Approve Special Event Permit and Authorize Chair to Sign — Wish Ride of Colorado,
fbo Make-A-Wish Foundation of Colorado, Inc.
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado �tatute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, Wish Ride of Colorado, fbo Make-A-Wish Foundation of Colorado, Inc.,
presented to the Board of County Commissioners of Weld County, Colorado, an
application for a Special Event Permit for the sale of malt, vinous, and spirituous liquors
for consurnption by the drink on the premises only, subject to the rules and regulations
found in Aficle 5, Title 44, C.R.S., for an event scheduled for one day only on June 14,
2025, from 8:00 a.m. to 7:00 p.m., outside the corporate limits of any town or city in the
County af Weld at the location described as follows:
Anderson South Farm, LLC, 6728 County Road 3.25, Erie, Colorado 80516;
being further described as Lot C of Recorcled Exemption, RECX15-0059;
being part of the NW1/4 of Section 32, Township 2 North, Range 68 West
of the 6th P.M., Weld County, Colorado
Whereas, pursuant to Exhibit 5-H of the Weld County Code, said applicant has paid the
sum of $100.00 to the County of Weld for a Special Event Permit, and
Whereas, said applicant has paid the sum of $25.00 to the Colorado Department of
Revenue for a Special Event Permit.
Now, therefore, be it resolved that the Board of County Commissioners of Weld County,
Colorado, having examined said application and the other qualifications of the applicant,
does hereby grant Special Event Permit Number 2025-10 to said applicant to sell malt,
vinous, and spirituous liquors for consumption by the drink on the premises only, at retail
at said bcation; and the Board does hereby authorize and direct the issuance of said
permit by the Chair of the Board of County Commissioners, attested to by the Clerk to the
Board of Weld County, Colorado, which permit shall be effective on June 14, 2025, from
8:00 a.rv. to 7:00 p.m., providing that said permitiee operates in strict conformity to all of
the laws af the State of Colorado and the rules and regulations relating thereto, per
Article 5, Title 44, C.R.S., heretofore passed by the Board of County Commissioners of
Weld County, Colorado, and any violations thereof shall be cause for revocation of the
permit.
Be it further resolved by the Board that the Chair be, and hereby is, authorized to sign
said application and permit.

A Special Event Permit issued under this article may be issued to an organization, whether or not
presently licensed underArticles 4 and 3 of this title, which has been incorporated under the laws of
this state for the purpose of a social, fraternal, patriotic, political or athletic nature, and not for pecuniary
gain or which is a regularly chartered branch, lodge or chapter of a national organization or society
organized for such purposes and being non profit in nature, or which is a regularly established religious
or philanthropic institution, and to any political candidate who has filed the necessary reports and
statements with the Secretary of State pursuant to Article 45 of Title 1, C.R.S. A Special Event permit
may be issued to any municipality owning arts facilities at which productions or performances of an
artistic or cultural nature are presented for use at such facilities.

Purpose of the 3rd Annual Wish Ride is to raise funds for Make-a-Wish.
2. EXPLAIN, IN DETAIL, THE NATURE OF YOUR ORGANIZATION, ITS FUNCTION,
AND WHO OR WHAT BENEFITS FROM ITS OPERATIONS (ATTACH A SEPARATE
PAGE IF NECESSARY):
Wish Ride of Colorado is a non-profit organization that raises money to grant wishes for children with life
threatening illnesses through the Make-A-Wish Foundation. Wish Ride of Colorado's goal is to have just
as much impact if not more on both the community and for the children who so desperately need a
positive ray of sunshine in hopes of never retiring as long as there is even one child who needs that
special wish to come true.
3. WHO OR WHAT ORGANIZATION WILL BE THE RECIPIENT OF FUNDS DERIVED
FROM THIS EVENT:
Proceeds from this event will benefit Make-a-Wish of Colorado to grant wishes of children with cntical
illnesses.

We have onsite security consisting of 12 volunteers. 9 security will be stationary and 3 will be floating
(see attached map attachment #1). Our security team will be recognized and found by the WISH RIDE
SECURITY shirts that will be worn. Alcohol will be allowed in the section on map as #8. We will have
signs up as to where alcohol is allowed and not allowed. No one will leave the area without passing
security and other volunteers with open alcohol. We will have 3 TIPs certified bartende�s that will also be
verifying age and distributing drinks.

