the Town of Severance, who stated
they have no conflict and would not pursue annexation at this time. He explained the
Town of Severance's Future Land Use Map shows the property in the suburban
perimeter. Mr. Nader reviewed a map of the surrounding, permitted uses, entered the
favorable recommendation of the Planning Commission into the record, as written, and
displayed images of the site and surrounding views. In response the Commissioner Ross,
Mr. Nader confirmed a Notice of Inquiry was sent as part of the process through the
Intergovernmental Agreement (IGA) with Severance; however, the Town does not have
current interest in annexation.
= Lauren Light, Department of Public Health and Environment, stated the North Weld
Water District provides water to the site, and has no issue with the existing tap being
utilized for the proposed use. She stated there is a septic system onsite, sized for a three
(3) bedroom residence, which will be upgraded to accommodate the church needs. She
further stated Environmental Health has five (5) Development Standards (DS), with no
outstanding items.
In response to Commissioner Maxey, Mr. Nader confirmed the owner of the pipeline
has signed off on the project.
=' Pastor Josh Green, applicant, provided a history of Calvary Severance Church, which
is the only church in the Town. He shared they are a Protestant church and explained
their relationship with Town government. He explained, since they bring no tax value to
the Town, the Town recommended no annexation at this time. He stated they have an
average of 170 parishioners, including kids.
El In response to Chair Buck, Mr. Green indicated he had not had contact with any of
the Commissioners regarding this case.
In response to Commissioner Ross, Pastor Green relayed the conversation he had
with the Town of Severance Manager regarding the infrastructure question, sharing the
right-of-way takes up a large portion of the property frontage on CR 74, and the
amphitheater will not be a regularly scheduled use.

No public testimony was offered concerning this matter.
The Board discussed the Conditions of Approval (COA) and Development
Standards (DS). Commissioner James questioned COA #1.D, concerning comments
from the Windsor/Severance Fire District. It was suggested to change to read: "The
applicant shall attempt to address...", and the Board agreed to the aforementioned
change.
El No public testimony was offered regarding the change made to the Conditions of
Approval and Development Standards.
Ei In response to Chair Buck, Pastor Green indicated they have reviewed, and agreed
to abide by, the Conditions of Approval and Development Standards, as amended.
ID Commissioner James moved to approve the request of Living Rock Church of
Severance, Inc., dba Calvary Church Severance, for Use by Special Review Permit,
USR24-0017, for a Church outside of subdivisions and historic townsites in the
A (Agricultural) Zone District, based on the recommendations of Planning staff and the
Planning Commission, with the Conditions of Approval and Development Standards, as
amended. The motion was seconded by Commissioner Ross, and it carried unanimously.
There being no further discussion, the hearing was completed at 10:24 a.m.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Hearing Certification, on motion duly made and seconded, by the following
vote on the 22nd day of January, A.D., 2025:
