Whereas,the Board of County Commissioners of Weld County,Colorado,pursuant to
Colorado statute and the Weld County Home Rule Charter,is vested with the authority of
administering the affairs of Weld County,Colorado,and
Whereas,the Board has been presented with an Application for 2026 Victims of Crime
Act(VOCA)Crime Victim Services(CVS)Grant Program Funds for the Victim Witness
Assistance Unit from the County of Weld,State of Colorado,by and through the Board of
County Commissioners of Weld County,on behalf of the 19th Judicial District Attorney's
Office,to the Colorado Department of Public Safety,Division of Criminal Justice,Office
for Victims Programs,with further terms and conditions being as stated in said application,
and
Whereas,after review,the Board deems it advisable to approve said application,a copy
of which is attached hereto and incorporated herein by reference.
Now,therefore,be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Application for 2026 Victims of Crime Act (VOCA) Crime Victim
Services(CVS)Grant Program Funds for the Victim Witness Assistance Unit from the
County of Weld,State of Colorado,by and through the Board of County Commissioners
of Weld County,on behalf of the 19th Judicial District Attorney's Office,to the Colorado
Department of Public Safety,Division of Criminal Justice,Office for Victims Programs,
be,and hereby is,approved.

- Grant - funded services will be provided to crime victims free of charge .

in 2022 - 2023 . Weld County is currently the 8th most populous county and is expected to be the sixth
most populous county in Colorado by 2030 . Weld County is the 3rd largest area .

Federal and local grants have been successfully managed since the Victim Assistance Unit ' s inception in 1980 .
The current Director of Victim Services worked as a bi - lingual Spanish speaking Victim Witness Assistant for 15
years prior to providing leadership and management . This experience provides the ability to train and understand
the job dynamics .
Presently , the Weld County District Attorneys Office Victim Assistance Unit consists of 14 full - time staff working
with victims of felonies , misdemeanors , and traffic cases . Ten of the staff are Spanish bi - lingual as a response to
Weld County ' s population which consists of 31 . 3 % Hispanic or Latino . Six of the seven positions requested in the
VOCA Grant are currently filled by staff who are multicultural Spanish Bi - lingual . The Victim Assistance Staff has a
low turn - over rate which is evident by 9 staff having worked in their positions for 5 years or more . This
consistency of staff correlates to enhanced knowledge of crime victims and the services our unit provides to them
including education and support through the criminal justice system .
Weld County has a refugee population from multiple areas around the world and through our relationships with
n on - profit agencies and the usage of Language Line , we are able to serve victims despite language barriers .
Serving these victims is not just about language but understanding cultural issues and educating how the criminal
justice system works in our country . We are pleased to utilize services from Lutheran Family Services and
Immigration Refugee Center when assisting these victims .
The Victim Assistance Unit emphasizes training and education of staff to be able to best serve victims of any
crime and be collaborators with other agencies . The Victim Assistance Unit has built cohesive relationships with
o ther agencies , both non - profits and criminal justice systems based , to provide wrap - around services to crime
✓ ictims . The Unit hosts the Coordinating Committee for Victims of Crime , which is a quarterly training and
n etworking meeting of all agencies who serve victims in some capacity , a bi - annual meetings for all criminal
justice based victim services , and is a co - host of the monthly Domestic Violence Coalition .

The Victim Assistance Unit ' s knowledge and expertise in providing direct victim service , administrative support ,
and management oversight , facilitate the performance of the duties outlined within our goals and objectives and
adhere to the budgetary and reporting requirements required of the VOCA project .