7. WHERE WILL SURPLUS ALCOHOL BE STORED AND LOCKED DURING THE
EVENT:
During the event any surplus alcohol that is not being used/consumed will be in a locked trailer near the
beer tent.

8. HOW WILL ALCOHOL BE OBTAINED (DESCRIBE, IN DETAIL, WHERE ALCOHOL

We will be purchasing our alcohol from High Country Beverage for beer and the Spirits being served will
be obtained by Wyatts W�et Goods as a donation. Spirits being served will be limited to only purchasing a
collectible shot glass for $5. Beer will be purchased by the pa�ticipants at the beer tent.
9. WHAT METHOD WILL BE USED FOR CHECKING THE IDENTIFICATION FOR
PROPER AGE OF ATTENDEES (IDENTIFICATION CHECKED AT THE DOOR, AT THE
BAR, ETC.) AND HOW WILL UNDERAGE PATRONS BE IDENTIFIED SO AS NOT TO
BE SERVED ALCOHOLIC BEVERAGES (STAMPS� MARK ON THE HAND,
WRISTBANDS, ETC.):
ALL participants wishing to partiapate in the event will have their ID checked at registration to receive a
wrist band, which is color coded for different age groups. They will then again have their ID checked when
purchasing at the final stops event If no proof of age is available, the participant will receive an UNDER
AGE wrist band, which signals to our event staff that they are under age and cannot purchase alcohol.
Also, our staff, volunteers and security will be watching for anyone that is drinking to have the correct
color coded wrist band on.

10. IF THIS EVENT IS BEING HELD OUTDOORS, HOW WILL THE EXTERIOR
BOUNDARIES OF THE PREMISES BE MARKED AND CONTROLLED (FENCED,
ROPED, ETC.):
The event is being held outdoors and the boundaries will be established by Anderson Farms. The
perimeters are also located on Map attachment #1 �. 1. �
11. WHAT TYPE OF ENTERTAINMENT, IF ANY, WILL BE PROVIDED FOR THIS
EVENT:
We will have a live band, Bob Purcell and the Outriders. They will be performing from 2pm until 6pm
maybe 7 at the latest. We will also have a face painter there to paint the faces of the children and anyone
else that would like to have their face painted.
12. HOW, AND BY WHOM, W1LL THE CONDUCT AND LEVEL OF INTOXICATION OF
ATTENDEES BE MONITORED:
We have 3 certified TIPs trained bartenders serving. There will also be a minimum of 5 more volunteers
that are TIPs trained including myself. Their level of intoxication will be that of any normal situation at an
event or bar as pertained to the TIPs training that was given at time of certification.

Other options of beverages available will be bottled water and soda. These wiil be provided for free. We
will have food available in the form of pulled pork/beef sandwiches, salads and rolls. We will be having
Make-a-Wish Volunteers and The Boy Scouts of America serving food to our guesis.

We will have trash cans available to dispose of solid waste materials. We will also have a dumpster
available to use to dispose of trash generated by guests.

SOURCE, NUMBER, LOCATION, TYPE, AND THE MEANS OF DISPOSING OF

We have port-a-potties available including a Handicap stall. Outside of those will be hand washing station
provided. The port-o-potties are being donated and a contract has been signed. The company will pick
them up on Monday the 16th.
18. EXPLAIN HOW THIS EVENT WILL BE MARKETED, DESCRIBING WHAT
METHODS OF ADVERTISING WILL BE USED AND WHAT TYPE OF MATERIALS WILL
BE DISTRIBUTED, AND THE TARGETED RECIPIENTS OF SUCH MATERIAL:
We will be using Facebook, word of mouth, flyers (see attachment #3), and other Online sites such as
Cyclefish.com. The targeted audience is anyone that has a desire to support children with critically
illnesses.

The event will be using HWY 52 and County Rd 3 1/4 as the entrance of the final stop. Please see

preference if practicable to organizations located within the State of Colorado. In the event that the court shall find
