At your request (November 12, 2024), the Colorado Geological Survey has reviewed the USR24-0026 referral,
for open pit extraction of construction aggregate and future water storage. Slurry walls are planned to control
groundwater during mining and for post -mining water impoundment.
The available referral documents include a Construction Materials Regular 112 Reclamation Permit application
(Civil Resources, LLC for Red Tierra Equities, LLC, December 2021). The reclamation permit application
includes a Groundwater Level Monitoring and Mitigation Plan, a Groundwater Quality Monitoring Plan, and a
Gilcrest Area Alluvial Groundwater Model (Civil Resources, LLC, revised December 2022).
The Use by Special Review Mining Questionnaire (Civil Resources, July 2023) states that the finished slopes of
the reservoir will be no steeper than 3H:1 V for slopes mined at 3H:1 V, or 4H:1 V for constructed slopes after
mining at a steeper high wall. Properly seeded and vegetated 3H:1 V and 4H:1 V slopes are typically stable.
No geologic conditions are present that would preclude approval of USR24-0026. The submitted documents
satisfactorily address potential concerns regarding impacts to groundwater levels and water quality. Provided
the mine is operated and reclaimed in accordance with Weld County regulations and mining and
reclamation plans approved by the Colorado Division of Reclamation, Mining, and Safety (DRMS),
Permit Number M2022001, CGS has no objection to approval.