The Weld County Victim Assistance Unit provides services to all victims and witnesses involved in the prosecution
of criminal cases . We serve individuals of all races and ethnicities , languages and cultures , gender and sexual
identity , economic status and disability .
The diversity of Weld County continues to grow along with the population . Weld County has a varied population of
refugee and immigrant non - English speakers ( 19 . 29 % ) whose primary language is not English . The 2024 US
census estimates Weld ' s population is 62 . 8 % White ; 31 . 3 % Hispanic or Latino ; 1 . 9 % Black or African American ;
1 . 7 % American Indian ; and 2 . 2 % Asian . An area of emphasis for the Victim Assistance Unit has been providing
VRA Rights to victims with language barriers along with education and support on how to participate in the criminal
justice process to the fullest . Many individuals in the Hispanic or Latino population in Weld are monolingual
Spanish speaking . To help serve this population , we have ten Spanish bi - lingual Victim Assistance Staff . In
addition , we have access to a language line service , knowledge of local translators for language and ASL , contact
letters in primary East African languages to reach a greater number of our refugee population , and VRA letters in
English and Spanish . We serve victims speaking a minimum of fifteen different languages to include : Karen ,
Burmese , Chuukese , Haitian Creole , Malay , Mandarin , Somali , Kinyarwanda , Swahili , French , Napoli , Tigrinya ,
Rohingya , Farsi and Spanish . Victims whose primary language is Rohingya find themselves especially vulnerable
as many only have knowledge of the verbal language and translators are very limited . Victim Witness staff
sometimes communicate with victims to find a second closely understood language or schedule times when they
can pre - arrange translation for appropriate communication . In 2025 , JBS Swift , the largest employer in Weld
County and largest employer who sponsors immigrant workers announced a $ 50 million expansion in Greeley .
This expansion has the potential to further the diversity and immigrant population in Weld County through needed
e mployees .
The Victim Assistance Unit Staff and volunteers are the only service provider for victims whose cases are going
through prosecution . The Victim Assistance Unit Staff work with all victims of crime . The requested VOCA project
focuses on continued funding of Victim Assistance Unit Staff to support the unique needs of victims which include
✓ ictims of juvenile offenders , domestic violence victims , victim families whose loved ones have been killed or
seriously injured in Careless Driving Resulting in Death or Injury , traffic crashes and financial crimes , as well as
✓ ictims of other misdemeanor and felony crimes .

Victims of Felony and Misdemeanor Offenders
Entering the prosecution phase of the criminal justice system is often a scary and unknown realm for most victims .
The District and County Court Victim Witness Assistants proactively contact victims to provide the needed
emotional and physical support to assist victims during prosecution . The Assistants provide initial guidance on
charges , education about the court process and legal terminology , physical or on - line support during court
proceedings , safe waiting areas , assist Deputy District Attorneys in case consultation , arranging transportation ,
assistance with victim impact statements to give victims a voice at sentencing , and give needed community and
economic resources to primary and secondary victims during the different phases of trauma . As three of the four
VOCA funded Assistant positions also speak Spanish , which is the second most spoken language in Weld County ,
this often includes the ability to speak to a Victim Witness Assistant in the victim ' s native language . Feedback is
often received that the relationship built by the Victim Witness Assistant was the link that enabled the victim to
attend and testify in court against their offender .
Victims of Juvenile Offenders
Victims of juvenile offenders are navigating a system which operates differently than a traditional adult criminal
justice process as juvenile offenders have support of an attorney , GAL , Department of Human Services casework
and their parents . These cases drag on through the Juvenile Criminal Justice System as the court gives offenders
many opportunities to comply with court orders . What seems to them as insignificant penalties for juveniles adds
frustration and anger by victims and their families . The Juvenile Victim Assistant not only has specialized
knowledge of the juvenile justice system but extreme patience .
Victims of Domestic Violence
Because victims of domestic violence often recant , Victim Assistants and volunteers make immediate victim
contact which is essential to establishing safety , referrals , and rapport . Domestic violence victims need
comprehensive wrap around services due to the complex nature of the crime . The Victim Assistance Unit
recognizes the need to provide immediate intervention in these complex and dangerous cases . Making immediate
contact with victims , connecting them with services , offering nonjudgmental support , and explaining next steps in
the court process are crucial in assuring the safety of victims who may already be recanting the events of the
incident .
Victims of domestic violence are subject to being involved in a lengthy criminal justice system as their perpetrator ' s
case is set over again and again before a plea negotiation is entered into or the case goes to trial . Prior to 2008 ,
there was no process in place to know if a new felony domestic violence case was scheduled for the initial court
hearing . Since 2008 , due to VOCA funding , a system has been implemented by the VW Assistants to identify a
victim ' s attendance at court and provide safe support when the victim becomes involved in an overwhelming and
busy courtroom scene .
Presently three County Victim Assistants are handling misdemeanor domestic violence crimes in a high - volume
setting , with multiple cases every day coming on for first appearance bond hearings . The addition of the third
County Victim Assistant has enabled us to make quicker contact with victims whose perpetrators were arrested
and saw a judge during weekend bond hearings as well as responding to the multitude of calls from victims as
their perpetrator ' s case is continued for future court hearings .
Victims of Careless Driving Resulting in Death and Careless Driving Resulting in Injury .
These cases are filed in County Court as traffic and are the most intense cases County Victim Assistants handle .

Victim families who ' s loved one has been killed or hurt seriously due to a defendant ' s careless driving can
experience the same emotions as families who ' s loved one has been murdered or of become a victim of vehicular
assault .
In Careless Driving Resulting in Death cases , the greatest difficulty victim ' s families are faced with is the
defendant ' s potential punishment of only being jail and / or Probation compared to a defendant who is convicted of
murder faces prison time . County Victim Assistants must support families who are absolutely devastated and
inconsolable in feeling their loved one ' s death does not matter in the criminal justice system .
Similarly , County Victim Assistants provide services to victims and their families who have been seriously hurt in
traffic crashes . Although Careless Driving Resulting in Injury cases are not VRA crimes , our office tries to identify
victims who have been seriously injured with a permanent physical or mental loss as the police reports may not
adequately portray the seriousness of a person ' s injuries .
Restitution Assistants
The direct and indirect financial burden on victims of crime can be significant , further impacting the trauma of
victims and their ability to stabilize their life after the crime . The Restitution Assistants have a vital role during their
proactive contact with victims of all crimes as they gather restitution information . During their contact , they also
ascertain which victims need additional resources and provide those resources ( i . e . Crime Victim Compensation ) .
The two Spanish speaking bi - lingual Restitution Assistants process 3 , 000 victim restitution requests a year . This
entails gathering and clarifying restitution information submitted by victims . They also reach out to victims who
have not yet submitted documentation . On November 8 , 2021 , Supreme Court case 20SC340 People vs Weeks
changed our business practices on gathering restitution documentation from victims to a 30 day deadline ( was
60 - 90 days ) after the defendant is sentenced . The change requires contact with victims in a more proactive and
immediate timeline after a case is filed . Without two Restitution Assistants we could not handle the accelerated
deadlines and victims would not see their offenders pay restitution for victim ' s out - of- pocket losses caused by the
crime , increasing their financial burden .
VW Unit Clerical Support
This Victim Assistant Unit Clerical Staff person is first line to answer and re - direct calls in the Victim Assistance
Unit , approximately 80 % being victims of VRA crimes . Over the years the duties of the position have increased
which include fully assisting the majority of callers to the VW Unit without re - directing the call , assisting victims
who come to lobby when a Victim Assistant is not available , processing all VRA Sentence Outcome Letters , back -
up on processing VRA letters , and collecting Victim Assistance Unit stats . Additionally , Post Sentencing Agencies
( who have mandated VRA duties to keep a victim notified during a defendant ' s sentence ) are provided with victim
contact information upon request . This position is key to be able to assist victims with general questions , allowing
the Victim Assistants more time to devote to victims who need resources , accompaniment to court , and other
support .

The Weld County District Attorney ' s Office Victim Assistance Unit collaborates and maintains a professional
working relationship with law enforcement victim assistance programs ( who represent 30 law enforcement
agencies ) , non - profit agencies who assist crime victims , 1991 JD Clerk ' s Office , Collections , Post Sentencing Victim
Assistance Programs as well as judges when projects require their input . Fortunately , the strong victim service
community in Weld County , and regular contact with our collaborators committed to working together to facilitate
the effective delivery of services to crime victims , means we ' re able to offer the most up to date referrals to victims .
The goal between Law Enforcement Victim Assistance and District Attorney ' s Office Victim Assistance , is to
provide a smooth transition between our agencies especially with victims of domestic violence and family
members whose loved one is deceased due to a crime . We also provide information to Probation Department ' s
Victim Assistance Program , again to create a smooth transition for the victim between our agencies . Twice a year ,
the District Attorney ' s Office invites all Law Enforcement Victim Assistance and District Attorney ' s Office Victim
Assistance to a meeting with the primary goal to network and meet face to face in an often virtual communication
world between our units .
The Victim Assistance Unit also provides information to non - profit agencies who assist crime victims to provide
criminal justice information such as status of case , court dates and what will happen at court dates to enhance the
information and support the victim receives during the court process .
The Victim Assistance Unit is part of the Weld County Domestic Violence Coalition ( Co - Chair ) and the quarterly
CCVC - Weld County Coordinating Committee for Victims of Crime ( Chair ) meetings where any agency whose
work involves victims are invited to a presentation by a victim resource and agency networking . Additionally , the
Project Director is also a part of Weld County SART ( Sexual Assault Review Team ) , and Weld County Child Case
Review . All these programs have a crime victim component to the services their agency provides . The contacts
made at these meetings are invaluable in networking , gaining new resource contacts , and brainstorming system
changes .
The District Attorney ' s Director of Victim Services ( VOCA Project Director ) also works with local non - profits and

law enforcement agencies to provide an annual training event for Victim ' s Rights day and a fall training for all
advocates .

7A ) How will your grant - funded project benefit victims / survivors in your community ? ( Responses
should be project - specific rather than the goals of your organization as a whole . )
The Victim Assistance Unit will work with victims by providing VRA information and education , Crime Victim
Compensation information and application assistance , referral to community services , updates on the status of the
case and support throughout the court process .
In 2024 the Victim Assistants assisted with 41 different culture dialects by utilizing the language line to assure
communication with victims with Oromo , Rhohingya , Haitien Creole , Vietmenese , Somali , French , Burmese , Hindi ,
Chuckese , Karen and Tigrinya along with the overwhelming number of Spanish speaking victims in this
community . The continued use of the cultural resources in Weld will enable the Victim Assistance to provide victim
services to the different cultures in the community .
Victim Assistants assisted with 56 Jury trials in Weld County in 2024 . The Victim Assistants provide judicial and
emotional support to Domestic Violence , Child Sex Assault , homicide victim representatives , along with other VRA
crime victims . Rather the defendant is found guilty or not guilty the Victim Assistants provide guidance and
resources available to victims and their families during the process and assured them there is promise in the
justice system . While they worked these trials , they also maintain their ongoing VRA caseload to assure victims
are being provided services from the filing of charges to the disposition or resolution of the case . The Victim
Assistant plays a critical role to help victims to rebuild after a traumatic experience .
The Victim Witness Office Tech III assist victims by providing immediate responses to calls to victims that are
unable to connect with the Victim Assistant and assuring them they will not be missed and will provide answers to
them about their victim rights . Along with this duty she helps gathering data to review statistical victim services
information , so it can be analyzed and reviewed for evaluating Victim Assistant performance . In 2024 53 , 237 VRA
letters were mailed or emailed , and 2 , 833 post sentence letters were created for victims . This position assures
victim notification during the judicial process .
The Restitution Assistants are vital to providing victims of crime opportunities to regain possible financial
reimbursement . Since the change of Supreme Court case 20SC340 People vs Weeks the assistants have been
proactive in gaining information when the case is opened vs when it has reached a disposition . In 2024 they
worked on 5 , 449 new cases by assuring contact by phone and mailing Victim Impact Statement directly to the
listed victims on their caseload . They are in constant contact with victims to assure they are submitting the
appropriate documentation for their request .
The grant funding will ensure that victims receive the support they need to recover and seek justice . By investing
in advocacy this initiative will strengthen the community ' s response to crime victims and enhance public safety .

We evaluate this assistance by recording and tracking statistics according to grant specific goals and objectives
outlined in this application . The clerical Victim Assistance staff person utilizes the DA ACTION Stat Report to pull
quarterly reports to capture VOCA required statistics . The Project Director compiles statistics quarterly and reports
to the Victim Assistance Staff on the progress of the intended outcomes / impact of the data collection . This
discussion provides insight into any unintended changes or outcomes and identifies for Victim Assistance Staff the
status of the projected time frame goals . Conducting victim satisfaction surveys and client testimonials help the
unit to assess program effectiveness . Client surveys are provided to victims at the conclusion of the court
process , asking them to rate services from " Very Satisfied " to " Very Unsatisfied , overall experience from " Very
Good " to " Very Poor " , and include any additional comments in the " Additional Comments and \ or Contact the
Director of Victim Services " section . Returned surveys are reviewed and analyzed by the Project Director to
ensure goals and objectives are being met , and to use feedback in effecting programmatic change as needed .
Responses are shared with Victim Assistants to guide them on steps to take for improvement of victim services
provided . Along with the surveys we receive client testimonials from victims or their family representatives . The
testimonials are shared with the Victim Assistant to provide guidance on how imperative their role is in the judicial

Indirect Budget
Indirect costs are costs of an organization that are not readily assignable to a particular project , but
are necessary to the operation of the organization and the performance of the project . Agencies that
have an approved Federal Indirect Cost Rate can use their rate ; agencies that do not have a federally
approved indirect cost rate , may request up to the De Minimis Rate ( 15 % of the Modified Total Direct
Cost ) .
If you do not have a federally negotiated indirect rate , OVP has developed an Indirect Cost Calculator
Tool ( Excel ) to assist you with calculating your 15 % de minimis rate . See the Application Instructions
for more information on Indirect Costs as some expenses are not allowed in the Indirect Cost

Salaries and benefits of personnel are essential for the Victim Witness Unit at the 19th Weld County
District Attorney ' s Office to assure victim services in the community .

In the 2025 budget , Weld County approved a one year funding agreement to cover the decrease of funding from
the VOCA Grant for the 19th Judicial District , District Attorney ' s Office Victim Assistance Unit . Also in 2025 , the
19th Judicial District VALE Program alerted all current grantees that 2026 grants would be cut by 40 - 60 % due to
decreasing VALE income . Currently , Weld County is the main financial support of the Victim Witness Unit at a
72 % funding level . The 2026 VOCA grant has been submitted based on the financial support level in 2024 . If
funding is cut again , it is unknown if Weld County can sustain the funding level of the unit due to the upcoming
local 19th JD VALE Program shortage .
